ROLL CALL Present: 7 - President Oliver Baines III Vice President Paul Caprioglio Councilmember Lee Brand Councilmember Steve Brandau Councilmember Clinton Olivier Councilmember Sal Quintero Councilmember Esmeralda Soria Pledge of Allegiance to the Flag BUDGET HEARINGS ID#15-522 Budget Overflow Items; Council Vote on Motions President Baines announced that the meeting would be a chance for Council to make additional motions, amend motions and withdraw motions before deliberation and voting on the motion. City Manager Rudd provided a brief history of recent City Budgets and introduced the mayor's suggested disbursement of a $4.1 million dollars of SB 90 reimbursements from the State of California. City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 16, 2015 WITHDRAWALS President Baines withdrew his motion regarding adding $10,000 to the office of the Council President. AMENDMENTS Councilmember Quintero modified his motion regarding funding the Parks Master Plan for $450,000. The change was to fund the plan entirely during the 2016 Fiscal Year instead of over two fiscal years - 2016 and 2017. Councilmember Soria modified her motion regarding $1.5 million dollars for parks to provide $500,000 for deferred maintenance funding from the unanticipated $4.1 million SB 90 reimbursements and an additional $500,000 to be determined during the Fiscal Year 2016 mid-year for expanding recreational activities to be defined by committee. Councilmember Brand clarified his motion to add a second Paralegal position to the City Attorney's Office by noting that the approximate cost of $65,000 would be absorbed by the City Attorney's Office. Councilmember Olivier modified his motion regarding painting the Art Museum by increasing the amount from $10,000 to, "not to exceed $20,000." ADDITIONAL MOTIONS President Baines motioned to roll over $100,000 from the Development and Resources Management Department Prop 84 Sustainable Communities Grant Match for the South West Specific Plans currently in the budget. Councilmember Brandau seconded the motion. Councilmember Brand motioned to add $825,000 from the balance of the $4.1 million SB 90 reimbursements for a sinking fund for the public safety communications equipment that has been identified by both the Police and Fire Departments. Councilmember Olivier seconded the motion. Councilmember Brand motioned to place an addition $1 million in to the reserves from the $4.1 million of SB 90 reimbursements to bring the reserves to close to $16 million by the end of the fiscal year. Vote on June 8, 2015 motion by Councilmember Brand, second by Vice President Caprioglio, to add a second Paralegal position to address contract compliance and Public Record Act requests at a cost of approximately $65,000 to be absorbed within the City Attroney's Office budget. This item PASSED by a vote of 6 to 1 with Councilmember Brandau voting, "no." Vote on June 9, 2015 motion by Councilmember Quintero, second by Councilmember Soria, to fund a Parks Master plan for $450,000 in Fiscal Year 2016. This item PASSED by unanimous vote. Vote on June 9, 2015 motion by Councilmember Soria, second by Councilmember Caprioglio, to provide $500,000 to the PARCS Department for deferred maintenance with funding from the unanticipated $4.1 million in SB 90 reimbursements and an additional $500,000 to be determined at the 2016 Fiscal Year mid-year budget review for expanding recreational activities to be defined by committee. This item FAILED by a vote of 3 to 4 with Councilmembers Brandau, Olivier, Quintero and Brand voting, "no." Vote on June 10, 2015 motion by Councilmember Soria, second by Vice President Caprioglio, to restore fire investigation team to pre-recession levels with an approximate cost of $350,000. This item PASSED by unanimous vote. Vote on June 10, 2015 motion by Councilmember Olivier, second by Councilmember Brandau, to pain the Art Museum this fiscal year based on contract obligation at a cost not to exceed $20,000. This item PASSED by a vote of 4 to 3 with Councilmember Soria, Vice President Caprioglio and President Baines voting, "no." Vote on June 10, 2015 motion by Councilmember Brandau, second by Councilmember Brand, to increase the neighborhood street program by $1.4 million to increase each district's allocation to $500,000 each. This item PASSED by a vote of 6 to 1 with Councilmember Olivier voting, "no." Vote on June 15, 2015 motion by Councilmember Soria, second by Councilmember Brandau, to ensure that the true costs are being charged across the board and not prior year averages for Council budgets. This item PASSED by unanimous vote. City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 16, 2015 Vote on June 15, 2015 motion by Councilmember Soria, second by Councilmember Baines, to increase the infrastructure allotment for each Council District by $50,000. This item FAILED by a vote of 3 to 4 with Councilmembers Brandau, Quintero, Brand, and Olivier voting, "no." Vote on June 15, 2015 motion by President Baines, second by Councilmember Brand, to recognize the $2.6 million in Federal Transportation Grant funds, funds 22048, from Cal Trans for major street repaving projects - allocate $2.2 million in State Transportation Gas Tax Funds, $1 million from 20102 and $1.2 million from Fund 20103 toward the TIGER grant match for the Fulton Mall Reconstruction project. This item PASSED by unanimous vote. Vote on June 15, 2015 motion by President Baines, second by Councilmember Soria, for $100,000 for a Citywide industrial assessment and compatibility study. This item PASSED by unanimous vote. Vote on June 15, 2015 motion by President Baines, second by Vice President Caprioglio, to add $15,000 to the City Attorney's Office to cover any cost associated with public environmental assessments triggered by internal city proposed ordinances and policies. This item PASSED by a vote of 5 to 2 with Councilmembers Brandau and Olivier voting, "no." Vote on June 15, 2015 motion by President Baines, second by Councilmember Soria, to grant $200,000 to the Fresno Arts Council to administer it's programming. This item FAILED by a vote of 3 to 4 with Councilmembers Brandau, Quintero, Brand and Olivier voting, "no." Vote on June 16, 2015 motion by President Baines, second by Councilmember Brandau, to roll over $100,000 from Development and Resources Management Department Prop 84 Sustainable Communities Grant Match for the South West Specific Plans currently in the budget.
