Pledge of Allegiance to the Flag BUDGET HEARINGS Tuesday, June 7, 2016 ID16-617 General Fund Overview ID16-625 Public Transportation Department (FAX) ID16-618 Development and Resources Management (“DARM”) City of Fresno ***Subject to Mayoral Veto Page 1 City Council Meeting Minutes - Final June 8, 2016 Department ID16-619 City Attorney’s Office ID16-620 Personnel Services Department ID16-622 Office of the City Clerk ID16-623 Information Services Department Wednesday, June 8, 2016 ID16-624 Airports Department Budget Manager Sumpter presented an overview of the proposed budget for the Airports Department. Upon call, no member of the public addressed Council regarding the proposed budget for the Airports Department. Council discussed the proposed Airports budget and touched on the following topics: anticipated increases to landing fees and terminal rental rates; the Airports Ambassador Program; advertising space in the airport; the Mayor's recorded message in the airport, and; electric vehicle charging stations. Councilmember Soria directed staff to work with the City Manager's Office and the Convention and Visitors Bureau to fill unused advertising space with content that highlights the city and it's unique attractions. AIRPORTS DISCUSSED ID16-621 Finance Department Budget Manager Sumpter presented an overview of the proposed budget for the Finance Department. Finance Director Lima discussed the possibility of eliminating the Central Print Division and sending out a Request for Proposal to handle the outsourcing of larger print jobs. Upon call, the following member of the public addressed Council regarding the proposed budget for the Finance Department: Dee Barnes of the City of Fresno Employee Association - discussed the proposal to eliminate the Central Print Division. Suggested the City City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 8, 2016 compare the actual costs of the Central Print Division against the proposals. She reminded the City that Central Print performs a variety of services and asked how confidential print jobs would be handled with an outside vendor. Council discussed the proposed Finance budget and touched on the following topics: printing confidential documents; Central Print staff levels and Managers; fast Central Print turn-around times; the history of Central Print; relocating current Central Print employees; Central Print staffing struggles; Central Print workload; the Central Print needs of the City Clerk; the length of time Central Print is funded through; decreased Finance computer software costs; increased facilities management charges; premium pay, and; the "Specialized Services and Technology" line item. Councilmember Brandau called Central Print Division Graphics Technician DeLucia to comment on the Central Print Division. Councilmember Soria motioned to include sufficient funds in the proposed Finance budget to fund Central Print operations for a full year and moving a staff member under the City Clerk. President Caprioglio seconded the motion. FINANCE DISCUSSED ID16-627 Mayor and City Manager’s Office Budget Manager Sumpter presented an overview of the proposed budget for the Mayor and City Manager's Office. Upon call, no member of the public addressed Council regarding the proposed budget for the Mayor and City Manager's Office. Council discussed the proposed Mayoral and City Manager budget and touched on the following topics: positions defunded to cover 27th pay period; the status of positions left vacant after mayoral staff was transferred to other departments; funding for vacated mayoral staff positions, and; line item 59120 for carpet replacement. MAYOR AND CITY MANAGER BUDGET DISCUSSED ID16-628 City Council Offices Budget Manager Sumpter presented an overview of the proposed budget for the City Council Offices. The City Council welcomes you to the Council Chambers, located in City Hall, 2nd Floor, 2600 Fresno Street, Fresno CA 93721. The agenda and related staff reports are available on (www.fresno.gov) as well as in the Office of the City Clerk. The Council meeting can also be heard live at the same web site address, and viewed live on Comcast Channel 96 and AT&T Channel 99 from 8:30 a.m. and re-played beginning at 8:00 p.m. PROCESS: For each matter considered by the Council there will first be a staff presentation followed by a presentation from the involved individuals, if present. Testimony from those in attendance will then be taken. All testimony will be limited to two minutes per person. If you would like to speak fill out a Speaker Request Form available from the City Clerk’s Office and in the Council Chambers. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light on the podium will be turned on when the speaker begins. The yellow light will come on with one minute remaining. The speaker should be completing the testimony by the time the red light comes on and tones sound, indicating that time has expired. A countdown of time remaining to speak is also displayed on the large screen behind the Council dais. No documents shall be accepted for Council review unless they are submitted to the City Clerk at least 24 hours prior to the Council Agenda item being heard. Following is a general schedule of items for Council consideration and action. The City Council may consider and act on an agenda item in any order it deems appropriate. Actual timed items may be heard later but not before the time set on agenda. Persons interested in an item listed on the agenda are advised to be present throughout the meeting to ensure their presence when the item is called.
