APPROVE MINUTES
Approval of minutes from February 2, 2017
Councilmember Bredefeld asked City Attorney Sloan for clarification
regarding the second to last paragraph on page 7 of the draft February 2,
2017 minutes concerning the Fourth Amendment and the Rental Housing
Inspection Act (ID17-192). City Attorney Sloan stated his sole intent was to
answer Councilmember Baines III's question about whether it was legal to
do inspections warrants and he clarified that his answer was, "yes, under the
Fourth Amendment, if we follow the right procedures, it is legal to do
inspection warrants." City Attorney Sloan conceded that people might still
sue the city citing the Fourth Amendment.

COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Caprioglio requested the meeting be adjourned in memory
of Fred E. Clark. He offered his deepest condolence to Mr. Clark's wife,
family and friends and said his prayers and thoughts were with them.
Councilmember Caprioglio thanked Oasis Adult Daycare for inviting him to
say a few words at its open house on Wednesday, February 8, 2017. He
commented on the facilities passion for taking care of people. He explained
that Oasis was an adult daycare that specialized in Alzheimer’s and
dementia care and said it offered therapeutic activities for seniors. The
company allows caregivers to take much needed breaks. He encouraged
people taking care of loved ones to look into Oasis programs.
Councilmember Caprioglio also congratulated the Airports Department for a

record breaking number of passengers traveling through Fresno Yosemite
International Airport last year.
Councilmember Baines requested the meeting be adjourned in memory of
former City Councilmember Joe Williams. Mr. Williams was remembered as
a legend in the community and as the first African American elected to the
Fresno City Council. He was also recognized as the person that raised the
status of the Fresno County Economic Opportunities Commission.
Councilmembers Caprioglio and Bredefeld also recognized Mr. Williams and
noted that he was a trailblazer.
Councilmember Brandau reported that he had a successful District Two
meeting on February 7, 2017. He thanked: his Chief of Staff, Lindsay
Barsamian for putting it all together; Public Works Director Scott Mozier for
talking about traffic and safety, and; Police Captain Farrah for discussing
crime, neighborhood watch, and the Next Door smartphone application.

UNSCHEDULED COMMUNICATION
The following member of the public addressed Council during unscheduled
communication:
Larry Husted - spoke in opposition of the city rule that allow recreational
vehicles on residential streets no more than 24 hours. Mr. Husted asked
Council to amend the rules to allow recreational vehicles on residential
streets up to 72 hours to allow time to prepare for trips and storage. City
Manager Rudd stated he would have Development and Resources
Managment staff discuss the issue with Mr. Husted to see if adjustments to
the rules were justified.
Quintin Hoskins, Muex Home Museum President - thanked Council for the
City's continued support of the Muex Home and encouraged them to visit the
historic site.

The above workshop was conducted by Planning Manager Pagoulatos with
the Development and Resources Management Department. City Manager
Rudd, PARCS Director Chamberlin, Senior Management Analyst
Yepez-Perez and Recreation Manager Schaefer also spoke during the
workshop.
Following the presentation Council discussed the following topics:
encouraging the community vision; creating priorities; reports on progress;
mapping the areas with the most need; irrigation grants; utilizing community
groups for park upkeep and maintenance; re-energizing the park adoption
program; life-cycle costs versus replacement costs; economic dividends of
certain replacements; proposed changes to the community engagement
survey; new park planning for up-keep and maintenance; irrigation labor
costs; privatizing park maintenance; naming rights in exchange for park
maintenance; financial commitments from partnerships; creating community
sustained efforts; spinning off responsibility for parks to an independent
Parks Authority, and; the necessity of having community agreement with
proposed solutions.

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
