Budget Hearings - "Commencing on June 6, the budget hearings will be
considered one continuous meeting."
The City Council met in the budget hearing sessions in the Council Chamber,
City Hall on the date and time above written.

BUDGET HEARINGS
ID17-824 General Fund Overview by Budget and Management Studies Division
Budget Manager Sumpter discussed the budget hearing procedures and
presented an overview of the General Fund for the Council. There was a big
discussion regarding using salary savings and money that is not paid to the
Health and Welfare fund due to unfilled positions. Using this money is a
double edge sword because if the City ends up filling all of the positions we
will be negative going into the next budget year. So this is a risk we are
taking.

Overview.
ID17-825 City Attorney’s Office
City Attorney Sloan clarified that motions by councilmembers can be made
at anytime from now all the way through final adoption. All motions must
have a second, then it is put in the hopper and added to the list. Budget
reconciles what would happen if that motion was approved. Motions are
voted on in sequence on June 20th, and then final adoption on June 22nd.
City Attorney Sloan gave a presentation to the Council on the City Attorney
Office budget. The presentation included an organizational chart, we also
have the Charter responsibilities to enforce the Charter and Municipal Code,
highlights from last year, increasing volume of PRA's, requests for legal
service are increasing, there are 38 authorized positions, a picture of our
budgets from 2013 through 2016. Contract Counsel has been kept to 2.5
million dollars and internally we can do the work for half the cost of sending
it out. The last page contains items that were submitted to the Mayor for the
budget proposal. It is a policy call to add these things except for item 1,
which is a legal investigator that we have discussed before. There are two
positions at $85,000 each.
There was no one from the public who wanted to speak on this item when
called.
Councilmember Baines made a motion to add $50,000 to the City Attorney's
budget for Law Clerks, the motion was seconded by Vice President Soria. If
it is determined that the funds exist in the DARM budget, the motion will be
withdrawn.
Councilmember Brandau made a motion to add a total of $170,000 for two
Legal Investigators position, the motion was seconded by Council President
Olivier.
ID17-826 Police Department
Budget Manager Sumpter gave an overview of the Police Department
Budget. This is a general fund department with a substantial number of
grants. The total budget for this department is $175.8 million dollars, which
is a 3.9% increase from last year.
There was discussion regarding the funding for the report writing station in
District 4. Councilmember Caprioglio made a motion to add $25,000 to

continue report writing station in District 4. The motion was seconded by
Vice President Soria.
Chief Dyer spoke about the positions for Fax to give a overview of what
these position will be doing.
There was discussion about crime, the beds the City rents from Fresno
County Sheriff's Office, attrition in the Police Department and hiring issues,
and Community Service Officers vs Police Officers.
No one from the public spoke on this agenda item when called.
ID17-827 Fire Department
Budget Manager Sumpter gave an overview of the Fire Department which is
general fund department with a budget of $69.6 million next year. There is
also funding from Safer grants.
There was no one from the public to comment on this agenda item when
called.
There was discussion on the Safety Officer position where Chief Donis
provided additional information. There was also discussion on the 26
vacancies at the North Central Fire District.
ID17-828 Parks, After School, Recreation and Community Services
(“PARCS”)
Budget Manager Sumpter provided an overview of the PARCS Department.
PARCS is a general funded department, they are also have funds from
Safer grants. Their total budget is $23.7 million dollars.
Council President Olivier called for public comments on this item. The
speakers are as follows:
Carmen spoke on senior community center and senior classes.
Lucille spoke on the 2018 budget and the reduction of funds for the PARCS
department. He wants to see the council support more maintenance.
Venice Curry spoke in support of increasing the PARCS budget. Look at
returning the PARCS budget to the pre-recession level.

City Manager Rudd, Acting Parks Director made the following comments
before taking questions from the City Council.. The budget for Parks is flat
and pretty much the same as last year. He would love to have more
resources. There is basic maintence, we should be spending three times
the amount we are currently spending on maintenance.
There was discussion regarding the homeless camping out at Rodeing Park.
Councilmember Brandau requested to get a copy of the criteria for spending
Cap and Trade dollars from City Manager Rudd.
Council Chavez spoke about revenue generating ideas and exploring them
more. There was also discussion regarding the PARCS Master Plan.

City Clerk Spence gave an overview to the changes to the City Clerk's Office
budget in 2018. She also went over the accomplishments in 2017 and
upcoming goals in 2018.
There was no comments from the public on this item.

The Fresno City Council welcomes you to City Council Chambers, located in City

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
present throughout the meeting to ensure their presence when the item is called.

Tuesday, June 13, and Wednesday, June 14. Budget hearings will begin at 10:00
a.m. on June 6 and June 14. On June 7 and June 13 the budget hearings will
begin at 8:30 a.m. If needed, June 20 and June 22 will be used as overflow days
to further discuss department budgets. Department budgets will generally be
considered as listed below starting with the initial public hearing and continuing
until Council adopts the budget. Members of the public will be allowed to address
the Council regarding the budget and will be allowed two (2) minutes. Please be
