The City Council met in the Council Chamber, City Hall to continue budget
hearings, on the date and time written above.
Councilmember Baines and Vice President Soria were absence during Roll
Call and entered the Council Chamber at 9:06 a.m. and 8:45 a.m.
respectively.

Budget Manager Sumpter gave an overview of the Information Services
Department (ISD) stating that ISD is an internal fund, and the Call Center is
a general fund. $175K is allocated to upgrade the Council Chambers and
$100K is allocated to upgrade the PeopleSoft system.
No one from the public chose to speak on this item when called.
ISD Director Horn addressed questions from the City Council.
Councilmember Chavez asked Director what kind of upgrades would be
made to the Council Chambers and Director Horn responded that they will
be digitalizing all of the analog equipment.
ID17-834 Finance Department
Budget Manager Sumpter gave an overview of the Finance Department
which is a General Fund Department. The Finance Department budget is
down 13% mainly due to the reorganization where the Budget Department is
moving from the Finance Department to the City Manager and the Mayor's
Office. The Finance Department is status quo. They are adding one
position to the Business License.
No one from the public chose to speak when called.
Vice President Soria asked for more details concerning the $133,000 for
funding increased bank service fees. Controller Lima explained that is for
eight months of the increased prices.
ID17-835 Personnel Services Department
Budget Manager Sumpter gave an overview of the Personnel Services
Department (PSD) which is a General Fund and Internal Service Fund

Department. This department also incorporates the Risk Funds and the
Worker's Compensation Funds. There will be an item coming before
Council this week to address a situation where we will need to replenish the
self insurance retention in FY17 to ensure that we have sufficient to pay the
claims in both FY17 and FY18. The remainder of this budget is status quo.
There were no public speakers who chose to speak when called.
ID17-836 Convention Center
Budget Manager Sumpter provided an overview of Enterprise and General
Fund for the Convention Center that has been outsourced to SMG.
Councilmember Chavez called up SMG General Manager, Overfelt and
asked if we are trying to replace the Circus Act that closed down. General
Manager Overfelt responded that they are actively trying to replace that act,
but there is nothing currently scheduled.
There was a discussion about naming rights at different City facilities. City
Manager Rudd stated that they will be amending the Mayor's budget to
increase facilities fees at the Convention Center from $1 to $3. City
Manager Rudd explained that the City recently settled a lawsuit and there is
a significant investment that has to be made to make the facilities ADA
compliant. The increase in this fee will help mitigate the General Fund at the
Convention Center, which right now is looking like $1M for the next five
years.
Vice President Soria asked about the status of the Annual FFA Conference
and whether or not we are trying to get them back or trying to get another
customer to replace it. SMG General Manager Overfelt responded that the
impact is approximately $70K net and $100K in hotel tax dollars. Anything
pertaining to trying to get them back is being handled by the City Manager's
Office. City Manager Rudd stated they are talking with FFA and trying to
add value by offering some events at the fairgrounds. We have been talking
with Fresno State and we have been engaged with the County Office of
Education, Local FFA. When he followed up with the FFA after the last
event, the only thing they stated that we could improve in was the logistics
and the hotels. Any support we can get from the Council would be great.
Vice President Soria asked about the following line items: 1) Improvements
to replace doors in some of the facilities for $224K. General Manager
Overfelt stated that these funds are to replace doors in Selland Arena and

Valdez Hall. This will be bid statewide by October 2017. 2) Utilities. Are we
currently exploring using Solar at some of our facilities to reduce our energy
costs? City Manager Rudd stated that we are starting to look at Solar. We
can talk about that more when we get to DPU. 3) There is line item funding
for $25K for the stadium. It is for an outside consultant. Can you tell us
what that is for? Budget Manager Sumpter responded that the $25K if for an
audit that we are required to do. 4) Under improvements we are going from
$1.6M to 3.5M, why? Budget Manager Sumpter stated this is for the
purchase of the team and maintenance.

The Fresno City Council welcomes you to City Council Chambers, located in City

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
present throughout the meeting to ensure their presence when the item is called.

Tuesday, June 13, and Wednesday, June 14. Budget hearings will begin at 10:00
a.m. on June 6 and June 14. On June 7 and June 13 the budget hearings will
begin at 8:30 a.m. If needed, June 20 and June 22 will be used as overflow days
to further discuss department budgets. Department budgets will generally be
considered as listed below starting with the initial public hearing and continuing
until Council adopts the budget. Members of the public will be allowed to address
