Upon call, the following member of the public addressed Council regarding the proposed budget for Transportation Department (FAX). Rick Steitz, President of ATU and Business Agent for CFPEA - spoke regarding his support for more police and protection for the areas in which BRT will be going through. Update given by staff on the status and completion of BRT; ridership projections; route restructure; night services; partnership with Uber and Lyft; recruitment of Transportation Director. Council discussed Wifi on BRT; tracking percentage of students that take BRT; potential agreement between Department of Transportation, Fresno City College and Fresno State University to provide bus passes; How effective is Handy Ride performance; paratransit contract; Uber and Lyft as the future of public transportation; increase of public safety officers; solution for better access, public outreach contract; safety concerns for Blackstone, City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 13, 2017 Shaw, Princeton and Dakota. FAX officers strategy to policing and cleanup; additional 18 officers funded; membership and dues; budget for cleanup positions and naming rights. TRANSPORTATION DEPARTMENT (FAX) DISCUSSED ID17-839 Airports Department Budget Manager Sumpter presented an overview of the proposed budget for the Airports Department. Upon call, no member of the public addressed Council regarding the proposed budget for the Airports Department. Council discussed port of entry designation and expansion cost; selling point for distribution and carrier to go to Las Vegas. AIRPORTS DISCUSSED ID17-840 Development and Resources Management (“DARM”) Department Budget Manager Sumpter presented an overview of the proposed budget for Development and Resources Management Department (DARM). Upon call, the following members of the public addressed Council regarding the proposed budget for DARM. Eric Payne, State Center Community College District, Secretary for the Board of Trustees, spoke regarding additional funding for the department to meet the needs of the City's HUD consolidated plan and funding to align with enforcement teams with each of the Councils policing districts, Gracia Elenes, Leadership Council for Justice and Accountability, spoke regarding funding of the affordable housing program, industrial zoning and southeast specific plan. Council discussed the proposed DARM Budget and touched on the following topics: effective code enforcement; HUD Funds and Audit; Neighborhood Revitalization Team (NRT); Planning Department front desk; Business Friendly Fresno (BFF) Committee 2.0; ASET and STOPP Team; Maintenance of El Dorado park; CDBG Program; CDBG salary and positions; Action Annual Plan (AAP); Professional and Consulting Services Fees; PG&E Contract; Status of the HUD, CDBG and ESG Audits; Neighborhood Street Improvements; Action Transportation Plan (ATP); new City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 13, 2017 fleet vehicles. Councilmember Baines III requested staff to bring an update of the evaluation of BFF to Council in the future. Councilmember Soria requested staff to provide detailed breakdown of CDBG line items 51501 Contract Extra help and 53302 Professional Service Consulting. Councilmember Baines III motioned to rebudget the Industrial Compatibility Study (ICS) funding from Fiscal Year 2017 to Fiscal Year 2018. Councilmember Soria seconded the motion. Councilmember Soria motioned to utilize any unexpended dollars from CDBG repayment and EDA grant to be used for affordable housing similar to Fiscal Year 2017. Councilmember Chavez seconded the motion. DEVELOPMENT AND RESOURCES MANAGEMENT DEPARTMENT (DARM) DISCUSSED ID17-841 General City Purpose Budget Manager Sumpter presented an overview of the proposed budget for General City Purpose. Upon call, the following members of the public addressed Council regarding the General City Purpose. Ilda Villa, Estner Postiglione and Genoveva Islas spoke regarding the SPCA and loose dogs. Council touched bases on the SPCA and the lack of accountability and communication of the SPCA; Kaiser Park; FresGo mobile outreach; Councilmember Soria directed staff to provide information of breakdown of SPCA funding in education, spay and neuter, outreach, etc. Councilmember Soria motioned staff to bring back to Council on an annual bases an annual report from SPCA including budget detail as part of funding requirements. Councilmember Olivier seconded the motion. The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be viewed online at https://fresno.legistar.com. PROCESS: For each matter considered by the Council there will first be a staff presentation followed by a presentation from the involved individuals, if present. Testimony from those in attendance will then be taken. All testimony will be limited to three minutes per person. If you would like to speak fill out a Speaker Request Form available from the City Clerk’s Office and in the Council Chambers. The three lights on the podium next to the microphone will indicate the amount of time remaining for the speaker. The green light on the podium will be turned on when the speaker begins. The yellow light will come on with one minute remaining. The speaker should be completing the testimony by the time the red light comes on and tones sound, indicating that time has expired. A countdown of time remaining to speak is also displayed on the large screen behind the Council dais. No documents shall be accepted for Council review unless they are submitted to the City Clerk at least 24 hours prior to the Council Agenda item being heard. Following is a general schedule of items for Council consideration and action. The City Council may consider and act on an agenda item in any order it deems appropriate. Actual timed items may be heard later but not before the time set on agenda. Persons interested in an item listed on the agenda are advised to be present throughout the meeting to ensure their presence when the item is called.
