Budget Manager Sumpter presented an overview of the proposed budget for
Public Works Department.
Upon call, the following members of the public addressed Council regarding
the proposed budget for Public Works Department.
The following concerned citizens spoke regarding funding for sidewalks,
street cleaning, Butler and Eight Street, Orange and Lowe Street, Estner
Postiglione, Esperanza Delgado, Grecia Elenes, Estela Ortega, Juan
Castillo, Raquel Vargas, Araceli Sanabria, Gaberilla Mondez.
Council discussed median island Maintenance for Fulton street; landscape
maintenance division, gas tax funds, CDBG funds, slurry seal, Jane
Addams, McKinley and Hughes sidewalk street repairs, street lights in
District one, Active Transportation Plan (ATP) strategy, Highway City.

Councilmember Baines motioned to include the slurry seal sidewalk project
in the five year CIP. Councilmember Chavez seconded the motion.
Councilmember Baines motioned that any new revenue received from the
new statewide gas tax (Senate Bill 1) be restricted to contingency and
removed and spend only upon super majority vote of the Council, and such
revenue be spent only on improvements to streets and roads, and that it be
spent to supplement rather than supplant, planned or existing efforts and
expenditures. Councilmember Soria seconded the motion.
Councilmember Chavez motioned to include Lane Neighborhood street
improvements in Fiscal Year 2018 projects. Councilmember Baines
seconded the motion.
Councilmember Caprioglio motioned to carry over unspent funds from
Melody Park funds. Councilmember Baines seconded the motion.
Councilmember Brandau requested the total budgeted for the Fulton Mall in
the PARCS budget.
Councilmember Brandau directed staff to determine if Senate Bill 1 can be
used for maintenance.
Councilmember Brandau directed staff to provide a heat map citywide that
reflects where tree trimming, pothole funding, median island maintenance,
slurry seal, etc. is taking place in the last year.
Councilmember Brandau requested to meet with staff regarding Public
Works budget.
Councilmember Caprioglio directed staff to provide a map of projects.
PUBLIC WORKS DEPARTMENT DISCUSSED

Department of Public Utilities.
Upon call, no member of the public addressed Council regarding the
proposed budget for the Department of Public Utilities.

Council discussed employees on jobsites, Northwest Fresno purple pipes
updates, recharge Fresno and low income, rebate program update,
operation clean up once a year to twice a year, cameras at hotspots for
illegal dumping, ouside consulting contracts and discolored water issues.
Councilmember Soria directed staff to provide her district with flyers for
Department of Public Utilities rebate program.
DEPARTMENT OF PUBLIC UTILITIES DISCUSSED

Budget Manager Sumpter presented an overview of the proposed budget for
City Council Offices.
Upon call, the following members of the public addressed Council regarding
the proposed budget for City Council Offices.
The following concern citizens expressed their support for funding of
$200,000 for legal defence, Jess Fitzpatrick, Rafael Avitia, Patti Potter,
James Alvarado, Stan Santos, Matthew Jendian, Tim Rios, Francisco
Pineda, Okechukaiu Egbuziem, Rosemary Pineda, Adriana Navarro, Ellis
Vance, Sam Molina, Norma Rubio, Saburo Masada, Alicia Alerman, Jose
Ceana, Maria Romero, Ariana Loft, Camille Russel, Dan Yaseen, Reza
Nekumanes, Maria Cervantes, James Mendez, Sukaina Hussain, David
Rice, Anna Carmichael, Daniel O'Connell, Charles Aroldersamy, Jim Grant,
Akiko Stoner, Art Gramaje, Emily Brandt, Amparo Cid, Alicia Jacobo,
Genovela Islas, Aida Macedo, Guadalupe Gutierrez, Cinthia Quesada,
Gloria Arias, Luis Oreda, Leoncio Vasquez, Thomas Wyler, Santos Garcia,
Ben Berguam.
Councilmember Soria motioned to appropriate $200,000 to create a legal
defense fund. Councilmember Baines seconded the motion.
Councilmember Bredefeld made comments to his reasons for not supporting
the legal defense fund.
Councilmember Baines stated his reason for seconding the motion.
President Olivier requested the information on how many military vets were
deported.

The Fresno City Council welcomes you to City Council Chambers, located in City
Hall, 2nd Floor, 2600 Fresno Street, Fresno, California 93721.
The City of Fresno’s goal is to comply with the Americans with Disabilities Act

The Council meeting can be viewed live on Comcast Channel 96 and AT&T
Channel 99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting
can also be viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be
limited to three minutes per person. If you would like to speak fill out a Speaker
Request Form available from the City Clerk’s Office and in the Council
Chambers. The three lights on the podium next to the microphone will indicate
the amount of time remaining for the speaker.
The green light on the podium will be turned on when the speaker begins. The
yellow light will come on with one minute remaining. The speaker should be
completing the testimony by the time the red light comes on and tones sound,
indicating that time has expired. A countdown of time remaining to speak is also
displayed on the large screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to
the City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action.
The City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be
present throughout the meeting to ensure their presence when the item is called.

Department budgets will be discussed Tuesday, June 6, Wednesday, June 7,
Tuesday, June 13, and Wednesday, June 14. Budget hearings will begin at 10:00
a.m. on June 6 and June 14. On June 7 and June 13 the budget hearings will
begin at 8:30 a.m. If needed, June 20 and June 22 will be used as overflow days
to further discuss department budgets. Department budgets will generally be
considered as listed below starting with the initial public hearing and continuing
until Council adopts the budget. Members of the public will be allowed to address
the Council regarding the budget and will be allowed two (2) minutes. Please be
advised consideration of some departments may be continued to the next
scheduled hearing date if discussions run long, and other departments may be
considered in advance of the date and time listed.
