COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Caprioglio thanked the El Dorado Police Department,
recognized National Police Week and thanked Director Mozier and his team
for their work on Fountain Way.
Council President Soria spoke regarding the Fresno City College Latino
Graduation where she was a keynote speaker, she announced the West
Area Specific Plan meeting will be held June 14, 2018 at Central High
School. She thanked Fresno FAX for being responsive to Woman of Power
and Men of Color for providing trash cans and benches on bus routes.
Council President Soria also asked City Manager Quan-Schecter about the
status Highway City impact fee waiver for disadvantage neighborhoods.

Councilmember Bredefeld asked staff why so many change orders and if it
was possible the contractors were bidding low knowing there may be a
change order in the future.
On motion of Councilmember Bredefeld, seconded by Vice President

3-A ID18-0585 Actions related to a Pilot Program for Automated Enforcement of
Outdoor Watering Restrictions with University of Chicago:
1. Authorize a Pilot Program for Automated Enforcement of
Outdoor Watering Restrictions with the University of Chicago
Urban Labs (UChicago) to optimize water usage and
conservation data, including modified enforcement of the outdoor
watering schedule from July 1, 2018 through September 30,
2018.
2. ***RESOLUTION - 544th Amendment to the Master Fee
Resolution (MFS) No. 80-420 to adjust the conditions of service
work related to water conservation fines language to reflect an
upper limit rather than a single fine amount (Subject to Mayor’s
Veto)

Councilmember Olivier joined the meeting at 9:57A.M.
Council Vice President Brandau asked staff how violators are caught and if
this will help free up the water conservation representatives. Council Vice
President Brandau also asked staff what would happen to the water
conservation representatives when they have free time, and if the customer
has to be visually seen violating before they are fined and if the customer
can opt out of the study.

Councilmember Caprioglio stated he supports the item as presented.
Councilmember Olivier thanked staff for meeting with his office prior to the
meeting and suggested a smaller test area. Councilmember Olivier does not
support the item as presented and is against fining property owners for their
violations.
Councilmember Chavez asked staff how many homes were being fined for
wasting water last year and does the City already have the data of the past
violators. Councilmember Chavez went on to ask staff to discuss the
workflow and asked will this study help the rate payers. Councilmember
Chavez also asked what will the Water Department do to help those who
cannot afford the penalties and what was the end goal of this study.
City Manager Quan-Schecter stated this is only a 90 day study and the goal
is to conserve water and reduce fines while hoping to change the behavior
of those who are continuous violators.
Councilmember Bredefeld asked if the changes in the watering schedule is
confusing and may contribute to the violations. Councilmember Bredefeld
also asked how many times does City of Clovis change their watering
schedule and why can’t the City of Fresno have two watering schedules
instead of four.

The Fresno City Council welcomes you to City Council Chambers, located in City

The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel
99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be
viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.
