Council President Soria participated in the visit to Amazon fulfillment center on May 22, 2018, she thanked those who participated in the Panel for the Young Councilmembers Program and recognized the Jakara movement. Councilmember Chavez asked staff to explain the designated port of entry and what that means for City of Fresno and does the runway we have now accommodate big cargo ships. Upon call, the following members of the public addressed Council: Mary Ester Correa, Nicole Linder with Marjoree Center and Alfred Mason Marjoree Mason's brother. Councilmember Caprioglio spoke regarding district 4 request for senior hot meals and parks after school programs. Councilmember Caprioglio stated he is interested in getting a District 4 Community Center and he has a location that will make the Community Center shovel ready. Councilmember Baines asked about the park facilities improvements and if there is walking trail funds available. Councilmember Chavez asked about the CDBG public service partnership with Habitat and if the current budget presented is what was spent in the previous year and requested to meet with City Manager Quan-Schecter to discuss the homelessness issues. Council President Soria asked about the senior paint program and if the $100,000 in the City was expanded for Habitat. Council President Soria also asked if the City has the capacity to do the 300,000 homes and how many more homes will be able to be done with the funds. Council President Soria stated she supports the motion and asked that the community center be a priority for staff. Council Vice President Brandau asked if the dollars should be coming from the General Fund instead of the Action Plan and support the motion if there is savings in the Action Plan. Councilmember Olivier spoke regarding the Senior Center business plan and asked if there is away the Administration can do a business plan without the $200,000 and stated this is a tight budget cycle and $200,000 is a lot of money. Councilmember Caprioglio motioned to approve the item as presented and made an amendment to include $200,000 for planning of a Community Center in District 4 and direct staff to work within Public Works and PARCs Department to see if there is away to find funds for additional savings. Councilmemeber Baines seconded the motion. Council Vice President Brandau asked what happened to the abated property in District 6, when are fines collected and when is the problem is corrected. Council Vice President also asked where does the money for the fines that are collected go and stated his goal would be if the fine is paid the property is corrected right away before it impacts the neighbors. Council Vice President Brandau directed City Attorney Sloan to set up a workshop to discuss these issues in three weeks to a month from now and provide some policy options to vote on at that time. Councilmember Bredefeld asked City Attorney Sloan to comment on the money that is collected that goes into the general fund. City Attorney Sloan stated all fine revenue is general fund revenue but there are sources of revenues in each departments budget. Assistant City Manager Sumpter responded that the fine revenue is parking funds not code enforcement. Council President Soria stated she has a lot of problem properties in her area and would like to increase the fines per violations. Council President Soria also asked for an update of those who are in compliance after being noticed. City Manager Quan-Schecter asked City Attorney Sloan if he could outline some options for violations and increasing of fines.
