The City Council met in the budget hearing sessions in the Council Chamber, City
hall on he date and time written above.

Budget Manager Fierro presented an overview of the Department of Public

Utilities.

Budget Manager Fierro presented an overview of the Information Services
Department for Council.
No member of the public addressed Council regarding Information Services
Department.
Council asked staff to clarify that some of the revenue is from
interdepartmental charges which is from the General Fund.
ID18-0718 Personnel Services Department
Budget Manager Fierro presented an overview of the Personnel Services
Department for Council.
No member of the public addressed Council regarding Personnel Services
Department.
Council asked questions regarding the contingency account and directed
staff to bring back to council an updated balance of the contingency funds.
Council continued to discuss the contingency fund and asked about the line
item 55302 in the amount of $60,000, line item for computer software
account 56110 in the amount of $40,500, and Miscellaneous expenditures
account 58005 in the amount of $46,000. Council further discussed claims,
Workers Compensation and spoke regarding the consulting fund.
Council President Soria directed staff to provide how much of the the
"Contingecy/Reserve" (account 61001) in the "Liability Self-Ins Fund"
(51502) has been spent and to include a projection through the end of the
current fiscal year.
Council President Soria directed staff to provide details of account 58005
"Miscellaneous Expenditures" in the Liability Self-Insurance Fund 51502.

ID18-0719 Convention Center
Budget Manager Fierro presented an overview of the Convention Center for
Council.
No member of the public addressed Council regarding Convention Center.
Council asked staff if they could give a presentation of what is going on
with the Convention Center. Council continued to discuss the ADA updates
to the Convention Center, revenues and requested the budget be split in
two, one tab for the Convention Center and the other for the Stadium for the
final budget.
Councilmember Baines directed staff to separate the Convention Center and
Downtown Stadium budget items in future budgets.
Councilmember Baines directed staff to provide a break out / separation of
the Fiscal Year 2019 Convention Center and Downtown Stadium budget
items.
Council President Soria directed staff to provide a break out accounting of
the Non-Personnel Service expenditures (as seen on page B-40 of the
budget book) to help explain the increase from the Fiscal Year 2016 actual
of $10,097,452 to the proposed $20,609,800 for Fiscal Year 2019.
Council President Soria announced the Fire Chief will be presenting on
Tuesday, June 12, 2018, instead of Monday, June 11, 2018 as previously
stated.

The Fresno City Council welcomes you to City Council Chambers, located in City
Hall, 2nd Floor, 2600 Fresno Street, Fresno, California 93721.
The City of Fresno’s goal is to comply with the Americans with Disabilities Act (ADA)
in all respects. The meeting room is physically accessible. If, as an attendee or
participant at the meeting, you need additional accommodations such as
interpreters, signers, assistive listening devices, or the services of a translator,
please contact the Office of the City Clerk at (559) 621-7650 or clerk@fresno.gov. To
ensure availability, you are advised to make your request at least 48 hours prior to
the meeting. The agenda and related staff reports are available at www.fresno.gov,
as well as in the Office of the City Clerk.
The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel
99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be
viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.

PLEASE NOTE:
Department budgets will be discussed Tuesday, June 5, Wednesday, June 6,
Monday, June 11 and Tuesday 12, 2018. Budget hearings will begin at 10:00 a.m. If
needed, June 19, June 21 and June 28, 2018 will be used as overflow days to further
discuss department budgets. Department budgets will generally be considered as
listed below starting with the initial public hearing and continuing until Council
adopts the budget. Members of the public will be allowed to address the Council
regarding the budget and will be allowed two (2) minutes. Please be advised
consideration of some departments may be continued to the next scheduled hearing
date if discussions run long and other departments may be considered in advance of
the date and time listed.
