The City Council met in the budget hearing sessions in the Council Chamber, City
Hall on the date and time written above.

roll call. Councilmember Bredefeld joined the meeting at 10:15 A.M and
Councilmember Baines joined the meeting at 11:33 A.M.

BUDGET HEARING

ID18-0720 Public Works Department
Budget Manager Fierro presented an overview of the Public Works
Department for the Council.

No member of the public addressed Council regarding Public Works
Department.
Council spoke regarding the timing of hiring the new staff and asked
Director Mozier to discuss the LED lighting, the funding of Fulton Street and
if there is a backup plan for SB1 should it fail as Council explained SB1
funds could be in jeopardy. Council discussed the return on investment in
six and a half years and the new division for Fulton Street. Council Vice
President Brandau suggested taking the $700,000 for other purposes.
Director Mozier explained his contingency plan and Council addressed their
concerns on street maintenance repairs and supports getting more milling
machines.
Council discussed Measure C, letting the taxpayers know where their tax
dollars are going and asked that the information be put up on the City of
Fresno website along with other projects being funded. Council discussed
the funds needed to finalize the ADA upgrades to the Convention Center
and asked if the $1.6 million be paid through the gas tax instead of the
general fund. Council President Soria asked staff if she can get a list of the
projects being paid out of the general fund.
Council asked questions regarding additional street sweepers, if the street
sweepers need more trucks, Measure C funds and what are they used for,
paving, street light repairs and landscaping. Director Mozier responded.
Council President Soria asked to meet with staff after budget to discuss
street sweeping in her district, what processes are being done to notify the
public that street sweeping will be taking place and asked questions
regarding how the Lowell community received an extra $70,000. Council
President Soria asked where does the funding come from.
Council President Soria directed staff to quantify the number of sidewalks,
curbs and gutter repaired in miles, through SB1 dollars.
Council President Soria directed staff to provide the amount of money the
City has paid into the PBID.

Council President Soria directed staff to provide the funding sources and
backgrounds for certain contracts under $50,000 that were not required to be
approved by Council. President Soria will provide the City Manager Office
the contracts in question.
Councilmember Chavez directed staff to provide the dollars budgeted in the
FY19 budget for the Active Transportation Program (previously referred to
as "Safe Routes to School").
Councilmember Chavez directed staff to provide an outline of projects that
utilize SB1 dollars.
Councilmember Chavez directed staff to include the green bike lanes for the
first phase of Peach Avenue.
ID18-0721 Airports Department
Budget Manager Fierro presented an overview of the Airports Department
for the Council.
No member of the public addressed Council regarding Airports Department.
Council asked staff for an update on Southwest airlines and any other direct
flights to the east coast. Director Meikle responded there is nothing on the
horizon for any new non-stop and Southwest is always in the forefront.
Councilmember Baines asked how are the vendors in the airport doing on
revenue. Director Meikle replied the vendors are doing well and they are
happy with our visitors, Airports will be looking at all the restaurants and
vendors as part of the General Plan and there is talk about a taco cart that
will be mobile and able to go to the gates and the lower level.
Councilmember Baines also asked about having the Mayor and City
Council picture or information displayed at the airport. Council President
Soria commented on the new flight to Mexico and asked for an update on
the flight to Marillia. Director Meikle stated that the flights to Marillia are
right on target.
Councilmember Baines directed staff to look into the possibility of

displaying photographs of the Mayor and City Council at Fresno Yosemite
International Airport.
City Council recessed for lunch at 12:04 P.M. and returned from lunch at 1:40 P.M.
ID18-0722 Development and Resources Management (“DARM”)
Department
Budget Manager Fierro presented an overview of the Development and
Resources Management Department (DARM) for the Council.
The following member of the public addressed Council regarding
Development and Resources Management Department (DARM), Gracie
Anninis, Office of Accountability.
Council discussed neighborhood revitalization which involves focused
efforts in specific neighborhoods and completing a property-by-property
analysis identifying violations and matching residents with applicable
resources to improve properties and their overall quality of life.
Councilmember Caprioglio asked staff to see the priority list that is going to
benefit from this approach, wants a team to work with the Fresno Police
Department to work with District 4 to go out and walk through the
neighborhood.
Council asked staff if the housing division has the funding necessary to
function appropriately. Director Clark responded hiring that specialty is very
difficult, and they currently have an RFP out to see if a consultant can
perform all of the duties. Council President Soria expressed her concerns
with DARM Department having issues recruiting for these positions and
asked staff if they have exhausted all efforts in recruiting internally. Director
Clark stated there are 12 positions in the Housing Division and there are
two vacancies and pending retirements. Council President Soria asked if
there are opportunities for advancement for existing staff and if the pay is
competitive. She also asked staff how much has been spent to date on the
current contract for the auditing that we have currently. Staff responded.
What have we expended to date with this contract, what have we gotten.
Council Vice President Brandau asked for more details from the Budget

Analyst regarding if the program cost is $1.4 million the revenue that goes
with it is $1.2 million which would go away if you got rid of the program.
Council Vice President Brandau stated he was still interested in knowing
more about the potential splitting of DARM and Code Enforcement. City
Manager Quan-Schecter discussed the conversations they have had
regarding splitting the DARM department up so it is not so overwhelming.
She also stated such a split could take 2-3 years.
Council President Soria suggested a workshop regarding Restore Fresno
and Community Revitalization would be a good idea to bring back to
Council and Councilmember Caprioglio asked staff to meet with his District
regarding El Dorado Park.
Council President Soria directed staff to provide the amount of money that
has been spent on the Consultant helping with the Office of the Inspector
General audit.
Councilmember Caprioglio directed staff to provide information regarding
when the proactive code enforcement known as "neighborhood
revitalization" would happen in the El Dorado Park Neighborhood; to provide
a priority list for the areas to benefit from neighborhood revitalization, and;
to take a meeting with DARM staff to discuss establishing a team that
includes Police, to be present in District Four neighborhoods.
Councilmember Caprioglio motioned to add the Sierra Madre
Neighborhood, the Teague Elementary School Neighborhood and Highway
City (South of Shaw) to the list of neighborhoods to be revitalized on page
B-45 of the Proposed Budget. Council President Soria seconded the motion.
City Council recessed at 3:02 P.M. and returned from recess at 3:14 P.M.

Budget Manager Fierro presented an overview of the General City Purpose
for the Council.

City Manager Quan-Schecter asked Council to make a motion to find
$213,000 to fund SPCA to allow for minimum wage increases.
Council asked SPCA Representative Linda Van Kirk what is the average
wait time for the public, How many dispatchers are answering calls each
day and is there enough staff to handle City of Fresno population. Ms. Van
Kirk responded it takes between 5-15 minutes to get to a call, there are 2.5
people on dispatach handling about 100 calls per day and that more staff is
needed. Council asked Ms. Van Kirk if the SPCA keeps data on volume of
calls and complaints and if she furnishs the constituents complaints and the
resolutions to Administration. City Manager Quan-Schecter stated the
Council recieves a quarterly report by tray memo. Councilmember Olivier
stated that the City has no say, there is no representative on the board.
Council President Soria asked staff what is being done to resolve the
challenges. Ms. Van Kirk responded that it’s a vicious cycle. There are no
other funding sources, they do fund raising for other services except for
animal control and there is no budget for the Public Service Announments.
Ms. Van Kirk also state they would love to have more dispatchers, but there
is no more room to house them and to have Animal Control Officer's they
will need more equipment and would only be paid $11 per hour.
Councilmember Baines asked Ms. Van Kirk did SPCA request an additional
million dollars on top of the $3,803,300, and if the $213,000 is for the
minimum wage increase for 2019 and partial 2018. Counilmember Baines
asked about the SPCA’s budget of $5 million to $6 million and asked if it
included the $3.8M from the City of Fresno, how did we arrive to our
contract price, what is the dollar amount per animal intake and if there was
statistics on how many animals they get per year from the City of Fresno.
Ms. Van Kirk responded, the total wage increase is $293,600, SPCA
recieved about $133 to $135 per animal and the City of Fresno is $213,000
for January 1, 2018 to June 30, 2018 and the 1st half of Fiscal Year 2019.
Council discussed having a Councilmemberl sitting on the SPCA Board
given the funding that City of Fresno provides. Ms. Van Kirk declined the
request.

Councilmember Baines directed Central California SPCA (CCSPCA) to
provide the actual number of animals taken in for the City of Fresno as part
of the actual total number of animals taken in.
Councilmember Caprioglio motioned for staff to go back and review the
budget to find up to $213,000 for an increase for the CCSPCA contract to
cover minimum wage increases. Results of staff review to be presented on
Tuesday June 19, 2018. Council Vice President Brandau seconded the
motion.

The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel
99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.

listed below starting with the initial public hearing and continuing until Council
adopts the budget. Members of the public will be allowed to address the Council
regarding the budget and will be allowed two (2) minutes. Please be advised
consideration of some departments may be continued to the next scheduled hearing
date if discussions run long and other departments may be considered in advance of
the date and time listed.
