COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Caprioglio thanked everyone who assisted in the National
Night Out at El Dorado neighborhood; recognized Fresno State for the
Money Magazine award; he thanked Police Department and City Manager's
Office for the bike unit that is now in District 4 and asked Assistant City
Manager Sumpter about the rule 20 issue on Shaw Avenue in front of the
SaveMart Center.
Council Vice President Brandau requested the Council meeting adjourn in
memory of Marcus Lester.
Council President Soria announced the grand opening for Fatte's Pizza on
August 15, 2018; Tower District Energy Fair on August 1, 2018 and August
9, 2018 the Highway City groundbreaking for the new Community Resource
Center.

Council Vice President Brandau asked staff questions regarding the
application and loan approval amount, the end result cost for the City of
Fresno, how much additional cost will the City of Fresno have to pay and
will this cause an increase in the rate payers. Staff responded.

Upon call the following members of the public addressed Council: David
Taylor, Jeffrey Gillis, John Sofranac and William Oliver.
Councilmember Bredefeld asked a number of questions to Director Mozier,
Tanko representative Alex Haizel and PG&E representative Ann Kloose
regarding the $2.2 million dollars in savings, how much would City of
Fresno be saving and why the project did not go through the competitive bid
process.
City Council recessed for lunch at 11:55 A.M. and returned from lunch at
1:44 P.M.
Councilmember Baines asked various questions regarding sole sourcing,
piggybacking, the competitive bid process, if the workforce is going to be
local, what the savings will be in a year as opposed to eight years, he also
asked what is the Color Rendering Index (CRI) recommendation and what
the importance was. City Attorney Sloan, Tanko Representative Haizel and
PG&E Representative Kloose responded.
Councilmember Olivier asked Deputy Attorney Collet if anyone can do the
bid process. Deputy Collet responded no.
Councilmember Caprioglio spoke regarding his support for the item and
does not support delaying the item.
Councilmember Bredefeld expressed his concerns on the competitive bid
process and will not support the item as presented.
Council President Soria asked if there was any flexibility in moving forward
and asked about the workforce and apprenticeship for locals.
Councilmember Caprioglio motioned to approve the item as presented.
Councilmember Chavez seconded the motion.
Councilmember Bredefeld motioned to amend the main motion to put PG&E
on hold, to go out for a full competitive bid process and return to Council
and compare the bids with PG&E and vote for final approval.

Councilmember Olivier seconded the motion. Motion FAILED 2-4-1 with
Councilmembers Baines, Caprioglio, Vice President Brandau and Council
President Soria voting “No”. Councilmember Chavez abstained.
Councilmember Baines offered an amendment to the main motion to allow
the flexibility for Council to have final authority on the lighting manufacturer
contract, to use local manufacturers for their final selection and that the
lights meet or exceed City of Fresno standards. Councilmember Caprioglio
agreed to the amendment.
RESOLUTION 2018-202 ADOPTED AS AMENDED.
On motion of Councilmember Caprioglio, seconded by
Councilmember Chavez, that the above Action Item be adopted as
amended to allow the flexibility for Council to have final authority on

The Fresno City Council welcomes you to City Council Chambers, located in City

The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel
99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be
viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.
