The above item was introduced to Council by Director Carbajal, Public Utilities Department Council Vice President Arias asked staff who else is joining the Joint Powers Agreement (JPA) for the building of temperance flat, and if the County of Fresno is a member. He stated he was not comfortable giving $250,000 toward the effort without having the County of Fresno participating. He would like the item to be approved contingent on the City of Fresno ***Subject to Mayoral Veto Page 6 City Council Meeting Minutes - Final February 14, 2019 County of Fresno being equal participants and contributing towards the effort. He would like the full implication of the $250,000 and wants to know who else will be participating financially. Director Carbajal responded. Councilmember Soria, requested the item be continued to February 28, 2019 for further discussion and asked staff to come back with a complete presentation on all the different components and the direct benefits. She agreed that the County of Fresno should participate and wants to make sure the enterprise funds are used wisely. Director Carbajal responded. Council President Brandau requested staff have a member from the County of Fresno be at the next meeting and have the item be placed under General Administration. Upon consensus of the Council, the item was continued to February 28, 2019 and directed to be placed under General Administration. 1-G ID19-1174 RESOLUTION - Authorizing the Submission of an Application to the California Infrastructure and Economic Development Bank for Financing a Capital Improvement Project The above item was introduced to Council by Councilmember Caprioglio, District 4. Councilmember Caprioglio called Chief Deputy Executive Director Nancee Trombley, California Infrastructure Economic Development Bank to speak on the item. Chief Deputy Executive Director Trombley discussed the terms of the $35 million dollar loan. Councilmember Soria asked staff how the projects are selected and if all the projects are going to be funded. Senior Management Analyst MacNab responded. Council Vice President Arias requested in the future staff indicate what the local match source is going to be and to include the cost of the project the department is applying for. Councilmember Esparza asked staff to inform all districts when it applies to them. City of Fresno ***Subject to Mayoral Veto Page 9 City Council Meeting Minutes - Final February 14, 2019 ID19-1222 HEARING to obtain public comments regarding the implementation of proposed Substantial Amendment No. 2018-01 to the Fiscal Year 2018-2019 (FY 2019) Annual Action Plan The above item was called to order at 10:19 A.M. The above item was introduced to Council by Assistant Director Furtado, DARM Department. Councilmember Chavez addressed Council and spoke regarding public comments made at Planning Commission and directed staff to remove the three parks project and fully fund them, he wants that in writing and would like that to be funded this year and the next. Councilmember Chavez directed staff to use the remaining Department of Public Works LED projects as a source of funds to make up some of the difference. He would also like to use Orange and Butler as a source of funding and to include that for the next year. Upon call, the following members of the public addressed Council: Preston Prince, Kamaljit Gill, Debbie Daren and Robert Mitchell The public hearing was closed at 10:31 A.M. Council Vice President Arias expressed his frustration with Administration for the lack of information regarding the scope of the project, the reason why the projects are being delayed and how they got here. Council Vice President Arias voiced his concerns with the three projects, Dickey Youth, JFK and Fink White parks being unfunded and would like the money to be replaced in this budget cycle before supporting the relocation of the funds. Councilmember Soria communicated her frustration with Administration for the lack of understanding of the problem and why the projects are being delayed. She suggested to submit the funds from the sale of the parking lots to the projects and look into a housing trust fund where they can put the money and leverage the dollars. She is concerned with the lack of representation on the Housing and Community Development Commission (HCDC) and would like Administration to make sure there is a true representative of the City of Fresno for that Committee. City of Fresno ***Subject to Mayoral Veto Page 10 City Council Meeting Minutes - Final February 14, 2019 Assistant Director Furtado responded to Councilmember Chavez request. Councilmember Esparza read into the record Housing and Urban Development (HUD) definition of the Community Block Grant Program (CDBG) and stated it was ambiguous. He proposed a couple of subcommittees; one pertaining to housing and the other addressing the allocation of the CDBG funds and requested he serve on the committees. Councilmember Soria directed staff to bring back a report on the status of the projects bi-annually and to hold staff accountable for meeting deadlines. Councilmember Bredefeld asked staff how did we get here, how did the money that was supposed to be allocated for parks, Dickey Youth, Development Center and other places be reprogram and what is the justification for that. He asked who made the decision to move money away from one project to the next and why the Council wasn't consulted or made aware of the projects being changed. He stated there needs to be better communication with the Councilmembers. Assistant Director Furtado and City Manager Quan responded. Council Vice President Arias stated he would like to have a complete scope of the project for each park and a timeline for execution. He would like the assurance in writing that the money will be in the current budget cycle. City Manager Quan replied. Councilmember Caprioglio addressed his concerns regarding no representation on HCDC and suggested the members be adjusted to 8 members; one from each Council district and the other from the Mayor’s office. He also requested he be a part of the subcommittees suggested by Councilmember Esparza. Councilmember Caprioglio suggested that his community center be budgeted for two years and appreciates the support from Council and Administration. Council President Brandau asked Administration if CDBG established a list of projects and when was that last presented to Council. He stated some projects are not ready to spend the money in this current budget year and City of Fresno ***Subject to Mayoral Veto Page 11 City Council Meeting Minutes - Final February 14, 2019 asked for the proof as to why the deadlines are not met. Council President Brandau would like staff to inform the public that there is a solution for the projects. Assistant Director Furtado responded. HEARING HELD 10:15 A.M. ID19-1200 Appearance by Margaret Elaine Frei to discuss the homeless issues in Fresno (Speaker resides in District 3) DID NOT APPEAR 4. CITY COUNCIL 4-A ID19-1185 RESOLUTION - Establishing an “Immigrant Affairs Committee” The above item was introduced to Council by Councilmember Chavez, District 5 and Councilmember Soria, District 1. Councilmember Caprioglio requested an amendment to the motion to reflect all residents, 15 member board, appointed by the City Council and the Mayor's Office and add the language to include immigrants and residents of the City of Fresno. Councilmember Chavez and Councilmember Soria accepted the amendment. Councilmember Esparza thanked everyone for participating in the resolution and supports the item. Councilmember Bredefeld supports the item and asked Councilmember Chavez, under qualification for members is it restricting to individuals who are involved with immigrants or residents as well. Councilmember Chavez agreed it should not be restricted to business owners and the resolution should reflect that. He asked if each Councilmember has 2 appointments and the Mayor has one appointment. Upon call, there was no public comment. City Manager Quan asked for direction on the scope of work and requested 9 months to complete the study. Council Vice President Arias stated this will be an assessment of all parking assets, maintenance and operations and asked the enforcement of the day to day parking be included. Parking Manager Gaffery responded. Councilmember Caprioglio stated the 9 months was reasonable request and asked staff if we are privatizing parking and if there is purchasing of parking lots downtown. Parking Manager Gaffery responded. Council Vice President Arias and Councilmember Soria agreed to 7 months to complete the study and return to Council with an update and if more time is needed it will be addressed at that time. Council President Brandau asked City Manager Quan to look into a parking authority and asked if there are any other assets that will not be included besides the spiral garage and lot 2 which is under a negotiation agreement and is excluded.
