APPROVE AGENDA
City Clerk Spence announced the following changes to the agenda: File ID
20-00186 (1-F) - Approve the reappointment of Scott Miller to the Fresno
Regional Workforce Development Board, the term should read through
November 1, 2021 and not October 18, 2020, File ID 20-0027 (10:30 A.M.) -
on the budget item supplement, there is a change that needs to be read into
the record. Motion 48 regarding purchase and bring up to code a building
locate at Bulldog Lane and Sixth for the El Dorado Neighborhood, the
existing note should be replaced with the following: "any funds not
encumbered by December 31, 2020 will be redistributed to Council
operations budgets per language to be inserted into next year's budget" and
File ID 20-00188 (1:30 P.M.) - Closed Session - Conference with Real
Property Negotiator was removed from the agenda by staff.
Councilmember Soria requested File ID 20-00216 (1-H) - Resolution -
providing for regulations pursuant to Section 9-2601(p) of the Fresno
Municipal Code, relating to the use and possession of weapons and security
be removed from the agenda and continued to February 27, 2020.
On motion of Councilmember Soria, seconded by Councilmember
Karbassi, the above Action was approved as amended. The motion

Councilmember Soria motioned to approve the item as presented. Council
President Arias seconded the motion.
Discussion held.
Councilmembers asked several questions regarding the spending plan and
the funding of Marjaree Mason Center. Director Strategic Initiative Spees
and Marjaree Mason Center representative Susnick responded to the
questions of Council.
Councilmember Karbassi motioned to continue funding the Marjaree Mason
Center, to include in the RFP the 18 additional beds and language that
addressed domestic violence. Motion FAILED for lack of second.
Council President Arias asked City Attorney's Office to clarify the above
action and what is being voted upon as presented to Council and to address
the RFP process. Senior Deputy City Attorney Collet responded.
Councilmember Chavez directed staff to have a data dashboard of results
and performance goal measures to show how many people are being
processed and to include an opt out clause in the RFP. He would also like a
more consistent line of communication and for the model to have connection
to Councilmember Districts.
Council President Arias cautioned the Council on creating carveouts and
asked several questions regarding funds received from County of Fresno,
Sheriffs Department and District Attorneys Office for the Marjaree Mason
Center. Director of Finance Marcus Martin with the Marjaree Mason Center
responded.
Council asked several questions regarding the source of funding for the
Marjaree Mason Center. Soria Del La Rosa, County Administrative Office
with the County of Fresno and Director Strategic Initiative Spees
responded.

Councilmember Karbassi motioned to amend the main motion to continue to
extend the current contract with Marjaree Mason Center for an additional
year and to have staff come back in 90 days with a funding source for the
additional funding. Motion FAILED for lack of second.
City Attorney Sloan stated that making a motion on the contact will be
outside the scope and suggested Council direct staff to return to Council
with both the funding and approval of the contract.
Councilmember Karbassi motioned to approve the item as presented by
staff with direction to come back to Council with a contract extension of the
Marjaree Mason Center, for staff to identify the source of funding for the
extended contract, to have a data dashboard of results and performance
goals measures, an opt out clause in the RFP, and for the model to connect
with the Council districts. Councilmember Chavez seconded the motion.
On motion of Councilmember Karbassi, seconded by Councilmember
Chavez, that the above Action Item be approved. The motion carried

20-00184 Rezone Application No. P18-03290, Development Agreement, and related
Environmental Assessment No. P18-3290 filed by Daniel J. Zoldak of Lars
Andersen & Associates on behalf of Sylvesta Hall of 2500 MLK, LLC,
which proposes to re-designate ±89.68 acres of existing land, previously
analyzed under approved Plan Amendment Application No. A-17-007. The

ID 20-0027 Actions Pertaining to the FY 2020 Budget Update
1. ***RESOLUTION - 14th amendment to the Annual
Appropriation Resolution (AAR) No. 2019-133 to appropriate $6,603,400
for operating programs and capital improvement projects citywide and
reallocate $1,000,000 of existing General Fund appropriations for new
operational activities. (Requires 5 affirmative votes) (Subject to Mayor’s
veto)

Council Vice President Caprioglio motioned to approve the item as
presented. Councilmember Esparza seconded the motion.
Upon call, the following members of the public addressed Council regarding
the Senior Center budget: Carmen Navarro, Mary Curry, Dorothy Dottie
Smith, Shirley Peters, Vincent Correll, Richard Graham, John Henandez,
Francisco Duorte, and Pastor B.T. Lewis.
Council President Arias asked that Councilmembers identify the funding
source when making additional motions.
Councilmember Soria announced that early 2021 there will be a
groundbreaking in District 1 for affordable housing on McKinley and
Blackstone which will include a neighborhood senior center.
Councilmember Soria requested to amend the main motion so that the funds
for Darling remain unallocated until the conclusion of the mitigation, the
funds set aside for Housing (associated with motion #43) will pay for those
items that were designated to be paid for the Darling carryover funds with
time limit until next adopted budget. Councilmember Bredefeld seconded
the motion. Council Vice President Caprioglio and Councilmember Esparza
agreed to the amendments.
Discussion held.
Councilmember Bredefeld motioned to take each motion separately. Motion
FAILED for lack of second.
Councilmembers discussed their support and asked several questions
regarding the senior center's location and the cost of the lease for the senior
center. Assistant City Manager Schaad responded.
Councilmember Karbassi asked questions regarding the census, the
challenges, timing, and their significance to the City. Director Clark
responded.
Councilmember Karbassi motioned to set aside $100 thousand for a census

challenge to ensure there is an accurate count and any remaining balance
that has not been spent to be returned to the General Fund. Motion FAILED
for lack of second.
Councilmember Karbassi discussed Department issued pistols.
Councilmember Karbassi motioned to reduce carryover funding from
$100,000 to $50,000 for interns (motion #21) and reallocate the remaining
$65,300 from the Public Safety Memorial for a total contribution of $113,500
to fund a portion of the purchase of new police service pistols.
Administration to return to Council on February 27, 2020 with identifying
funding source for remainder of balance. Councilmember Chavez seconded
the motion.
Councilmember Bredefeld stated he supports the following budget items:
Senior Center, EIR that supports the industrial compatibility study, funding
and completing Fountain Way and Cedar neighborhood for paving, Funding
and paving alleys in the El Dorado neighborhood, help with funding gap for
the Cesar Chavez Foundation project, TS Left Turn Phasing near Starr
Elementary and the Cross walk for VA Medical off Clinton and Angus.
Councilmember Bredefeld also discussed several line items that he does
not support.
Council President Arias asked several questions regarding the Police
Department’s budget. Chief Hall responded.
Council Vice President Caprioglio asked about the Internship program and
how the money was going to be divided. Councilmember Soria responded.
City Manager Quan at the end of the motion stated she would like the
flexibility to find the money from wherever she can and that is was about
$217 thousand for the record. Council President Arias responded that City
Manager’s Office had the authority to find it from wherever she wished but it
was not a part of the motion.

PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
