Councilmember Esparza requested File ID 20-00173 (1-O) - Resolution -
Allowing Deferral of Mandatory Sewer Connection for seven residential
parcels located at North Temperance and East Clinton Avenues be
continued to March 5, 2020.
Councilmember Bredefeld registered a no vote on File ID 20-00170 (1-H) -
Approve an agreement with LDA Partners of Stockton, CA for the
Multi-Generational Center project at C.W. Large Park.
Councilmember Esparza and Councilmember Soria recused themselves
from File ID 20-00242 (1-T) - Actions pertaining to the 2017 Transformative
Climate Communities (TCC) Grant and Transform Fresno Plan project
regarding the Fresno City College: West Fresno Satellite Campus.
On motion of Councilmember Soria, seconded by Vice President
Caprioglio,the above ACTION was approved as amended. The motion

COUNCILMEMBER REPORTS AND COMMENTS
Councilmember Karbassi stated he would be participating in the Support
Blue run Saturday, February 29, 2020 at Woodward Park. He thanked the
chaplaincy for their support with resiliency program in Fresno. He
mentioned a shooting in District 2 and held a community meeting, thanked
the Police Department, the Administration, Director Mozier in Public Works,
Director Miller in PARCs and the residents for their suggestions and quick
response. He stated there would be a neighborhood night out in the near
future. He mentioned there was a water main break at Terronez Middle
School in District 5 and thanked the Administration for their quick response.
Councilmember Esparza attended the unveiling of the public counter for the
Central Policing District in Manchester and announced Saturday, February
29, 2020 there will be a tree-planting event sponsored by Keep Fresno
Beautiful and Tree Fresno from 8:00 A.M. to 4:00 P.M. on the McKenzie
Trail.
Councilmember Soria celebrated the ground breaking of the Blackstone and
McKinley housing development and thanked the staff. She thanked the
Police Department for the Mardi Gras parade and reminded residents to
vote on the March 3, 2020 election. She asked the Administration about
Proposition 68 funding regarding parks and requested a memo updating
Council if the City of Fresno was awarded and if not, how we can improve.
Assistant City Manager Schaad responded.
Councilmember Bredefeld stated he supports and will be participating in the
Support Blue run.
Councilmember Chavez thanked Kaiser for their sponsor for installing water
hydration centers at Mosqueda Community Center and thanked John Alkire
with the Big Fresno Fair for opening up two additional soccer fields in the
southeast area.
Council Vice President Caprioglio thanked Sunnyside Trophies for all their
hard work that they do for Fresno

Council President Arias thanked Director Mozier in Public Works for fixing
the lights on Fulton Street.

Andersen & Associates on behalf of Sylvesta Hall of 2500 MLK, LLC,
which proposes to re-designate ±89.68 acres of existing land, previously

CONTESTED CONSENT CALENDAR
1-V ID ***RESOLUTION - Providing for regulations pursuant to Section 9-2601(p)
20-00257 of the Fresno Municipal Code, relating to the use and possession of
weapons and security (Subject to veto).
Councilmember Bredefeld asked several questions regarding the cost and
structure of the fencing around charter official’s vehicles and stated he
opposes that section. Assistant City Manager Schaad responded.
He spoke regarding sections 7b related to the Q Street center glass
doorway, 7d related to City officials and employees who have a permit to
park in the City Hall south lot adjacent to Tulare Street shall be permitted to
enter through the pedestrian gate and 7e related to City employees not
exempted from security screening, those employees shall pass through
screening at the City Hall front doorway. City Manager Quan stated she was
not conformable with section 7d and requested the item be continued to the
next date until she was able to speak with the Council sub-committee.
Assistant City Manager Schaad responded to Councilmember Bredefeld's
questions.
Councilmember Karbassi asked for an opportunity to discuss the item in the
future in closed session.
Upon call, the following member of the public addressed Council: Sam
Frank, FCEA representative.
Councilmember Soria explained why the flexibility language to the
employees was added in the final resolution.

following member addressed Council: Jeff Roberts.
Discussion held.
Councilmembers asked several questions to staff regarding the fees, Master
Plan and QK's fee study, the new growth and if the new development was
paying for itself and not coming out of the General Fund. Assistant Director
Benelli and Director Mozier responded.
Councilmember Soria directed staff to provide Council with a status report a
quarter into adoption to see how it is working out in terms of the reduction in
fees.

1. HEARING - To consider an amendment to Residential Permit
Parking District #10
2. Adopt a finding of Categorical Exemption pursuant to Class
1/Section 15301 of the CEQA Guidelines
3. ***RESOLUTION - Amending Residential Permit Parking
District #10. (Subject to Mayor’s veto)
The item was called to order at 10:26 A.M. and introduced to Council by
Councilmember Esparza, District 7. Upon call, the following members
addressed Council: Helen Moordigian, Ben Andersen, Suzette Peterson and
anonymous speaker.
Councilmember Esparza asked City Attorney Sloan if it is permissible to
make changes to the new boundaries map. City Attorney Sloan stated, “Yes,
as long as they are not major changes.”
Discussion was held between the Councilmembers and Deputy City
Manager Gaffery, City Manager's Office.
Councilmembers asked several questions regarding the enforcement of
Parking District 10 and an increase in staff in order to enforce the parking
violations.
Councilmember Esparza motioned to approved as presented with the
understanding that the item be brought back before council within 6 months
of budget time and directed staff to keep track of the level of traffic and
parking in the north and south streets that impact the neighbors.
Councilmember Chavez seconded the motion.
Councilmembers asked several questions regarding the lack of enforcement
in Parking District 10 and discussed the concerns the community had

regarding personnel issues with the Parking staff.
Councilmember Bredefeld directed the Administration to look into the
personnel issues and address the concerns of the community related to
customer services. Assistant City Manager Schaad responded.
Councilmember Soria asked the Administration to look into additional staff
for the next budget. Assistant City Manager Schaad responded.
Council Vice President Caprioglio requested a staff person be pulled from
the downtown area and placed in parking district 10. Councilmember
Esparza did not support the friendly amendment.
Councilmember Esparza amended his motion to approve as presented and
bring back to Council a memo in 45 days to reevaluate the impacts of the
Parking District and direct the Administration to look into ways to allocate
more enforcement in the parking district in the next upcoming budget.
Councilmember Chavez seconded the motion.

The Council meeting can be viewed live on Comcast Channel 96 and AT&T Channel
99 from 9:00 a.m. and is re-played beginning at 8:00 p.m.. The meeting can also be
viewed online at https://fresno.legistar.com.
PROCESS: For each matter considered by the Council there will first be a staff
presentation followed by a presentation from the involved individuals, if present.
Testimony from those in attendance will then be taken. All testimony will be limited to
three minutes per person. If you would like to speak fill out a Speaker Request Form
available from the City Clerk’s Office and in the Council Chambers. The three lights
on the podium next to the microphone will indicate the amount of time remaining for
the speaker.
The green light on the podium will be turned on when the speaker begins. The yellow
light will come on with one minute remaining. The speaker should be completing the
testimony by the time the red light comes on and tones sound, indicating that time
has expired. A countdown of time remaining to speak is also displayed on the large
screen behind the Council dais.
No documents shall be accepted for Council review unless they are submitted to the
City Clerk at least 24 hours prior to the Council Agenda item being heard.
Following is a general schedule of items for Council consideration and action. The
City Council may consider and act on an agenda item in any order it deems
appropriate. Actual timed items may be heard later but not before the time set on
agenda. Persons interested in an item listed on the agenda are advised to be present
throughout the meeting to ensure their presence when the item is called.
