ROLL CALL Councilmember Soria and Council Vice President Caprioglio attended the meeting by phone. Present: 7 - President Miguel Angel Arias Vice President Paul Caprioglio Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza Invocation by Pastor DJ Criner, Saint Rest Baptist Church Pledge of Allegiance to the Flag ID Closed Session: 20-00397 1. CONFERENCE WITH LEGAL COUNSEL - PUBLIC SECURITY - Government Code Section 54957(a): Matters posing a threat to the security of public buildings, the security of essential public services, and to the public’s right of access to public services and public facilities, and related actions pertaining to the Declaration by Governor Newsom of a State of Emergency to Help State Prepare for Broader Spread of COVID-19, and related local concerns. Upon call, the following member of the public addressed Council: Nathan Ahle, President at Fresno Chamber of Commerce. City Council recessed into Closed Session at 1:38 P.M. and returned from Closed Session at 2:59 P.M. There was no announcements after Closed Session and the above was discussed. ID Open Session: 20-00398 2. Approve Mayor’s Proclamation of Emergency City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final March 16, 2020 3. Consider emergency amendment to FMC Article 5, Prohibiting Price Gouging (Requires 5 affirmative votes). The above item was modified to include Councilmember Karbassi and Councilmember Chavez as co-sponsors to the item. Upon call, the following member of the public addressed Council: Dez Martinez. The above item was introduced to Council by Council President Arias, District 3. 2. Approve Mayor's Proclamation of Emergency. A proclamation issued by City of Fresno Mayor Brand, declaring a local emergency regarding the safety of persons and property have arisen with respect to the international COVID-19 pandemic. 3. Consider emergency amendment to FMC Article 5, Prohibiting Price Gouging. BILL 9/ORDINANCE 2020-009 ADOPTED On motion of Councilmember Chavez, seconded by Councilmember Karbassi, that the above Action Item be adopted. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza ADJOURNMENT City Council adjourned at 3:19 P.M.
