APPROVE AGENDA City Clerk Spence announced the following changes to the agenda: File ID 20-00746 (C) – Approve Resolution requiring Charter officials to comply with health and safety emergency orders while in City facilities, is subject to mayor’s veto, File ID 20-00748 (E) – Approve amended contract with Economic Development Corporation to provide additional services related to COVID-19 Pandemic, an Annual Appropriation Resolution (AAR) was added for approval and is subject to mayor’s veto, File ID 20-00749 (F-#A) – Approve amended Resolution concerning the Housing Retention Grant Program, is subject to mayor’s veto, and the sponsors for that item are Council Vice President Caprioglio, Councilmember Soria and Councilmember Chavez. The following item were removed from the agenda by Council President Arias: File ID 20-00747 (D) - Approve Appropriation for masks to be distributed to small businesses. 2:31 P.M. (Subject to Mayor’s veto) The above item was introduced to Council by Council President Arias, District 3. Upon call, the following members of the public addressed Council: Lisa Flores, Dez Martinez, Brandi Villegas, Jason Phillips, Dee Barnes and Sam Frank. City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 4, 2020 Councilmember Karbassi offered a friendly amendment to the resolution to strike out paragraph two and include the following language, "Emergency Order 2020-17 requires government facilities to require employees, customers, vendors and others to wear cloth facial coverings to enter buildings", and paragraph three to include, Council wishes to make the "requirement to wear face coverings" applicable to all City departments and officials, in section 1 include "The requirement to wear face coverings consistent with the requirements of Emergency Order 2020-17", and "Anyone, including Charter officials, who does not comply with this Resolution will be denied entry to City facilities until they are in compliance." Council President Arias and Councilmember Esparza agreed to the friendly amendment. Councilmembers addressed the proposed amendment and agreed to adding the proposed language to the resolution. Councilmember Bredefeld spoke regarding his opposition to requiring all persons to wear a mask upon entry to City facilities and does not support the resolution. RESOLUTION 2020-120 ADOPTED AS AMENDED On motion of President Arias, seconded by Councilmember Esparza, that the above Action Item be adopted as amended. The motion carried by the following vote: Aye: 6 - Arias, Caprioglio, Soria, Karbassi, Chavez and Esparza No: 1 - Bredefeld D. ID Approve Appropriation for masks to be distributed to small businesses. 20-00747 The above item was removed from the Agenda. E. ID ***Approve amended contract with Economic Development Corporation to 20-00748 provide additional services related to COVID-19 pandemic. (Subject to Mayor’s Veto) The above item was presented to Council by Chief of Staff to the Mayor Orman, Mayor's Office and Fresno County Economic Development Commission (EDC) Director Lee Ann Eager. RESOLUTION 2020-121 ADOPTED On motion of Councilmember Soria, seconded by Councilmember Chavez, that the above Action Item be adopted. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza F. ID A. ***Approve amended Resolution concerning the Housing Retention 20-00749 Grant Program. (Subject to Mayor’s veto) B. Approve contract with administer the Housing Retention Grant Program. The above item was introduced to Council by Councilmember Soria, District 1 and Council Vice President Caprioglio, District 4. Upon call, there was no public comment. Councilmember Esparza spoke regarding the equity issues and if the language was included in the contract. Councilmember Bredefeld asked which organizations were selected. Councilmember Soria announced the following organization received the amount of $318,750, Reading and Beyond, Fresno Center, Centro La Familia, Education and Leadership Foundation, Jakara received the amount of $150,000 and West Fresno received in the amount of $75,000. Councilmember Bredefeld asked Assistant City Attorney Doerr if all Federal and States laws are being followed in the contract. Assistant City Attorney Doerr responded the contract requires all Federal and State laws be in compliance. RESOLUTION 2020-122 ADOPTED On motion of Councilmember Soria, seconded by Councilmember Chavez, that the above Action Item be adopted.
