Sloan City Clerk - Yvonne Spence, MMC City Council Meeting Minutes - Final June 11, 2020 City Council met in special emergency meeting open session, City Hall on the date and time written above. 2:13 P.M. ROLL CALL Present: 6 - President Miguel Angel Arias Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza Absent: 1 - Vice President Paul Caprioglio Open Session ID Approve a Strategic Plan for the use of the Coronavirus Relief Fund 20-00797 monies received by the City of Fresno from the CARES Act. Councilmember Karbassi stated he will not vote on any of the special meeting items because he did not have time to review the information before voting. Upon call, the following members of the public addressed Council: Lisa Flores, Shantay Balch, Ivanka Saunders, and Brandi Villegas. The above item was introduced to Council by Chief of Staff Orman, Mayor's Office. Councilmember Chavez thanked Chief of Staff Orman for providing the framework and stated he is not ready to vote on the next item regarding action pertaining to COVID-19 response and the Mobile HeaL Project. He would like to see the COVID-19 information by zip code. Chief of Staff Orman responded the information is on the website. Councilmember Esparza suggested to wait on the second wave of COVID cases and stated there is a potential that things can get worse. Councilmember Bredefeld asked about the $2 million for arts and culture. Council President Arias responded that there has not been any fund raising and the theatres have been closed down. He stated most were not eligible City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 11, 2020 for the Save our Small Businesses Program because they are non-profits. Councilmember Bredefeld requsted the City be very careful on how the money is spent. Councilmember Soria wants to flag the mobile units for healthcare services and spoke about improving the Wi-Fi infrastructure for students staying at home. Council Vice President Arias spoke about COVID testing and finding out information about the statistics, he stated there is a lack of testing in some parts of the City. As folks return back to work they will need more training on how to work in today’s environment. ID Action pertaining to COVID-19 response and the Mobile HeaL Project: 20-00796 1. Adopt a finding that approval of this grant agreement is covered by the common sense exemption set forth in CEQA Guidelines Section 15061(c)(3) on the basis that it can be seen with certainty that there is no possibility that it may have a significant effect on the environment. 2. Authorize the City Manager to develop and sign a grant agreement with UCSF Fresno for a $5 million Mobile HeaL Project 3. ***RESOLUTION - Adopting the 57th amendment to the Annual Appropriation Resolution No. 2019-133 appropriating $5 million from the City’s Coronavirus Relief Fund to fund the Mobile HeaL Project. The above item was introduced to Council by Chief of Staff Orman, Mayor's Office. Councilmember Karbassi motioned to continue the item to June 18, 2020. Councilmember Bredefeld seconded the motion. Councilmember Karbassi addressed his concerns with not having enough time to read the information before making a decision. Council President Arias requested the Administration get the council zip code data. Councilmember Soria requested more details on translations on the mobile unit.
