ID Airports Department 20-00736 Director Meikle presented the Airport Budget to Council. Upon call, the following members of the public addressed Council: Lisa Flores, Johnathan O'Bryan, and David Ramirez. Council President Arias requested location for all City departments line item information on City's website. Councilmember Soria requested the Information Services Department investigate the inappropriate comments made at the City Council Zoom meeting during public comment and to provide the Police Department with their phone numbers, email address and or IP addressed for follow up. Council President Arias requested CARES Act spending plan be posted for the public on the City's website. ID Transportation Department (FAX) 20-00739 Director Barfield presented the Transportation Department (FAX) budget to Council. Upon call, the following members of the public addressed Council: Yonas Paulos, Matthew Gillian, Carolina Garza De Luna, Lisa Flores, Jenn City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final June 15, 2020 Rojas, Matthew Woodward, and Cesar Casamayor. Councilmember Chavez asked staff to reach out to Sanger Unified School District regarding mega campus at Jensent/Fowler for services needed and future growth plans. Councilmember Soria requested to meet with Director Barfield to discuss how to fill vacancies and improve job recruitment by community outreach and training. She requested staff to look at contract and funding for Fresno City College student bus pass program well before the Spring semester and to look into Census ads on buses to be sponsored by the City. Council President Arias requested a breakdown of the 15,000 Police Department FAX Unit calls for service by type of call: medical, mental, assault, etc. and to provide the Council with the information before June 25, 2020. ID Fire Department 20-00730 Chief Donis presented the Fresno Fire Department budget to Council. Upon call the following members addressed Council: Lisa Flores, Ivanka Saunders, Carolina Garza De Luna, and Kimberly McCoy. Discussion was held between Councilmembers, Chief Donis and the Administration regarding Staffing for Adequate Fire and Emergency Response (SAFER) Grant. Councilmembers expressed their concerns and frustration with the Administration not following through with Council's direction to apply for the SAFER Grant. Councilmember Esparza motioned to add 3 (three) sworn firefighter positions. No funding source identified at this time. Councilmember Bredefeld seconded the motion. Councilmember Bredefeld motion to remove $1 million from the Mayor and City Manager's budget and add to Fire Department's budget to fund the three firefighters. Councilmember Esparza seconded the motion. City Council recessed for lunch at 12:29 P.M. and returned from lunch at 1:33 P.M. City Council recessed at 5:17 P.M. and returned from recess at 5:34 P.M. Councilmember Chavez motioned to review whether removing the internal policy for automatically towing vehicles from unlicensed drivers can be eliminated. Also instead of towing the vehicle allowing an authorized licensed driver to pick up the vehicle before it gets towed. Councilmember Karbassi seconded the motion. Councilmember Esparza motioned to allocate $300,000 towards Advance Peace program with Police Department revolving salary savings and include in 5 year projection. Councilmember Soria seconded the motion. Council President Arias motioned to eliminate Recyclable officers task and reallocate to other patrol task or other unit recommended by the Chief. Councilmember Karbassi seconded the motion. City of Fresno ***Subject to Mayoral Veto Page 4 City Council Meeting Minutes - Final June 15, 2020 Council President Arias motioned to remove police officers from mental health calls and pursue Fresno County Behavioral Health as a primary responder. Councilmember Soria seconded the motion. Council President Arias motioned not to bill any school districts full cost when officers are not at schools. COVID-19 absence to be covered by CARES Act funds. Councilmember Esparza seconded the motion. Council President Arias motioned to evaluate return on investment and effectiveness of all special units and report to the Commission for Police Reform. Councilmember Soria seconded the motion. The following direction was requested by Police Department; Councilmember Chavez requested calls on a daily basis of emergency and non-emergency broken down by policing district. Councilmember Soria requested ethnic and gender breakdown of police officers and job title (Sergeant, Captain, etc.). Councilmember Esparza requested audit of video policing surveillance unit. Council President Arias asked staff to provide 1) a memo to outline outcome of internal policy review of fifteen (15) demands submitted by The National Association for the Advancement of Colored People (NAACP), 2) the Police Department to provide status of gang injunctions, 3) a report of prior financial audit findings for Police Department. City Manager will provide in a tray memo, and 4) a memo with current response times for various types of calls received. Councilmember Soria requested a status of Citywide energy efficient program that will include all public safety and analysis on facilities.
