Director Mozier presented Public Works Department budget to Council.
Upon call, the following members of the public addressed Council: Matthew
Woodward, Ivanka Saunders, Laura Gromis, and Kimberly McCoy.
Councilmember Chavez motioned to have staff work on getting the Slower
Street Concept pilot project program started for the Bicycle and Pedestrian
Committee with Dr. Anthony Molina. Councilmember Soria seconded the
motion.
Councilmember Soria requested a list of Public Works Department positions
that are not General Fund that are necessary for capital projects to be
continued.
Councilmember Chavez requested a list of Public Works Department capital
projects by district and include the project estimated timeline.
Councilmember Chavez requested the latest version of Capital
Improvements Project (CIP) 5 year plan.
Councilmember Chavez asked staff to provide an expiration date of No
Neighborhood Left Behind bond and include what work has been completed.

ID Parks, After School, Recreation and Community Services (“PARCS”)

Director Miller presented the PARCS budget to Council. Upon call, the
following members of the public addressed Council: Yenifer
Gallegos-Mejia, Lisa Flores, Ivanka Saunders, Jose Barraza, Kimberly
McCoy, Gabe Lozano, Pedro Hernandez, Kiel Lopez-Schmidt, Jessica
Ramirez, Sandra Celadon-Castro, Carolina Garza De Luna, Edison
Gonzalez, Sher Moua, Mona Cummings, Sarah Parks, Jaime Ramirez,
Edgar Reyna, Pedro Navarro Cruz, Erick Payne, Matthew Woodward, Brandi
Villegas, Efrain Botello, Kato Perado and Nick Parks.
Councilmember Chavez, motioned to support the Southeast Fresno
Community Economic Development Association (SEFCEDA) with $90,000
UGM funds with the application of Proposition 68 funds from the State, for
the construction of the 49 acre park construction located on City owned
property (Peach/California). Councilmember Esparza seconded the motion.
Councilmember Chavez motioned to extend the agreements with our
non-profit partners that run our community centers and green space parks
and leverage resources and partnerships specifically Mosqueda Community
Center, Mary Ella Brown, Fresno Resource Center, Granite Park, and Ted
C. Wills. Council President Arias seconded the motion.
Councilmember Chavez motioned to look at the Southeast Police Station
and offer that space to non-profits and Boys and Girls Club to expand a
community use space. Council President Arias seconded the motion.
Councilmember Chavez motioned to support Calwa Park District with their
City fees for the reconstruction of the community pool in the amount of
$3,700. They raised $180,000 for the project and need help covering those
fees from the City. Council President Arias seconded the motion.
Councilmember Soria motioned for staff to submit Proposition 68 State
Grant Application for Quigley Master Plan and in addition seek other
funding opportunities for construction of new Master Planned Park.
Councilmember Karbassi seconded the motion.

Councilmember Soria motioned to reallocate the Youth Internship funds
from General City Purpose to Parks Department and charge City Parks
Department with oversight and implementation of the Youth Jobs Program.
Councilmember Esparza seconded the motion.
Council President Arias motioned to relocate the Roeding Dog Park to
another location using PARCs salary savings that occurred due to the
CARES Act reimbursement. Councilmember Bredefeld seconded the
motion.
Council President Arias motioned to re-seed the JSK Park soccer fields
utilizing the $70,000 of PARCS salary savings that occurred due to CARES
Act reimbursement. Councilmember Bredefeld seconded the motion.
Councilmember Bredefeld motioned to use staff to ensure Parks are clean
and bathrooms are maintained instead of using them to monitor the dog
parks. Councilmember Karbassi seconded the motion.
The following is Council direction to staff:
Councilmember Soria requested the following from the Administration: 1) A
list of deferred maintenance projects totaling $112 million included in the
Parks Master Plan, 2) a memo on revenue loss due to the impact of
COVID-19, 3) Provide status of Fresno Economic Opportunities
Commission (EOC) agreement for food distribution at centers and for
PARCS to look at potential systems that would allow for food distribution to
continue during the pandemic utilizing COVID-19 funds. 4) requested a
meeting to discuss proposed timeline of when community engagement will
begin at Milburn/Dakota Park, 5) the number of job opportunities for youth in
PARCS Department and provide flyers to Council Offices for job opportunity
advertisement, 6) requested notification of when joint use program with
Central and Fresno Unified will be back in operation, and 7) requested the
status of the Fresno High area triangle street vacation feasibility, allocated
$90,000 UGM funding and $100,000 District 1 Park funding was set aside.

Councilmember Esparza requested PARCS and a memo to Council with a
status update regarding the basketball mural(s) at Martin Ray Reilly Park.
Council President Arias requested a memo detailing the loss of revenue as
a result of COVID-19.
City Council recessed for lunch at 12:26 P.M. and returned from lunch at 1:35 P.M.

Budget Manager Fierro presented the General City Purpose budget to
Council. Upon call, there was no public comment.
Councilmember Soria requested Information Services Department to
provide an update on the 311 program. She would like to know how it is
working, the staff ours, COVID-19 impacts and the call volume.
Councilmember Soria requested the Administration to provide an update
regarding money expended on the Youth Internship Program and to provide
an update on the balance of the parade allocation of $50,000.
Council President Arias requested the City Attorney to review contracts with
Amazon and Ulta Beauty to determine how long those entitles have to
request rebates from the City.

Council. Upon call, there was no public comment.
Discussion was held between Councilmembers and the Administration.

Budget Manager Fierro presented the Mayor/City Manger budget to Council.
Upon call, there was no public comment.
Council President Arias requested a list of proposed position exemptions for
Citywide hiring freeze to be discussed at Council hearing on June 18, 2020.
Councilmember Soria and Council Present Arias requested a meeting with
the Homeless Subcommittee to go over the status of Streets2Home and how
we're using the $50,000 set aside for that purpose in the last two to three
budgets.
Councilmember Soria requested Administration to provide information
regarding typical revenue from the stadium.
Council President Arias requested the Administration to check on the ability
for the City to pay COVID-19 rents for City owned facilities when those rents
are not received due to the pandemic.
