Sloan City Clerk - Yvonne Spence, MMC City Council Meeting Minutes - Final July 28, 2020 City Council met in a Workshop with the County of Fresno, at Fresno County Plaza, 2220 Tulare Street, Ballroom, on the date and time written above. Call to Order and Pledge of Allegiance Fresno County Board of Supervisor, Chairman Buddy Mendes called the meeting to order at 9:05 A.M. and led the Governing Bodies in the Pledge of Allegiance. The following were present from the City of Fresno: Mayor Lee Brand Council President Miguel Arias Council Vice President Paul Caprioglio (Participated from a remote location) Councilmember Esmeralda Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza The following were present from the County of Fresno Board of Supervisors: Chairman Buddy Mendes Vice-Chairman Steve Brandau Supervisor Brian Pacheco Supervisor Sal Quintero (Participated from a remote location) Supervisor Nathan Magsig Welcome and Introductions Chairman Mendes welcomed and introduced the Fresno County Board of Supervisors, City Councilmembers, Public Health Director David Pomaville and Dr. Rais Vohra. Chairman Mendes briefly went over the procedures of the Workshop. JOINT WORKSHOP WITH THE COUNTY OF FRESNO TO DISCUSS CARES ACT ALLOCATION STRATEGY City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final July 28, 2020 A ID Department of Public Health Update (Director Pomaville and Dr. Vohra) 20-00973 Public Health Director Pomaville presented an update to the City and County on the current situation, the response framework, and the building capacity. Dr. Vorha presented an update to the City and County on the brief timeline for COVID-19 in the County of Fresno, the lessons learned, and the Strategic Health Care Response for COVID-19. B ID County Administrative Officer - CARES Act Overview 20-00974 County Administrative Officer Jean Rousseau presented the County of Fresno CARES Act Overview to the City and County of Fresno regarding Coronavirus Aid, Relief, and Economic Security (CARES) Act funding expenditures. C ID City of Fresno COVID-19 Response and CARES Act Overview 20-00975 Chief of Staff Tim Orman presented the City of Fresno COVID-19 Response and Cares Act Overview to the City and County of Fresno. Councilmember Chavez proposed three initiatives to the County: 1. for the City Council to be brief on the hot spots, locations, facilities in the City of Fresno. 2. City and County jointly purchase test equipment with a 24 hour result turn around. 3. The County to consider the emergency plan and to have a pandemic component built into the plan to formalize the protocols and he suggested the City and County meet on a monthly basis. D ID Discussion on Strategic Investments/Plan 20-00976 Chief of Staff Tim Orman presented the City of Fresno Strategic Investments/Plan to the City and County of Fresno. A Spanish translator will be available on site for those who need the services of a translator. *IMPORTANT NOTICE REGARDING PUBLIC PARTICIPATION DUE TO COVID-19* Due to the current Shelter-in-Place Order covering the State of California and Social Distance Guidelines issued by Federal, State, and Local Authorities, the County is implementing the following changes for attendance and public comment at all Board of Supervisors meetings until notified otherwise. The Fresno County Plaza (Ballroom) will be open to the public. Any member of the Board of Supervisors or City Councilmembers may participate from a remote location by teleconference pursuant to California Governor Gavin Newsom’s Executive Order N-25-20. • The meeting will be webcast. The public may observe the live stream of the workshop at: https://fresnocounty.Legistar.com • If you attend the Workshop in person, you will be required to maintain appropriate social distancing, i.e., maintain a 6-foot distance between yourself and other individuals. Due to Shelter-in-Place Order requirements, the number of people in the Fresno County Plaza (Ballroom) will be limited.
