Sloan City Clerk - Yvonne Spence, MMC City Council Meeting Minutes - Final September 17, 2020 City Council met in special emergency open session, City Hall on the date and time written above. 9:02 A.M.: Open Session Council Vice President Caprioglio and Councilmember Esparza were absent during roll call and they joined the meeting at 9:05 A.M. Present: 7 - President Miguel Angel Arias Vice President Paul Caprioglio Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza APPROVE AGENDA On motion of Councilmember Chavez, seconded by Councilmember Soria,the above action was approved. The motion carried by the following vote: Aye: 5 - Arias, Soria, Karbassi, Bredefeld and Esparza Absent: 2 - Caprioglio and Chavez ID ***RESOLUTION - Authorizing continued outdoor dining and requesting 20-001252 Governor Newsom provide relief to restaurants by facilitating a return to indoor dining as soon and as safely as possible (Subject to Mayor’s veto) The above item was introduced to Council by Councilmember Chavez, District 5. Upon call, the following members of the public addressed Council: Lisa Flores, Nathan Ahle, Regina Teter, Chuck Van Fleet, Candace Leal, Mr. Manny, Antonio Manocchi, Mr. Lamar, Robert Ruiz, Kim Sambrano, Julie Glenn, Kevin Lisitsin, Renee Rees, Earl Trippel, Chris Chico, Kari Mason, William French, Paul Watson and Nick Valdez. Councilmembers stated their support for the above item as presented. Councilmembers thanked the community for being patient during these last six months and recognizes their frustrations and asked businesses to continue to follow the state mandates until there is a solution to the problem. City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final September 17, 2020 Councilmember Bredefeld expressed his opposition with the resolution as presented and called for the City of Fresno to open up businesses today and continue to follow the Centers for Disease Control and Prevention (CDC) and Local guidelines. Councilmember Esparza spoke in opposition of the item as presented. Mayor Brand stated businesses need to open up safely and following the CDC and Local guidelines. He stated Fresno County is working with the City of Fresno to send Governor Newsom a letter to provide relief to restaurants by returning to indoor dining as soon as possible. Council President Arias expressed his concerns for the Latino community and does not support opening up the City without following the proper guidance of the Public Health Officials. RESOLUTION 2020-224 ADOPTED On motion of Councilmember Chavez, seconded by Vice President Caprioglio, that the above Resolution be adopted. The motion carried by the following vote: Aye: 5 - Arias, Caprioglio, Soria, Karbassi and Chavez No: 2 - Bredefeld and Esparza ADJOURNMENT City Council adjourned the special emergency session at 10:11 A.M.
