Council President Arias called the special meeting session at 10:39 A.M. Present: 7 - President Miguel Angel Arias Vice President Paul Caprioglio Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza Open Session: A. ID SIGNED Special Meeting Notice 20-001136 B. ID Actions pertaining to Marjaree Mason Center: 20-001134 1. Approve agreement with Marjaree Mason Center awarding CARES funding for emergency shelter and food services 2. ***RESOLUTION - Adopting the 23rd Amendment to the Annual Appropriation Resolution No. 2020-159 to appropriate $518,800 in CARES Act Funds for emergency shelter and food services (Requires 5 affirmative votes) (Subject to Mayor’s Veto) The above item was removed from the agenda by Council President Arias. C. ID 1. ***RESOLUTION - Adopting the 22nd Amendment to the Annual 20-001135 Appropriation Resolution No. 2020-159 to appropriate $500,000 in CARES Act Funds for the Temporary Parklet Program (Requires 5 affirmative votes) (Subject to Mayor’s Veto) The above item was introduced to Council by Councilmember Soria, District 1. Upon call, there was no public comment. Councilmember Bredefeld asked about the application process, the qualifications requirements, and how the City of Fresno will ensure the money will be spent. Deputy City Manager Dodds responded. Councilmember Karbassi asked why the Temporary Parklet Program process was not explored as a bid. He asked when the Olive Avenue Street construction will happen and if the funding is for all districts. Councilmember Karbassi asked for a friendly amendment to the motion to include one grant to be reserved for each district and the rest will be on a first come first serve basis. Councilmember Soria and Council President Arias agreed to the amendment. Councilmember Chavez asked what will happen to all the equipment once the closure is lifted. City Manager Dodds responded. Upon call, the following member of the public addressed Council: Kiel Lopez-Schmidt. RESOLUTION 2020-223 ADOPTED AS AMENDED On motion of Councilmember Soria, seconded by President Arias, that the above Resolution be adopted as amended. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza ADJOURNMENT City Council adjourned the special meeting session at 10:52 A.M.
