Sloan City Clerk - Yvonne Spence, MMC City Council Meeting Minutes - Final August 20, 2020 City Council met in special meeting session, City Hall on the date and time written above. Open Session: Council President Arias called the Special Meeting to order at 2:14 P.M. Present: 7 - President Miguel Angel Arias Vice President Paul Caprioglio Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Luis Chavez Councilmember Garry Bredefeld Councilmember Nelson Esparza A. ID SIGNED Special Meeting Notice 20-001079 B. ID RESOLUTION - Extending the COVID-19 Housing Retention Grant 20-001078 Program Period for Rental Assistance from June 2020 through December 2020 Upon call, the following members of the public addressed Council: Yonas Paulos, Lisa Flores, Jovana Morales Tilgren, and Brandi Villegas. Discussion was held between Councilmembers regarding the resources for the rental assistance deadline through the end of December 30, 2020 and asked if the deferral will be extended too. RESOLUTION 2020-199 ADOPTED On motion of Councilmember Soria, seconded by Councilmember Chavez, that the above Resolution be adopted. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza C. ID ***RESOLUTION - Adopting the 12th Amendment to the Annual 20-001099 Appropriation Resolution No. 2020-159 to appropriate $3,818,100 in CARES Act Funds for testing and tracing programs (Requires 5 affirmative votes)(Subject to Mayor’s Veto) Upon call, the following member of the public addressed Council: Brandi City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes - Final August 20, 2020 Villegas. There was no introduction to Council and no Council discussion. RESOLUTION 2020-200 ADOPTED On motion of Councilmember Bredefeld, seconded by Councilmember Chavez, that the above Resolution be adopted. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza D. ID Approve agreement with Fresno Building Healthy Communities awarding 20-001100 CARES funding for testing, tracing, and quarantine support services Upon call, the following members of the public addressed Council: Ruben Espinoza and Dez Martinez. The above item was introduced to Council by Sandra Celedon with Fresno Building Healthy Communities. Councilmember Bredefeld stated he does not support the awarding CARES funding for testing, tracing and quarantine support services to Fresno Building Healthy Communities for several reason as stated. Council Vice President Caprioglio agreed with Councilmember Bredefeld's comments and does not support the above item. Councilmember Bredefeld motioned to amend the contract and remove Fresno Building Healthy Communities contract and award the $2 million to (UCSF) University of California, San Francisco Fresno, Fresno State University (FSU) and Fresno City College to provide the same support services. Council Vice President Caprioglio seconded the motion. Motioned FAILED 5/2, Councilmembers Soria, Karbassi, Chavez, Esparza and Council President Arias voted no. Councilmember Chavez motioned to approve the item as outlined. Councilmember Soria seconded the motion. APPROVED On motion of Councilmember Chavez, seconded by Councilmember Soria, that the above Action Item be approved. The motion carried by the following vote: City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final August 20, 2020 Aye: 5 - Arias, Soria, Karbassi, Chavez and Esparza No: 2 - Caprioglio and Bredefeld E. ID Approve agreement with North Fresno Primary Care, Inc. (Bautista Medical 20-001101 Group) awarding CARES funding for testing and tracing services Upon call, there was no public comment, no introduction to Council and no Council discussion. APPROVED On motion of Councilmember Chavez, seconded by Councilmember Esparza, that the above Action Item be approved. The motion carried by the following vote: Aye: 7 - Arias, Caprioglio, Soria, Karbassi, Chavez, Bredefeld and Esparza F. ID Approve agreement with Fresno Economic Opportunities Commission 20-001102 awarding CARES funding for testing, tracing, and quarantine support services Councilmember Chavez recused himself from the above item. The item was introduced to Council by Assistant City Manager Schaad, City Manager's Office. Upon call, there was no public comment and no Council discussion. APPROVED On motion of Vice President Caprioglio, seconded by Councilmember Soria, that the above Action Item be approved. The motion carried by the following vote: Aye: 6 - Arias, Caprioglio, Soria, Karbassi, Bredefeld and Esparza Recused: 1 - Chavez G. ID WORKSHOP - Regarding agreement with Pardini’s Catering for the 20-001103 implementation of the Senior Aid for Food and Resources (SAFR) Program The above workshop was presented to Council by Councilmember Karbassi, District 2, Councilmember Chavez, District 5, and Council Vice President City of Fresno ***Subject to Mayoral Veto Page 4 City Council Meeting Minutes - Final August 20, 2020 Caprioglio, District 4.
