Budget Manager Fierro presented the Convention Center/Staduim budget for Fiscal Year 2022-2023. Upon call, the following member addressed Council: Lisa Flores. Councilmember Arias requested the Stadium Budget to come back before Council for operational questions and would like comparison on the cost of renting Grizzlies Stadium, Selland Arena, and the Convention Center. Upon call, the following members of the public addressed Council: Lisa Flores, Brandi Nuse-Villegas, and Luis Alazar. Discussion was held between Council and the administration. REQUEST FOR MORE INFORMATION WAS MADE DURING THE DEPARTMENT OF TRANSPORTATION OVERVIEW: Councilmember Arias requested the following information: A memo regarding the calls for service for 2018 through 2022, the number of incidents in 2022 in the FAX System, the number of officers assigned per year, and a memo on how much overtime is associated with bus drivers being absent. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Vice President Maxwell motioned to build 10 protected shelters for the highest-need stops that are not currently sheltered in District 4; this is in addition to current plans to add shelters. Councilmember Arias seconded the motion. Councilmember Arias motioned to outsource WiFi installation on every bus within 12 months. Councilmember Soria seconded the motion. ID 22-964 Information Services Department Information Services Director Horn presented the Information Services Department budget for Fiscal Year 2022-2023. ID 22-967 Planning and Development Department Planning and Development Director Clark presented the Planning and Development Department budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: Kiel Lopez-Schmidt, Lisa Flores, Kimberly McCoy, Ivanka Saunders, Brandi Nuse-Villegas, Ruben Espinosa, Karla Martinez, Shar Thompson, and Estala Ortega. Discussion was held between Council and the administration. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Arias motioned to establish a Housing and Development Department and directed the staff to establish the funding. Council President Esparza seconded the motion. Councilmember Arias motioned to set aside $100,000 in the Parking Department budget for the replacement and repairs to the EV stations. Councilmember Soria seconded the motion. Vice President Maxwell motioned to allocate $800,000 to accommodate for a m ore prescriptive climate plan. Councilmember Karbassi seconded the motion. Vice President Maxwell motioned to set aside $100,000 to implement District 4 text amendment. Council President Esparza seconded the motion. REQUEST FOR MORE INFORMATION WAS MADE DURING THE PERSONNEL SERVICES DEPARTMENT OVERVIEW: Councilmember Karbassi requested a memo on the cost per person for the Career Pathway program. Councilmember Arias requested a memo of the breakdown of exactly what categories are in the Risk Management division and he would like a copy of all the lawsuit settlements that have been approved in the past four years and the amounts by department. ID 22-969 Public Works Department Public Works Department Director Mozier presented the Public Works Department budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: Lisa Flores, Brandi Nuse-Villegas, Karla Martinez, and Eric Payne. Discussion was held between Council and the administration. REQUEST FOR MORE INFORMATION WAS MADE DURING THE PUBLIC WORKS DEPARTMENT OVERVIEW: Vice President Maxwell requested a memo on the appropriations going back five years for the Measure C Flexible allocation. Councilmember Karbassi requested a memo with all the neighborhood improvement projects funded through ARPA. Councilmember Arias asked staff to confirm if Maxie Park is under the City of Fresno ***Subject to Mayoral Veto Page 5 City Council Meeting Minutes - Final June 14, 2022 PARCS Department or Public Works Department. He would like to know the cost to extend the brick fence line to incorporate that property to the community center and he requested Director Mozier convey how the department would like additional positions allocated to their budget for neighborhood projects. Vice President Maxwell requested a memo on the cost to replace a concrete center median wit the decorative rocks. Councilmember Soria requested a memo on what it would cost to complete the median island trail. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Chavez motioned to add a list for the upcoming budget with projects related to safe rides to school, ADA accessibility in older neighborhoods, and pedestrian safety projects. Councilmember Karbassi seconded the motion. Councilmember Chavez motioned to allocate $1 million for Caesar Chavez Blvd. renaming and MLK. Councilmember Arias seconded the motion. Councilmember Chavez motioned to repave Kings Canyon corridor from First to Willow. Council President Esparza seconded the motion. Councilmember Chavez motioned to add $100,000 for the City to support the Sister City Program. Councilmember Karbassi seconded the motion. Councilmember Bredefeld motioned to create a safe pedestrian access on the eastside of Maple Avenue from Copper to International. Councilmember Arias seconded the motion. Councilmember Arias motioned to allocate $500,000 of neighborhood infrastructure dollars in the Public Works budget to each Council district. Vice President Maxwell seconded the motion. ID 22-970 General Services Budget Manager Fierro and City Manager White presented the General Services Department budget for Fiscal Year 2022-2023. Upon call, the following member of the public addressed Council: Lisa Flores. Discussion was held between Council and the administration. There were no directions and motions made at this time. THE FOLLOWING DIRECTIONS WERE MADE DURING DISCUSSION BETWEEN COUNCIL AND THE ADMINISTRATION Councilmember Arias asked if the five officers and one sergeant are awarded in Fiscal Year 2023 and the Police Department does not provide them, does the Police Department reimburse the General Fund or FAX. He requested a list of every department that has officers assigned to them. Councilmember Arias gave direction to pursue outside vendors for landscape maintenance and janitorial services. He asked how much rent the Mayor and City Manager Offices paid and asked that it be separated by its respective division, and he requested information on the Deferred Maintenance schedule to take place over the next two years at the Convention Center Councilmember Karbassi requested updates on the following items from the 2020 midyear budget: Motion 28 - To allocate $100,000 to the Planning and Development Department to lay the groundwork for the cottage home program to help pay for associated startup costs. This motion Passed 5-0-2. and Motion 21 - To allocate $250,000 toward improvements at Logan Park including a complete irrigation system upgrade and tot lot safety repairs. This motion Passed 5-0-2. City of Fresno ***Subject to Mayoral Veto Page 7 City Council Meeting Minutes - Final June 14, 2022 THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Arias motioned for Department of Public Utilities to establish a loan-fund program for a garbage compactor in downtown Fresno's brewery district or Arte Americas. Vice President Maxwell seconded the motion. Councilmember Arias motioned to identify $500,000 for the acquisition of land for a new fire station in the south industrial area. Councilmember Soria seconded the motion. Councilmember Arias motioned to relocate the play structure from Kearney and Mayor to a location identified by the PARCS Department on Kearney Blvd. from the existing District 3 highest-needs program funds. Councilmember Soria seconded the motion. Councilmember Arias motioned to fund community engagement assessments and renovation plans for Ted C. Wills, Mary Ella Brown, and Frank H Ball community centers from the existing funds identified for the community centers in the proposed budget to fund an outreach and assessment plan. $500,000 remaining balance for these community centers will be directed to Roeding Park for improvements. Vice President Maxwell seconded the motion. Councilmember Arias motioned to waive parking fees at Regional Parks for two years funded by Measure P carryover. Councilmember Soria seconded the motion. Councilmember Arias motioned to fund $1 million for deferred maintenance for Granite Park as a regional park from the proposed set aside in Chukchansi Park in the proposed budget. Vice President Maxwell seconded the motion. Councilmember Chavez motioned to allocate $200,000 for the immigrant population to continue the legal defense fund for Fiscal Year 2023.
