ID 22-971 Economic Development Interim Economic Development Director Trevino presented the Economic Development Department budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: John Leal, Jose Leon Barraza, Jose Luis Barraza, Gabriel Lozano, Kiel Lopez-Schmidt, Kimberly McCoy, Ashley Reyes, Brandi Nuse-Villegas, Sukhwinder Cheema, and Just Sales-Jackson. Discussion was held between Council and the administration. REQUEST FOR MORE INFORMATION WAS MADE DURING THE ECONOMIC DEVELOPMENT DEPARTMENT OVERVIEW: Council President Esparza requested salary information for the Economic Development Director and how it compares to other like-cities. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Karbassi motioned to carryover $100,000 to fund Comprehensive Economic Development Strategy (CEDS). Councilmember Chavez seconded the motion. Councilmember Soria motioned to allocate $2 million to outsource the support of small business to assist businesses and avoid evictions. Councilmember Arias seconded the motion. Councilmember Karbassi motioned to allocate $100,000 to add a new position for Sister City liaison. Councilmember Chavez seconded the motion. Councilmember Chavez motioned to have city officials sponsor Hmong New City of Fresno ***Subject to Mayoral Veto Page 3 City Council Meeting Minutes - Final June 15, 2022 Year, Pride Parade, Caesar Chavez March, and Juneteenth, include but not limited to. Councilmember Karbassi seconded the motion. Councilmember Chavez motioned to add $100,000 to provide for LGBTQ resource center. Councilmember Karbassi seconded the motion. Councilmember Arias motioned to add $50,000 to additional EDC's contract. Councilmember Soria seconded the motion. ID 22-972 Office of the City Clerk / Copy Center City Clerk Stermer presented the Office of the City Clerk/Copy Center budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: Brandi Nuse-Villegas, Lisa Flores, and Elizondo. Discussion was held between Council and the administration. There was no direction or motions made at this time. ID 22-973 City Attorney’s Office Interim City Attorney Gonzales presented the City Attorney’s Office budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: Lesly Leon, Mohammad Al-Saber, Shaq Moseley, Christopher Washington, Brandi Nuse-Villegas, Gloria Hernandez, Alexandra Alvarado, Karla Martinez, Lisa Flores, Amber Crowell, Isabel Vargas, Ruben Espinoza, and Jessica Morales. Discussion was held between Council and the administration. REQUEST FOR MORE INFORMATION WAS MADE DURING THE DEPARTMENT OF CITY ATTORNEY’S OFFICE OVERVIEW: Councilmember Arias requested a draft resolution to grandfather in Fiestas Patrias, Mexican Independent Day, and Sikh Celebration. City of Fresno ***Subject to Mayoral Veto Page 4 City Council Meeting Minutes - Final June 15, 2022 THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Vice President Maxwell motioned to approve all of City Attorney’s budget additional requests. Councilmember Karbassi seconded the motion. Councilmember Arias motioned to approve Code Enforcements requests of one F450 Flatbed Truck for a one-time cost of $60,000 and $1,000 ongoing after that and one Senior Community Revitalization Specialist at an annual salary of $93,571 at and $10,000 First Year. Vice President Maxwell seconded the motion. City Council recessed for lunch at 12:02 P.M. and returned from lunch at 1:34 P.M. Councilmember Soria left the meeting at 1:34 P.M. ID 22-974 Office of Mayor & City Manager / General City Purpose City Manager White, Budget Manager Fierro, and Mayor Dyer presented the Office of the Mayor & City Manager/General City Purpose budget for Fiscal Year 2022-2023. Upon call, the following members of the public addressed Council: Tobaise Brookins, Brandi Nuse-Villegas, Gurdeep Shergill, Luvdeep Shergill, Raj Pannu, Raman Singh, Manpreet Singh, Sam Bal, Raj Sodhi-Layne, Deborah Lewis, Margarita Rocha, Yia Her, Vanise Curry, Raygan Baker, Darrel Jones, Tim Kutzmark, Susan Xiong, Lisa Flores, Navdeep Kaur, and Kiran Brar. Councilmember Soria returned to the meeting at 2:02 P.M. Discussion was held between Council and the administration. REQUEST FOR MORE INFORMATION WAS MADE DURING THE OFFICE OF THE MAYOR & CITY MANAGER/GENERAL CITY PURPOSE OVERVIEW: City of Fresno ***Subject to Mayoral Veto Page 5 City Council Meeting Minutes - Final June 15, 2022 Councilmember Arias requested a list of all the FTE staffing, total budget for the last five years including FY23 also include positions that were transferred to other departments but still do work for the City Manager’s Office. He would like information on the unused funds for the Police Commission and requested deliverables of the Office of the Community Affairs within 60 days. THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Arias motioned to approve funding for the Accela software that was already included in the FY2023 budget, however, additional costs have been identified as necessary for the implementation (programming and training) of the Accela system and to extend the contract for the current system (OpenGov) until the records can be fully migrated to Accela. Vice President Maxwell seconded the motion. Vice President Maxwell motioned to free-up $50,000 of the $200,000 from the City Manager’s Office community engagement funds to reach out to the hard-to-reach communities to inform them of programs available through the City of Fresno. Councilmember Arias seconded the motion. Councilmember Arias seconded the motion. Councilmember Arias motioned to fund $50,000 for a city sponsored firework show at Chukchansi Stadium, or other possible venues as identified by the administration. JOINT MEETING OF THE FRESNO REVITALIZATION CORPORATION AND CITY OF FRESNO IN ITS CAPACITY AS HOUSING SUCCESSOR TO THE REDEVELOPMENT AGENCY ID 22-983 Receive Annual Report and Approve FY 2022-2023 Program Income Budget for the City of Fresno in its capacity as Housing Successor to the Redevelopment Agency of the City of Fresno Successor Agency Director Murphey presented the Annual Report for Fiscal Year 2022-2023 program income budget. Upon call, the following member of the public addressed Council: Brandi Nuse-Villegas. APPROVED On motion of Councilmember Arias, seconded by Vice President Maxwell, that the above Action Item be APPROVED. The motion carried by the following vote: Aye: 6 - Esparza, Maxwell, Karbassi, Arias, Chavez and Bredefeld Absent: 1 - Soria THE FOLLOWING MOTIONS WERE MADE DURING BUDGET HEARINGS: Councilmember Arias motioned to add $100,000 to Planning & Development to fund the smoke shop amendment. Vice President Maxwell seconded the motion. Councilmember Arias motioned to outsource $2 million for the façade improvement program. Vice President Maxwell seconded the motion. Councilmember Arias motioned add $500,000 from façade improvement program to expand mobile food vendor safety security and development program. Vice President Maxwell seconded the motion.
