White Interim City Attorney - Rina Gonzales City Clerk - Todd Stermer, CMC City Council Meeting Minutes September 29, 2022 The City Council for the City of Fresno convened in special session on September 29, 2022, at 12:00 P.M. concurrently with a separately noticed regular meeting. ROLL CALL Present: 7 - Council President Nelson Esparza Vice President Tyler Maxwell Councilmember Esmeralda Z. Soria Councilmember Mike Karbassi Councilmember Miguel Angel Arias Councilmember Luis Chavez Councilmember Garry Bredefeld APPROVE AGENDA On motion of Councilmember Soria, seconded by Vice President Maxwell, the agenda was APPROVED. The motion carried by the following vote: Aye: 6 - Esparza, Maxwell, Soria, Arias, Chavez and Bredefeld Absent: 1 - Karbassi ID 22-1537 Notice of Special Closed Session Meeting - Signed 1. CLOSED SESSION During open session, Council President Esparza opened the floor for public comment on the closed session matters. Chief Assistant City Attorney Badhesha read the list of closed session cases to be discussed and announced there could be a report of action in relation to the City Controller performance evaluation (ID 22-1536). 1-.A. ID 22-1536 PUBLIC EMPLOYEE PERFORMANCE EVALUATION, Government Code Section 54957(b): consider the appointment, employment, evaluation of performance, discipline, or dismissal of a public employee. Title: City Controller The above item was discussed in closed session. Following the closed session, Chief Assistant City Attorney Griffin reported the following in open session: By a unanimous 7-0 vote, Council approved the City Manager's decision to terminate City Controller Lima and appoint Assistant City Manger Qunito, as City of Fresno ***Subject to Mayoral Veto Page 2 City Council Meeting Minutes September 29, 2022 the interim City Controller. The vote authorized the Council President to sign the termination notice on behalf of the Council and directed the administration to proceed with an external audit of the City's Finances within the next sixty days. ADJOURNMENT Adjourned from open session at 11:53 P.M. The above minutes were approved by unanimous vote of the City Council during the November 3, 2022, regular meeting with Councilmember Karbassi absent. The Council meeting can also be viewed live at 9:00 A.M. on Comcast Channel 96 and AT&T Channel 99. The City Council Chambers are open for public participation. However, members of the public are encouraged to participate electronically because of reduced capacity of seating in the Chambers to allow for social distancing, and masks will be required for the vaccinated and unvaccinated. PUBLIC COMMENT: The following options are available for members of the public who want to address City Council: 1. eComment at https://fresno.legistar.com/Calendar.aspx. a) eComments is a tool for citizens to use to make comments on agenda items. It will be open during the Council meeting and closed at the end of the meeting and will be a part of the official record.
