Budget Hearings - Commencing June 3, 2024, budget hearings will be
considered one continuous meeting.
The City Council for the City of Fresno convened in budget hearing session on
June 3, 2024, at 9:04 A.M.

Budget Director Fierro presented an overview of the General Fund for Fiscal
Year 2024-2025.
Discussion was held between Council and the administration.

Department budget for Fiscal Year 2024-2025.

Council Motions Made June 3, 2024
No budget motions were made June 3, 2024.
Council Requests for Information Made June 3, 2024
Vice President Karbassi requested (a) a memo outlining the history of the
city’s franchise agreement with PG&E detailing when it was first negotiated
and approved, addressing amendments and resulting substantive changes;
and (b) how City income has changed in relation to the higher rates PG&E
charges customers, especially in the past few years.
Councilmember Arias requested (a) the growth of positions throughout the
City since FY16 (b) a list of all budget cuts in the proposed budget with
details; (c) how much money is set aside for legal settlements; (d) the
committed projection of revenue when council approved card tables, how
many were tables were active and the revenue over the last 5 years; (e) the
trolley drive time from Campus Point to Downtown and a schedule of pick up
and drop off times; (f) the structure and ratio for the request for 2 supervisors
over 3 trolley drivers; (g) deferred maintenance needs, by priority, for the
Veterans Memorial Auditorium and the Tower Theater; (h) all current
vacancies with job titles, for all City departments; (i) which city-sponsored
events received funding from the Office of Special Events in FY24 with
details and current staffing levels; and (j) a cost estimate for the exterior
repainting for the Tower Theatre, Water Tower, Veterans Memorial
Auditorium, Kearney Blvd. Gateway, the "Downtown Fresno" welcome sign
on U Street and the "Van Ness" entrance gate on Van Ness Avenue.
Councilmember Chavez requested (a) an accounting of CARES, ARPA and
ERAP funding with details; and (b) a summary/breakdown of amount and
types of fire calls by station and police calls by quadrants.
Councilmember Maxwell requested information on the grant program to
improve homes under flight paths around the airport including; (a) how many
homes have been serviced; (b) how many still require improvements; (c)

how much was received for these repairs over the last 5 years; (d) have
funds been allocated from within a department to cover these repairs; (e) the
number of homes within the qualifying airport SMART noise abatement area
and how many homes that have been serviced; (f) total number of
remaining homes that qualify for noise abatement and the amount received
in funding over the last 5 years (g); how many applications are pending; how
many homes are currently in the design phase versus the construction
phase.
Councilmember Maxwell also requested (a) the cost of wrought iron fencing
along the Easter and Western border of Reedy Park as well as a chain-link
fence along the North & South side of Reedy Park bordering the parking lot
on the Northern side and the Garden of the Sun on the Southern side; (b)
the status of the Youth Sports Fee Waiver Program and F25 budget details,
including anticipated costs / usage, the number of participants in prior years,
and the sports offered in FY24; and (c) whether the $100,000 in general
funds previously allocated for a District 4 sensitive use text amendment are
still available and have been carried over into the FY25 budget.
Councilmember Esparza requested the results of a survey about
implementing Apple products in city offices.
Council President Perea requested (a) an estimate to upgrade the large
screen and other upgrades in the Council Chambers; (b) an estimate to
repave the alley located between Floradora and Home, east of Van Ness
Avenue.
Adjournment
City Council recessed the June 3, 2024, Budget Hearings at 11:17 A.M. to
be resumed Tuesday, June 4, 2024, at 9:00 A.M.
The above minutes were approved by unanimous vote of the City Council during
the June 20, 2024, regular meeting.

PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is
always encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno Street,
Fresno, CA 93721
a) To speak during a City Council meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the speaker
podium upon the Council President’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/budget-hearings/
a) The above link will allow you to register in advance for remote participation in
the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a City Council meeting while attending remotely: while in the
Zoom application, click on the icon labeled “Participants” at the bottom of the
screen. Then select “RaiseHand” at the bottom of the Participants window. Your
digital hand will now be raised. You will be asked to “unmute” when your name is
called to speak. You will not be visible via video and there will be no opportunity to
share your screen.
All public speakers will have up to 3 minutes to address Council pursuant to Rule No. 10 of
the Rules of Procedure for the City Council of the City of Fresno (available in the City
Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the Rules of
Procedure, no documents shall be accepted for Council review unless submitted to the City
Clerk at least 24 hours prior to the Council Agenda item be heard. Documents / written
comments related to an agenda item can be submitted by one of the following methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

GOVERNMENT CODE 84308 CONTRIBUTION PROHIBITIONS AND MANDATORY
DISCLOSURES - The Political Reform Act of 1974 (Act) restricts campaign contributions
over $250 from a party to or participant in a proceeding involving a license, permit,
contract, or entitlement for use before the City. The Act requires disclosure of the
contribution and creates a conflict where a decisionmaker has received $250 or more from
a party or participant to a proceeding in the prior 12 months. A decisionmaker must
disclose on the record during the proceeding that they have received contributions from a
party, participant, or agent of a party or participant, greater than $250 within the preceding
12 months and the name(s) of the contributor(s). (See 2 CCR 18438.8(a).) Parties and
participants to a proceeding are required to disclose on the record if they made
contributions over $250 within the prior 12 months, and are prohibited from making
contributions to a decisionmaker during the proceeding and for 12 months after the date a
final decision is rendered on the proceeding. Violations of these provisions are punishable
as a misdemeanor.
