Budget Hearings - Continued from June 3, 2024.
The budget hearings will be considered one continuous meeting.
The City Council for the City of Fresno convened in budget hearing session on
June 4, 2024, at 9:03 A.M.

Council Motions Made June 4, 2024
Councilmember Chavez motioned (#1) to allocate $700,000 for the Mobile
Food Vendor Association usage. In partnership with a nonprofit helping
support this effort. Vice President Karbassi seconded the motion.
Councilmember Esparza motioned (#2) for $100,000 to develop a
Property-Based Improvement District (PBID) along the Blackstone Corridor.
Councilmember Arias seconded the motion.
Councilmember Esparza motioned (#3) for $100,000 to develop a
Property-Based Improvement District (PBID) along the Belmont Corridor.
Councilmember Arias seconded the motion.
Vice President Karbassi motioned (#4) for $3.5 million for complete
realignment of Beechwood - Cost to be bourne by Planning Dept.
Councilmember Arias seconded the motion.
Councilmember Arias motioned (#5) to restore the Tree Maintenance Fund
to FY24 levels and return to a 10-year cycle. Council President Perea
seconded the motion.
Councilmember Esparza motioned (#6) to increase the Residential Infill
Incentive Program by an additional $500,000, making the total amount for
the program $1,500,000. Vice President Karbassi seconded the motion.
Councilmember Arias motioned (#7) to fund the freeway cleanup program
with Measure C funds. Councilmember Esparza seconded the motion.
Council Requests for Information Made June , 2024
Councilmember Maxwell requested (a) the differences between Federal
Requirements and Local requirements for CDBG grant funding; (b) a list of

where $400,000 of beautification funding will be spent; (c) the status of bus
stops with amenities by district and the 75 ADA by district that are ready for
construction win phases A/B and C/D; (d) a list of remaining unsheltered bus
stops in District 4 with a list of the bus stops pending a shelter as determined
by the ADA transition plan and outline which of the bus stops require
additional right of way acquisitions in order to have a shelter in place; and
(e) the status of street signal holdup on Browning and Fresno Streets.
Councilmember Arias requested (a) Planning and Development revenue and
expenditure for the year and how many approved tract maps have yet to be
requested for construction, including the unit amount per tract map; (b) the
outstanding debt for all parking assets; (c) the total neighborhood
investments in the proposed budget compared to last fiscal year, i.e.,
7-week projects and sidewalk improvements; (e) the cost estimate for a
direct bus route from Poverello house to Clovis Community Medical Center
and a direct bus route from CRMC to Clovis Community Medical Center; (f)
confirmation of whether the cost for the Police Department's FAX unit was
related to the increase in the labor contracts; and (g) updated numbers of
historic lamp posts in District 3 and a cost estimate for switching the historic
lamppost globes and lights to LED.
Councilmember Esparza requested (a) a report of the current applications
that have been received and approved for potential incentives as part of the
Residential Infill Incentive Program; (b) a list of the paving projects that
constitute the 69.1 miles listed in the proposed budget; (c) a list of the slurry
seal projects that have been identified in the proposed budget; (d) a report
on the received and completed service requests for the pothole crew since
its launch; (e) status update and estimate for construction costs of the
Splash Pad Amenity at Manchester Park (f) status update and estimate for
construction costs of the Skate Park Amenity at Manchester Park; (g) status
update and estimate for construction costs of the restroom renovation at
Lafayette Park; (h) status update and estimate on of 2 tennis courts and 1
basketball court at Lafayette Park; and (i) the cost of installations of security
cameras at Manchester Park to deter crime.
Vice President Karbassi requested (a) the status of the street racing team,
specifically with staffing levels and data on their historic areas of deployment
since their inception and information on major operations; (b) status of the
traffic division and staffing levels including average vacancy rate over last
three fiscal years and the current vacancy rate; (c) the number of tickets
issued for speeding, red light/stop sign violations and DUIs in the current

fiscal year and the previous two; (d) the budget motions that were approved
and included in the FY 2015, FY2016, & FY 2017 budgets and reconciliation
sheets, if available; and (e) information on whether an animal can be taken
from its owner as a punitive measure and whether a breeding moratorium
can be put in place.
Council President Perea requested (a) a memo outlining the city's current
bonding capacity; and (b) information on whether an animal can be taken

City Council recessed the June 4, 2024, Budget Hearings at 4:51 P.M. to be
resumed Wednesday, June 5, 2024 at 9:00 A.M.

the June 20, 2024, regular meeting.

PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is
always encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno
Street, Fresno, CA 93721
a) To speak during a City Council meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the
speaker podium upon the Council President’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/budget-hearings/
a) The above link will allow you to register in advance for remote participation
in the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a City Council meeting while attending remotely: while in
the Zoom application, click on the icon labeled “Participants” at the bottom of
the screen. Then select “RaiseHand” at the bottom of the Participants
window. Your digital hand will now be raised. You will be asked to “unmute”
when your name is called to speak. You will not be visible via video and there
will be no opportunity to share your screen.
All public speakers will have up to 3 minutes to address Council pursuant to Rule No.
10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the
Rules of Procedure, no documents shall be accepted for Council review unless
submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard.
Documents / written comments related to an agenda item can be submitted by one of
the following methods:
1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

GOVERNMENT CODE 84308 CONTRIBUTION PROHIBITIONS AND MANDATORY
DISCLOSURES - The Political Reform Act of 1974 (Act) restricts campaign
contributions over $250 from a party to or participant in a proceeding involving a
license, permit, contract, or entitlement for use before the City. The Act requires
disclosure of the contribution and creates a conflict where a decisionmaker has
received $250 or more from a party or participant to a proceeding in the prior 12
months. A decisionmaker must disclose on the record during the proceeding that they
have received contributions from a party, participant, or agent of a party or participant,
greater than $250 within the preceding 12 months and the name(s) of the
contributor(s). (See 2 CCR 18438.8(a).) Parties and participants to a proceeding are
required to disclose on the record if they made contributions over $250 within the prior
12 months, and are prohibited from making contributions to a decisionmaker during the
proceeding and for 12 months after the date a final decision is rendered on the
proceeding. Violations of these provisions are punishable as a misdemeanor.
