The budget hearings will be considered one continuous meeting.
The City Council for the City of Fresno convened in budget hearing session on
June 5, 2024, at 9:04 A.M.

Council President Perea announced public comment would take place at the
beginning of the budget hearing for all departments.
Upon call, the following members of the public addressed Council: Jackie

On motion of Councilmember Esparza, seconded by Councilmember
Bredefeld, that the agenda be APPROVED. The motion carried by the

ID 24-683 Fire Department
Fire Chief Alcorn presented the Fire Department budget for Fiscal Year
2024-2025.
Discussion was held between Council and the administration.
ID 24-679 Police Department
Police Chief Balderrama presented the Police Department budget for Fiscal
Year 2024-2025.
Discussion was held between Council and the administration.
ID 24-685 Parks, After School, Recreation and Community Services (PARCS)
PARCS Department Director Aguirre presented the Parks, After School,
Recreation and Community Services (PARCS) Department budget for Fiscal
Year 2024-2025.
PARCS Department Director Aguirre announced the Parks, Recreation and
Arts Commission (PRAC) made additional recommendations to the City
Council for funding during the PRAC meetings of May 20 and 29, 2024. He
read the additional PRAC recommendations into the record as follows:
Recommendation #6 - Fudning be provided not exceeding $100,000 for
(DPW) street improvements along Caesar Chavez Ave (Kings Canyon Rd)
between Maple Avenue and Chestnut Avenue.
Recommendation #7 - Allocate $300,000 to Frank H. Ball Park for
improvements in their restrooms.

Recommendation # 8 - Three million dollars for non-profits and other
community organizations to establish the Dr. Francine Oputa fund to provide
after school recreation and community series and workforce development
programming through our parks system so they may apply for Measure "P"
grant support, with City Council recommendation that guidelines be provided
by this Commission for City Council Consideration and adoption.
Recommendation #9 - (modification to recommendation #1 from November
6, 2023) $75,000 for Arts Council to use in implementation and technical
support to carry out arts programs. Allowing it to be used for a broader
range of implementation and technical needs.
Recommendation #10 - A sum not to exceed $30,000 to fund the
engineering and construction of a 20x20 shade installation over the table
human gathering area of the Puppy Love Small Dog Park at Roeding Park.
Recommendation #11 - Shovel ready project at Storyland - to restore
outdated restrooms at Storyland. In need of ADA upgrades. Requesting a
sum not to exceed $400,000 to the upgrade of those restrooms.
Recommendation #12 - Allocation of $300,000 for the interior renovations of
both restroom buildings at JSK Park.
Recommendation #13 - Allocation of $200,000 for Al Radka Park for the
design to start the process of lighting for soccer fields and $850,000 for
Mosqueda, which includes, irrigation repair, design and turf rehabilitation.
Recommendation #14 - $25,000 for feasibility study - whether basin behind
JSK Park can be used for expansion of the park.
Recommendation # 15 - The Commission recommended adoption by the
City Council, the Fiscal Year 2025 PARCS Department, Department of
Public Utilities, Public Works Department, and Capital Projects Department,
Measure "P" budgets.

Personnel Department Director Malhi presented the Personnel Department
budget for Fiscal Year 2024-2025.

Assistant City Manager Quinto presented the Convention Center / Stadium
Department budget for Fiscal Year 2024-2025.

ID 24-688 Department of Public Utilities
Department of Public Utilities Director Buche presented the Department of
Public Utilities budget for Fiscal Year 2024-2025.
Discussion was held between Council and the administration.
Council Motions Made June 5, 2024
Vice President Karbassi motioned (#8) to be updated once email is received
on restoring firefighters. Councilmember Maxwell seconded the motion.
Vice President Karbassi motioned (#9) to allocate $25k to purchase of
apparatus (boat). Councilmember Maxwell seconded the motion.
Vice President Karbassi motioned (#10) to allocate funding and a new
position (detective) to focus on petty crime, mailbox theft, residential
burglaries, & porch theft. Council President Perea seconded the motion.
Councilmember Esparza motioned (#11) to fund the Fresno Police and
Neighborhood Watch in the amount of $75,000. Councilmember Bredefeld
seconded the motion.
Councilmember Chavez motioned (#12) to allocate $180,000 to fill the gap in
funding to complete the Tulare/11th St Park. Councilmember Esparza
seconded the motion.
Councilmember Arias motioned (#13) to provide the arts council with $170k
for purpose of auxiliary services, tech assistance, translator services,
marketing and outreach, material to be printed in multiple languages.
Councilmember Chavez seconded the motion.
Vice President Karbassi motioned (#14) to allocate $274,700 for tot lot
improvements at Orchid Park - funding to be decided by administration.

Councilmember Bredefeld motioned (#15) to allocate $250k from current
PARCS D6 dept infrastructure budget to go to BMX park. Vice President
Karbassi seconded the motion.
Council Requests for Information Made June 5, 2024
Vice President Karbassi requested (a) an estimate for co-ed friendly remodel
of Fire Station 2; (b) last year’s council motion to allocate funds for sister city
travel and details on how the money was spent and the remaining balance;
(c) a list of Interdepartmental charges identifying the $2.4M change from FY
2023 Actuals to FY 2024; (d) the age and condition of the current sound
system at Chuckchansi Park and suggested upgrades and costing
estimates; (e) details about any complaints received about the sound
system; and (f) details about upgrades available to improve the sound
quality from on field microphones.
Councilmember Arias requested (a) how many officers were authorized to
work a second job; (b) how many officers’ moonlighting results in overtime;
(c) the amount of overtime generated based on all MOU language; (d) cost
estimates for median beautification on Olive from Palm to Fruit; (e) data of
park ranger calls and response times; (f) the status of JSK & SWR cricket
courts; (g) all settlement claims the city has approved in last 5 years, include
names, amounts, department and when the claim was paid; (h) current
practices for determining insurance coverage's; (i) the standard insurance
requirements imposed by the City ; (i) a quote for painting all metal and not
just the trim at the convention center as well as a cost estimate for security
improvements; (k) what would an additional 250k of capital be used for at
the convention center.
Councilmember Chavez requested (a) map locating fires in each District on
a monthly basis; (b) elder abuse statistics; and (c) the number of lifeguards
hired and what schools are they come from.
Councilmember Bredefeld requested data to determine if response times
have decreased as new officers have been added.
Councilmember Esparza requested information monthly notification of PARC
Department programming being offered in District 7.
Council President Perea requested (a) data on concrete repairs at Bengston
Ave from Emerson to Indianapolis Ave and in the neighborhood of Fruit/

Shields/ West/ Clinton; (b) data on street repairs on Shields from N. Brawley
to N. Marks if already in the works; (c) data on street repairs on Jeanne Ave
from E. Garland Ave to E Shields Ave; (d) street and concrete repair for the
greater neighborhood Garland/ Harrison/ Shields/ Jeanne; (e) street repair
data on Cornelia from W. Ashlan to W. Parkway; (f) street repair data on the
neighborhood of Cornell/ West/ Clinton/ Crystal; (g) street repair data for the
neighborhood of Griffith/ Crystal/ Dakota/ Hughes, excluding major streets;
(h) a cost matrix for dog park specific amenities for Hamiliton Green Space;
and (i) a better close out estimate for Trolley Park.
Councilmember Maxwell requested (a) stats on the lawn to garden program
participation; and (b) a detailed list of loans provided to others within and
outside of DPU.
Adjournment
City Council recessed the June 5, 2024, Budget Hearings at 5:31 P.M. to be
resumed Thursday, June 6, 2024 at 9:00 A.M.

PUBLIC PARTICIPATION – Public participation during Fresno City Council meetings is
always encouraged and can occur in one of the two following ways:
1) Participate In Person: Council Chambers, City Hall, 2nd Floor, 2600 Fresno
Street, Fresno, CA 93721
a) To speak during a City Council meeting in person: fill out a speaker card
(available in the Council Chamber) and place it in the speaker card collection
basket at the front of the Council Chamber. You may also approach the
speaker podium upon the Council President’s call for public comment.
2) Participate Remotely via Zoom: https://www.fresno.gov/budget-hearings/
a) The above link will allow you to register in advance for remote participation
in the meeting via the Zoom platform. After registering, you will receive a
confirmation email containing additional details about joining the meeting.
b) To speak during a City Council meeting while attending remotely: while in
the Zoom application, click on the icon labeled “Participants” at the bottom of
the screen. Then select “RaiseHand” at the bottom of the Participants
window. Your digital hand will now be raised. You will be asked to “unmute”
when your name is called to speak. You will not be visible via video and there
will be no opportunity to share your screen.
All public speakers will have up to 3 minutes to address Council pursuant to Rule No.
10 of the Rules of Procedure for the City Council of the City of Fresno (available in the
City Clerk’s Office).
SUBMIT DOCUMENTS / WRITTEN COMMENTS - Pursuant to Rule 11 (c) of the
Rules of Procedure, no documents shall be accepted for Council review unless
submitted to the City Clerk at least 24 hours prior to the Council Agenda item be heard.
Documents / written comments related to an agenda item can be submitted by one of

1) eComment – eComment allows the public to submit agenda related comments
through a website prior to the meeting. Submitted comments are limited to 1440
characters and will be a part of the official record.

GOVERNMENT CODE 84308 CONTRIBUTION PROHIBITIONS AND MANDATORY
DISCLOSURES - The Political Reform Act of 1974 (Act) restricts campaign
contributions over $250 from a party to or participant in a proceeding involving a
license, permit, contract, or entitlement for use before the City. The Act requires
disclosure of the contribution and creates a conflict where a decisionmaker has
received $250 or more from a party or participant to a proceeding in the prior 12
months. A decisionmaker must disclose on the record during the proceeding that they
have received contributions from a party, participant, or agent of a party or participant,
greater than $250 within the preceding 12 months and the name(s) of the
contributor(s). (See 2 CCR 18438.8(a).) Parties and participants to a proceeding are
required to disclose on the record if they made contributions over $250 within the prior
12 months, and are prohibited from making contributions to a decisionmaker during the
proceeding and for 12 months after the date a final decision is rendered on the
proceeding. Violations of these provisions are punishable as a misdemeanor.
