Roll Call Present 3 - Chairperson Michael McDonald, Board Member Maryann Rogozinski, and Board Member Lynda Snauffer Absent 1 - Vice Chair Jack Tracy 2. Approval of Minutes A. September 1, 2015 On motion of Board Member Rogozinski, seconded by Vice Chair Tracy, that the above Action Item be approved. The motion carried by the following vote: Aye: 3 - Chairperson McDonald, Board Member Rogozinski and Board Member Snauffer Absent: 1 - Vice Chair Tracy 3. New Business B. Closed Session - Request for Review of Director’s Action of Removal from Eligible List [Pursuant to Fresno Municipal Code Section 3-249] The Appointing Authority’s representative, Lydia Carrasco, Police Captain, was present, and was represented Tina Griffin, Supervising Deputy City Attorney. TJ Miller, Assistant Director of Personnel Services, was also present. The Applicant was not present. City of Fresno ***Subject to Mayoral Veto Page 1 Civil Service Board Meeting Minutes November 2, 2015 Chair McDonald asked if the Applicant was given reasons why they were removed from the eligible list and Captain Carrasco stated under advice from legal Counsel, specific reasons were not given; they were just told they failed the process. Chair McDonald said he has concerns that the Applicant isn't given sufficient reasons; he thought they could be given some direction on what the issue is. Ms. Griffin said the Appellant was told the City would disclose the details as to why they were removed from the list at the hearing. Ms. Miller added that Applicants are told which section of the exam they failed to pass, such as the medical, polygraph, etc. Chair McDonald ruled the Board's responsibility is to provide a hearing, and since the Applicant was not present, the Board does not need to hear the reasons for removal from the list. On motion of Board Member Rogozinski, seconded by Member Snauffer, to uphold the Director's action. The motion carried by the following vote: Aye: 3 - Chairperson McDonald, Board Member Rogozinski and Board Member Snauffer Absent: 1 - Vice Chair Tracy A. Schedule Meeting(s) to Conduct a Public Employee Discipline Appeal Hearing [Pursuant to Fresno Municipal Code Section 3-284] The Appointing Authority was not present, but was represented by Tina Griffin, Supervising Deputy City Attorney. TJ Miller, Assistant Director of Personnel Services, was also present. The Appellant and his representative were not present. Ms. Griffin reported that the Appellant's representative provided available dates in January and February. The Board then scheduled a hearing date of January 11, 2016, and January 12, 2016, if needed, at 9:00am. 4. Unscheduled Public Communications Ms. Miller reported that no applications for the vacant Board Member have been received. 5.
