Roll Call Present 4 - Chairperson Michael McDonald, Vice Chair Jack Tracy, Board Member Maryann Rogozinski, and Board Member Lynda Snauffer 2. Approval of Minutes A. February 1, 2016 On motion of Vice Chair Tracy, seconded by Board Member Rogozinski, that the above Action Item be approved. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer B. February 16, 2016 On motion of Board Member Snauffer, seconded by Vice Chair Tracy, that the above Action Item be approved. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer C. February 23, 2016 On motion of Board Member Rogozinski, seconded by Vice Chair Tracy, that the above Action Item be approved. The motion carried by City of Fresno ***Subject to Mayoral Veto Page 1 Civil Service Board Meeting Minutes April 5, 2016 the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer The Board convened into closed session at 10:03am. 3. Old Business A. Closed Session - Continued Public Employee Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] A motion was made by Member Snauffer and seconded by Member Rogozinski to direct the Chair to sign the Findings. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer 3. New Business B. Closed Session - Continued Public Employee Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] A motion was made by Member Rogozinski and seconded by Vice Chair Tracy to direct the Chair to sign the Findings with revisions as noted by Tina Griffin, Assistant City Attorney, on pages 1 and 4. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer A. Closed Session - Continued Public Employee Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] The Appointing Authority was not present, but was represented by Felicia Espinosa, Deputy City Attorney. Tina Griffin, Assistant City Attorney, was also present. The Appellant was not present but was represented by Charles Glauberman, Esq. Mr. Glauberman addressed the Board regarding the Board’s action and City of Fresno ***Subject to Mayoral Veto Page 2 Civil Service Board Meeting Minutes April 5, 2016 asked the Board if they would reconsider their decision. Ms. Espinosa objected to any re-argument on the matter. The Board convened into executive session at 10:14am to discuss the matter and reconvened into closed session at 10:17am. A motion was then made by Vice Chair Tracy and seconded by Member Snauffer to direct the Chair to sign the Findings. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Rogozinski and Board Member Snauffer 4. Administrative Meeting A. EMT Certification TJ Miller, Assistant Director of Personnel Services, said that Personnel has addressed this issue. Sandra Chavez Martin, Human Resources Manager, said applicants have to have Central Valley Certification or equivalent at time of application and Central Valley Certification at time of appointment to Firefighter. The City will clarify that equivalent means certification with the National Registry on future job announcements. Vice Chair Tracy thought the phrase 'ability to obtain' certification should be changed to 'must obtain' certification. Ms. Miller said she would discuss the suggestion with the department and the union. B. Conditional Offers of Employment Chair McDonald said the Board is concerned that employees are given a conditional offer of employment, quit their current job, but don't pass the background check. He asked if there is something in writing that is given to the candidates. Ms. Miller said that conditional offers are made by the departments and are mostly verbal. Applicants are told not to quit their current employment until they are notified they have passed the background check. Ms. Martin added that the job announcements also state that employees must pass a background check. Member Snauffer thought the terminology could be confusing. Chair McDonald asked if staff are properly trained in relaying this information so prospective employees have a clear understanding of the process. He thought it might be a good idea to have a form to hand out. Vice Chair Tracy thought departments could put something in writing and have applicants sign it so there is consistency in the process. Member Snauffer added that candidates may apply elsewhere if the process is too complicated and the City could lose qualified people. Meeting Room A Availability Ms. Miller said that Council passed a resolution that the City's Hearing Officer has jurisdiction over meeting room A and the Board could get bumped from the room with seven days notice. We have located a room on the third floor that will suit our needs should this happen. 5. Unscheduled Public Communications Member Rogozinski asked if there were any applicants for the vacant Board position. Ms. Miller responded no, but they are reachiing out to possible candidates, and asked the Board to do the same. Ms. Miller handed out cards to the Board regarding the FresGo app asked for their feedback when they use it. 6.
