Roll Call Present 3 - Chairperson Michael McDonald, Vice Chair Jack Tracy, and Board Member Lynda Snauffer Board Counsel, Dan McCloskey, was present and represented the Board. Acting Secretary Designee, Stephanie Martinez, was also present. 2. Approval of Minutes A. January 24, 2017 A motion was made by Member Snauffer, seconded by Vice Chair Tracy, that the January 24, 2017 minutes be approved. The motion was carried by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer 3. Old Business The Board convened into closed session at 9:00am. A. Closed Session - Continued Public Discipline/Dismissal/Release [Pursuant to Government Code Section 54957] The Appointing Authority was not present, but was represented by Joseph Rubin, Esq. Tina Griffin, Assistant City Attorney was also present. The Appellant was present and was not represented. A motion was made by Vice Chair Tracy, and seconded by Member Snauffer, to uphold the Hearing Officer's recommendation. The motion was carried by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer B. Closed Session - Continued Public Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] Assistant City Attorney Tina Griffin was present and represented the Appointing Authority. The Appellant was not present. A motion was made by Member Snauffer, seconded by Vice Chair Tracy, to direct the Chair to sign the findings. The motion was carried by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer C. Closed Session - Continued Public Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] The Appointing Authority was not present, but was represented by Tina Griffin, Assistant City Attorney. The Appellant nor his representative were present. A motion was made by Vice Chair Tracy, seconded by Member Snauffer, to direct the Chair to sign the findings. The motion was carried by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer 4. Hearing on Appeal A. Closed Session - Continued Public Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] The Appointing Authority was not present, but was represented by Tina Griffin, Assistant City Attorney. The Appeallant was present and was represented by Heather Phillips, Esq. Both parties presented to the Board for approval a Joint Stipulation and City of Fresno ***Subject to Mayoral Veto Page 2 Civil Service Board Meeting Minutes February 13, 2017 Order to Continue Hearing Dates. The Stipulation was approved by the Board and signed by Chair McDonald. The Hearing was continued for May 1, 2017 and May 8, 2017 beginning at 9:00am. A motion was made by Member Snauffer and seconded by Vice Chair to approve the Stipulation for a continuance. The motion was carried out by the following vote: At 9:22, the Board convened into open session and the decisions of the Board were announced in accordance with the Brown Act. 5.
