The meeting was called to order by Chair Reyes Acosta at 10:06 am.

On motion of Vice Chair Potter, seconded by Board Member Randall,

3. Member Reports and Comments
Member Potter shared that she has been an Access and Functional Needs
(AFN) subject matter expert for the State of California. Currently she is
beginning work on an consultant contract for the Department of Homeland
Security as an AFN expert.
Member Flores shared that with the recent Oroville Spillway flooding Central
Valley Regional Center (CVRC) has been providing flooding assistance to
other regional centers. They are increasing their long term housing
assistance planning right now.
Chair Reyes Acosta commented that members of the public are encouraged
to reach our to the Council on Governments to let them know that their
Unmet Transit Needs meetings need to be held at times that are accessible
by public transportation.
4. Secretary's Report
Secretary Mulhall reported that the tentative date to bring the Self Evaluation
before council for approval will be the first week of April. Next month the
DAC will have a presentation from the Police Department regarding the
CodeRed notification system. The Fresno County Library is partnering with
the Deaf and Hard of Hearing Service Center to offer signing story time
every Saturday through the end of April. The Council on Governments is
currently holding their annual Unmet Needs meetings. See flier for times and
location.

6. Presentations
ID17-240 Presentation by Able Advocates
Katrina Oh of Able Advocates provided an overview of the organization
history, current services, and future initiatives, including recreation
leagues/teams for people with disabilities.
Member Duarte commended Able Advocates for their recreational efforts, as
this is a gap in the community.
Member Schleef asked if Able Advocates has partnered with the Deaf and
Hard of Hearing Service Center. Oh responded they do.
Member Flores commented that Able Advocates has been able to fill
equipment need gaps for CVRC clients who are waiting on approvals for
equipment. This has been a tremendous help since the CVRC wheelchair
clinic closed.
The floor was opened for public comments.
Sam Morgan of Resources for Independence Central Valley stated his
appreciation of their partnership with Able Advocates.
Yonas Paulos stated that he would like to connect Able Advocates with one
of his former coaches at CSUF for the recreation programs.

7-B. ID17-242 Appointment of Two DAC members to a Website Review Task
Force
Chair Reyes Acosta appointed member Schleef, Member Randall, and
community member Sarah Harris to this task force.
8. Subcommittee Reports
8-A. Outreach Subcommittee
Chair Reyes Acosta reported that they currently have a draft of the media
booklet prepared and it is going through the review process.
8-B. Transportation Subcommittee
Member Duarte reported that FAX 15 has successfully been launched. The
Manchester Transit Center and the Courthouse Transit remodel are
underway. This means that stops are closed. March 6 is the last day that
they will be selling bus passes in MTC, after that the service will be available
in the mall. The estimated closure time will be 6-9 months. Starting August
2017 there will be longer hours on select routes as well as the
complimentary Handy Ride services.
Handy Ride is currently conducting training for reservationists and
dispatchers and holding monthly meetings. They will have a small ad hoc
committee addressing service animals on Handy Ride buses.
