Roll Call Present 4 - Chairperson Michael McDonald, Vice Chair Jack Tracy, Board Member Lynda Snauffer, and Board Member Al Smith Board Counsel, Dan McCloskey was present and represented the Board. Acting Secretary Designee, Karnell Grijalva was also present. 2. Approval of Minutes A. May 8, 2017 On motion of Board Member Smith, seconded by Vice Chair Tracy, the above item was approved. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Snauffer and Board Member Smith At 9:04am the meeting convened to Executive Session At 9:18am the meeting reconvened to Closed Session. 3. New Business A. Schedule Meeting(s) to Conduct a Public Employee Discipline Appeal Hearing [Pursuant to Fresno Municipal Code Section 3-284] Appeal Hearing dismissed due to Appellant/and or Representative's failure to appear. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Snauffer and Board Member Smith Appointing Authority Representative, Deputy City Attorney Jennifer DeRuosi, was present. The Appellant and/or Representative was not present. 4. Old Business A. Schedule Meeting(s) to Conduct a Public Employee Discipline Appeal Hearing [Pursuant to Fresno Municipal Code Section 3-284] Appointing Authority Representative, Deputy City Attorney Jennifer DeRuosi, was present and informed the Board of prior joint agreement with Appellant and Representative, not present, to reschedule the respective Appeal Hearing the week of July 10, 2017. After Board discussion, Appeal Hearing was rescheduled for July 10, 2017. At 9:52am the meeting reconvened to Executive Session. At 10:00am the meeting reconvened to Closed Session. B. Closed Session - Consideration City of Fresno Pre-Hearing Motion [Pursuant to Government Code Section 54954] On motion of Vice Chair Tracy, seconded by Board Member Smith, the above Action Item is rejected. The motion carried by the following vote: Aye: 4 - Chairperson McDonald, Vice Chair Tracy, Board Member Snauffer and Board Member Smith Appointing Authority, Fire Battalion Chief, Jonathan Chew, was present and represented by Assistant City Attorney, Tina Griffin. The Appellant and Attorney at Law, Barry Bennett, was also present. C. Closed Session - Continued Public Discipline/Dismissal/Release [Pursuant to Government Code Section 54954] On motion of Board Member Smith, seconded by Vice Chair Tracy, the above Action Item be approved. Appellant and/or Representative was not present. 5. Unscheduled Public Communications Members of the public may address the Civil Service Board regarding items that are not listed on the Agenda and within the subject matter jurisdiction of the Board. Each person is limited to a three (3) minute presentation. Board action on unscheduled items, if any, shall be limited to referring the item to staff for a report and possible scheduling on a future Civil Service Board agenda. 6.
