Approval of Minutes ID17-858 Approval of the Disability Advisory Commission Minutes from May 9, 2017 On motion of Board Member Schleef, seconded by Board Member Randall, that the above Action Item be approved. Member Reports and Comments Members Potter and Schleef announced that they have declined reappointment to the commission. This will be their last meeting. Chair Reyes Acosta expressed gratitude for their service. 4. Secretary's Report Secretary Mulhall presented an update on several City items. The Police Department is finalizing a brochure for law enforcement officers that has tips for interacting with people with intellectual and developmental disabilities. This was developed with help from several groups within the community. The Citywide budget hearings are underway and involved budget requests for facility improvements as outlined in the transition plan. Starting in July Wilma Quan-Schecter will be the City Manager and Scott Mozier will be the Assistant City Manager. In the August meeting the commission will need to select the Chair/Vice Chair for fiscal year 2018. Secretary Mulhall thanked Members Potter and Schleef for their service on the DAC. 5. Unscheduled Communication / Public Comments Christine Chavez addressed the commission with a concern about the fixed route busses. She stated that some people are not willing to move from the space for wheelchairs, which means there is not always space available for her to get on the bus. If driver asks other passengers in a different way, they would be more willing to move. She stated that on Handy Ride some drivers act like they own the bus and have a bad attitude. She complained about a driver then the next time the Driver said that "You got me in trouble." Member Duarte will speak directly with Chavez about her concerns. City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Action Summary - Final June 13, 2017 Commission Tommy Tahami addressed the commission to say that they are having a potluck at RICV on July 4. He would like to join the DAC. He would like to sell an easement at the front of his property to the city. He has noticed flooding problems and accidents near his home because of construction. He would like to focus on transportation, housing, and health. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 6. Action Items ID17-859 Southwest Fresno Specific Plan Review Drew Wilson of Long Range Planning addressed the commission regarding the Southwest Fresno Specific Plan. This plan impacts the general area of Highway 180 to North Avenue and Valentine Ave to Highway 41. The comment period on the draft plan ends Friday June 16. They goal is to go to council for approval in November or December of this year. California Avenue will be a BRT corridor and potentially Elm Avenue could be a FAX15 route. The implementation oversight steering committee will meet on June 26 at Gaston Middle school. Chair Reyes Acosta asked if they have involved or done outreach to people with disabilities. Wilson responded that the consultant has been doing most of the outreach. They currently have at least one gentleman on the committee who is a vocal advocate for access. They have done direct outreach to the individuals living at the Veteran's facility. The plan involves ADA regulations and the complete streets concept throughout the plan goes above and beyond basic compliance. Wilson responded that it is mostly residents of the plan area, but also involves two business owners and two landowners. Member Schleef recommended that during their next outreach session they contact the Deaf and Hard of Hearing Service Center, which can create a signed vlog. Wilson shared that they use social media, print, and radio and are open to new means of spreading the word. The floor was opened for public comments. Sarah Harris provided Wilson with contact information for the California Council of the Blind for outreach purposes. She further stated that social media outreach is effective. Reva Guimont asked that they please have the voice of people with disabilities on the steering committee, especially in terms of the needs related to job creation for people with Intellectual and Developmental Disabilities. She stated the importance of having parks with meaningful access. Tommy Tahami stated that he supports improving the area where he lives and would like a loan. Glenna Gammel asked how many parks are in the area. Wilson responded around 7-8 small parks, however the goal is within 1/2 radius. 7. Presentations ID17-860 Person-Centered Planning Reva Guimont provided an overview of the Central Valley Regional Center (CVRC) implementation of person-centered practices. She is contracted to guide the training process for CVRC on these principles. They were able to bring expert Michael Smull to train staff in Fresno twice so far. Next they hope to conduct community trainings. Person Centered Practices give tools and resources to aid a person in supporting people with disabilities. City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Action Summary - Final June 13, 2017 Commission Member Flores stated that the hope is that these person centered practices will spread throughout our community. The floor was opened for public comment. Sarah Harris asked how CVRC will be letting the public know about upcoming trainings. Guimont responded that CVRC has connections with the families and service providers. Tommy Tahami and Glenna Gammel stated that they would like to know more and be involved. 8. Subcommittee Reports 8-A. Outreach Subcommittee no report. 8-B. Transportation Subcommittee ID17-861 New Fare Media for Handy Ride and FAX fixed route system Jeff Long presented that FAX is working on new pass cards for fixed route that will be a magnetic strip. This will be an interim measure until the smart cards are implemented. The "special rider" pass will have a name change to "reduced fare" pass. The new passes will be a 10 mil poly card for 10 rides and 31 day cards and a paper based card for the one ride card. This will start on the fixed routes in July. Handy Ride will change when the smart cards are implemented. Chair Reyes Acosta asked if the public knows how to get the reduced fare cars. Long responded that the process has not changed and is the same as the special rider pass has always been. Member Schleef asked if cash will still be accepted. Long responded in the affirmative, stating that tokens will be phased out. They recognize that this may be an issue for partner organizations like CVRC that buy bulk tokens and are exploring alternatives. Long responded that fixed route will start offering the mag strip cards in July for use in August. Handy Ride will be six to nine months from now and the ID card will become the smart card. The floor was opened for members of the public to comment. Tommy Tahami stated that some people don't have $1.25. He would prefer the cost be $1. He would also like to see the City offer a 1-day pass instead of a 1-ride pass. 9. Task Forces 9-A. ID17-867 2017 DAC Achievement Awards Carlos Duarte and Mary Beth Randall were appointed to this task force.
