Roll Call Present 3 - Chairperson Michael McDonald, Vice Chair Jack Tracy, and Board Member Lynda Snauffer Absent 1 - Board Member Al Smith Board Counsel, Dan McCloskey was present and represented the Board. Acting Secretary Designee, Karnell Grijalva was also present. 2. Approval of Minutes A. July 19, 2017 On motion of Board Member Snauffer, seconded by Vice Chair Tracy, the July 19, 2017 minutes were approved . The motion passed by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer Absent: 1 - Board Member Smith The Board convened to Closed Session at 9:03am. 3. Hearing on Appeal A. Closed Session - Director Review Applicant Disqualification Appeal [Pursuant to Fresno Municipal Code Section 3-249] Appointing Authority, TJ Miller, was present and represented by Attorney at City of Fresno ***Subject to Mayoral Veto Page 1 Civil Service Board Meeting Minutes July 31, 2017 Law, Joseph Rubin and Paul Coleman. The Appellant and Representatives: Heather Goyette, Attorney at Law and Tony Silva, Labor Representative, were also present. Joseph Rubin presented to the Board Fresno Municipal Code Sections: 3-249, 3-284(a), 3-241(7) in regards to: "Review of Disqualification of Applicant or Eligible, Appeal Procedure, Disciplinary Matters, and Notice of Examination Results." The Board convened to Executive Session at 9:11am. The Board convened to Closed Session at 9:24am. Board Chairman, Mike McDonald, provided the Appointing Authority Representative and Appellant Representative perameters and guidelines for presentation and questioning of witnesses in moving forward with the Applicant Appeal. Appointing Authority Representative, Joseph Rubin and Appellant Representative, Heather Phillips, agreed to perameters and guidelines set forth by Board Chairman, Mike McDonald. Witness testimony was heard and breaks were taken as needed. Exhibits of evidence were presented during testimony, and they were filed and moved into the record. At 1:33pm the Board convened into Executive Session to deliberate the matter. At 2:03pm the board convened into Closed Session. On motion of Vice Chair Tracy, seconded by Board Member Snauffer, the Board deemed the Appellant met the minimum qualifications for position of Senior Community Revitalization Specialist. The motion carried by the following vote: Aye: 3 - Chairperson McDonald, Vice Chair Tracy and Board Member Snauffer Absent: 1 - Board Member Smith The Board convened into Open Session at 2:09pm 5.
