Call To Order Meeting was called to order at 10:03am Present 5 - Board Member Ken Elvington, Board Member Susan Coulter, Mary Beth Randall, Frances Reyes Acosta, and Carlos Duarte Excused 1 - Board Member Heather Flores Absent 1 - Board Member Dr. Jenelle Pitt 2. Approval of Minutes ID17-1079 Approval of the Disability Advisory Commission Minutes from June 13, 2017 On motion of Vice Chair Randall, seconded by Board Member Elvington, that the above Action Item be approved. Member Reports and Comments Chair Reyes Acosta reminded attendees that the grievance procedure, ADA Notice, and Frequently Asked Questions for Businesses brochures are available. She reported that the RICV annual dinner will be held on August 18. She reminded all that the FCC seeks input on accessibility of broadband, health care, and health technology and encourages all to review and make comments on the impact to people with disabilities. 4. Secretary's Report Secretary Mulhall provided a report on several items. The website is progressing in terms of accesssibility. The issues that were detedec by the automated accessibility checker have bee fully remediated. They are continuing ongoing testing by people with disabilities. Currently working contracting for additional training for staff. Recently have partnered with Bitwise to host a Fresno Web Accessibility meet up, which will take place on the First Wednesday of each month at 6:30pm at Bitwise Industries. The police department has completed and distributed to officers tips for interacting with individuals with Intellectual and developmental disabilities. Gratitude to the community partner agencies that assisted with the development. This will be distributed annually. There is one remaining vacancy on the DAC which must be filled by a person with a disability. The Mayor's office is beginning to interview potential candidates. Recently a documentary filmmaker came to Fresno and shot some footage at Inspiration Park. Thank you to those in the community who assisted. On October 19 at 10:19am will be the Great California Shake Out. The City of Fresno is registered for the exercise and hopes that all will register as individuals and/or organizations to participate. Unscheduled Communication / Public Comments Tommy Tahami addressed the commission. He has coupon booklets available for sale to raise funds for RICV to go to Capital Action Day. He extends thanks to Carlos for his help and to Ken for extending services. He wants to go back to work. He is having issues with code enforcement. Sarah Harris, President of the California Council of the Blind Fresno Chapter addressed the commission. She extended congratulations and thanks to all in the room, indicating that she has seen big strides being made in a year of work of the commission. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 6. Action Items ID17-1082 Review of DAC meeting schedule Secretary Mulhall shared that member Pitt's schedule for the fall conflicts with the DAC meeting scheduled. Members discussed possibilities for adjusting the schedule. This item has been continued to the next meeting. ID17-1080 Selection of DAC Chair for Fiscal Year 2018 Chairperson Reyes Acosta nominated herself for Chair for Fiscal year 2018 seconded by Vice Chair Randall. Elvington declined the nomination. Chairperson Reyes Acosta nominated Member Randall, seconded by Member Durate. The motion carried by the following vote: Aye: 5 - Board Member Elvington, Board Member Coulter, Randall, Reyes Acosta and Duarte Excused: 1 - Board Member Flores Absent: 1 - Board Member Pitt 7. Subcommittee Reports 7-A. Outreach Subcommittee no report. 7-B. Transportation Subcommittee Member Duarte reported that there are six new types of fixed route fare passes available, with a regular single ride, 10-day, and 31 day pass for each regular and reduced rates. He indicated that Cliff Hathaway is replacing Paul Kwiatkowski as the new general manager for Handy Ride. Handy Ride is moving forward with implementing the no show/suspension policy. This will be posted as soon as it is in effect. Glenna Gammel addressed the commission to say that last week she was waiting inside for Handy Ride and they did not call to let her know before it left. Member Duarte explained the five minute window. Member Elvington reminded that the call out is a courtesy, not a requirement and there is a City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final August 8, 2017 Commission consumer responsibility to be at the pick up during the window. Sarah Harris addressed the commission stating that she believes the policy was implemented for blind and visually impaired riders. Member Duarte responded that this is an informal policy for blind and visually impaired riders. Chenier Derrick addressed the commission to say that extreme weather impacts the ability to wait outside. He shared that he has seen miscommunications between dispatch and drivers, such as receiving a call out after he has already boarded the bus. Member Elvington asked if Handy ride is exploring a computerized call out, like the access services in Los Angeles. Member Duarte responded that the Interactive voice recording system will hopefully address this the day before and the hour before. Johnny Trejo addressed the commission regarding the no show policy, asking if there would be discipline for drivers and the agency when they are at fault. Member Duarte responded that the policy is not discipline focused, but rather education and remediation focused to result in more effective systemwide transportation. Sarah Harris stated that there are still issues with driver's lunches being scheduled during pick up times. Chair Reyes Acosta asked about where to get the cards and who qualifies for the reduced rates. Member Duarte responded that they can be purchased at Manchester and Reduced rates are for Seniors and People with Disabilities. 8. Task Forces ID17-1078 2017 DAC Achievement Awards The awards nomination period has ended. Seven nomination forms were received nominating across all categories. Members Randall and Duarte will meet this month to narrow down the nominees. Glenna Gammel addressed the commission asking if she could submit a late nomination. Tommy Tahami indicated that he called in the nomination over the phone earlier and asked if that could be sufficient. After discussion by the commission, Chair Reyes Acosta responded that they would accept the nominations by the end of the week.
