The meeting was called to order at 9:03am.
1. Roll Call
Present 3 - Board Member Lynda Snauffer, Board Member Dean Eller,
and Chair Michael McDonald
Absent 2 - Vice Chair Jack Tracy, and Board Member Elba Gomez
Board Counsel, Dan McCloskey, was present and represented the Board. Also
present were Acting Secretary Designee, Karnell Grijalva, and Labor
Representatives, Tony Silva and Sara Tobias.
2. Approval of Minutes
A. February 5, 2019
On motion of Board Member Snauffer, seconded by Board Member
Eller, that the February 5, 2019 minutes be approved. The motion
carried by the following vote:
Aye: 3 - Board Member Snauffer, Board Member Eller and Chair

Absent: 2 - Vice Chair Tracy and Board Member Gomez

On motion of Board Member Snauffer, seconded by Board Member
Eller, that the February 12, 2019 minutes be approved. The motion
carried by the following vote:

At 9:05am the Board convened into Closed Session.
3. New Business
A. Schedule Meeting(s) to Conduct a Public Employee Discipline
Appeal Hearing [Pursuant to Fresno Municipal Code Section
3-284]
Deputy City Attorney III, Jennifer DeRuosi, and Administrative Manager, Andreia
Cuevas, were present on behalf of the Appointing Authority. Attorney at Law,
Heather Phillips, and the Appellant were both present.
Hearing on Appeal was scheduled for May 29, 2019.
B. Schedule Meeting(s) to Conduct a Public Employee Discipline
Appeal Hearing [Pursuant to Fresno Municipal Code Section
3-284]
Deputy City Attorney III, Stephanie Snyder, was present on behalf of the Appointing
Authority. The Appellant was also present without representation.
The Hearing on Appeal was scheduled for April 24, 2019.
4. Old Business
A. Closed Session - Continued Public Discipline/Dismissal/Release

5. Hearing on Appeal
A. Closed Session - Continued Public Employee
Discipline/Dismissal/Release [Pursuant to Government Code
Section 54954]
On motion of Board Member Eller, seconded by Board Member
Snauffer, that the above Action Item uphold the decision of the
Appointing Authority. The motion carried by the following vote:

Deputy City Attorney III, Jennifer DeRuosi, and Deputy Police Chief, Lydia Carassco,
were present on behalf of the Appointing Authority. Attorney at Law, Heather
Phillips, and the Appellant were also present.
Witnesses were sequestered and the reading of the Order was waived by the
parties. Exhibits of evidence were presented during testimony and they were filed
and moved into the record.
At 2:45pm, following summaries and closing remarks from the parties, the Board
convenend into Executive Session to deliberate the matter.
At 3:21pm, the Board reconvened into Closed Session and voted on the charges as
read by Acting Secretary Designee, Karnell Grijalva.
The charge of violation of Fresno Municipal Code Section 3-286(a) as set forth in the
Order was sustained by a 3-0 vote.
The charge of violation of Fresno Municipal Code Section 3-286(b)(4) as set forth in
the Order was sustained by a 3-0 vote.
The charge of violation of Fresno Police Department Policy 341.2.5(a) Performance
as set forth in the Order was sustained by a 3-0 vote.
The charge of violation of Fresno Police Department Communications Center
Operations Manual, Page 12, "Crafts/Electronic Games/Reading Material" as set forth
in the Order was sustained by a 3-0 vote.
At 3:23pm, the Board reconvened into Open Session and the decisions of the Board
were announced in accordance with the Brown Act.
6. Unscheduled Public Communications
Board Chair Mike McDonald thanked Personnel Services Director, Jeff Cardell, for the
City's purchase of ipads for the Board members.
7. Adjournment
There being no further business to come before the Board, the meeting was
adjourned at 3:26pm.
