Member Reports and Comments No member comments. 4. Secretary's Report Secretary Mulhall reported that the citywide ADA Self-evaluation Update is underway; this will be presented to the commission for input later in the process. Mulhall further reported that the Police Department is in the process of coordinating the technology to enable text-to-911 calls; this item will be brought before the commission for comment in the future. 5. Unscheduled Communication / Public Comments Community Member Liz Zemke stated that there will be a walking and mobility clinic on March 5, 9am - 12pm in the FSU Physical Therapy Builiding. April is limb loss awareness month and there will be various community events held. Member Reyes Acosta asked that the information be sent to her or Mulhall via email so that it can be shared via the DAC social media platforms. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 6. Action Items 6-A. ID16-184 Housing Element Update Development and Resource Management Department (DARM) Planning Manager Sophia Pagoulatos was present via teleconference for input on the Housing Element Update. Member Reyes Acosta asked if federally assisted or HUD projects are outlined in the Housing Element and if developers are required to have a City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final February 9, 2016 Commission range of low-income and other moderate or high developments. Pagoulatos responded that this was a topic that is covered in the Consolidated Plan, which covers how the City uses HUD moneys for federally assisted projects. The Housing Element is more of the umbrella document that covers how the city wants to develop all of its housing. It requires that the city have enough land available for a variety of housing types, including affordable housing. The Housing elements ensures there is enough land zoned at various densities, incluind high density which makes affordable housing more feasible, but does not actually require that the city build all of that. Member Reyes Acosta inquired if there are requirements for how developers build, specifically a certain range in price homes or apartments do developers need to balance that with affordable housing. Pagoulatos indicated that this is referred to as inclusionary zoning, which is a policy choice rather than a program. Currently the city does not have a policy of inclusionary zoning and uses incentives instead of policy requirements. Member Reyes Acosta asked how the City knows how well developers are doing in terms of meeting these benchmarks for affordable and inclusionary housing. Page 6-13 shows the quantified objectives and annual reporting requirements. Member Potter inquired about Program 1,asking how exactly does this program encourage development of housing for persons with disabilities. Pagoulatos responded that it is typically done through a partnership between the city, the Housing Authority, and the developer. Potter suggested that local disability consultants be utilized more frequently on the developer teams to advise on needs for people with disabilities and older adults. Potter noted that United Learning Foundation would be willing to assist in this kind of capacity. Potter noted that Program 5 covers Special Needs Housing and calls out that it includes people with disabilities in its introduction, but there are no bullet points addressing how people with disabilities or universal design will be addressed or implemented. Potter suggested that under Program 10 the city should add development incentives for the provision of universal design and accessible housing. She asked where the incentives come from. Pagoulatos responded that the Administration and Mayoral priorities dictate the incentives. City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final February 9, 2016 Commission Member Flores, Executive Director of Central Valley Regional Center (CVRC) spoke extensively to the needs of people with developmental disabilities, stating that CVRC is willing to connect with the Housing Division directly to provide more information about the housing programs and state mandates related to housing for individuals with developmental disabilities under which they operate. She stated that page 2-13 has an outdated citation of Section 4513 and to check for updated code that removes the term "mental retardation." The terms "Intellectual or Developmental Disability” or “persons with developmental disabilities” should be used rather than “Mental Retardation” or “developmentally disabled persons.” Member Flores stated that currently there are only three Development Centers statewide and they are in the process of closing. This means no new CVRC clients are going to the centers and more people coming from the centers to be housed in the community. Member Flores noted that the data for individuals with developmental disabilities does not appear to be current; CVRC can provide the current numbers and statistics for local and statewide number of individual with disabilities. Member Flores stated that CVRC is in the process of approving several new kinds of housing and supportive living licensing options for their vendors and clients, which may impact the Housing Element and/or have zoning implications. Some examples of those programs are the Enhanced Behavioral Support Homes, Adult Residential Facilities for Persons with Special Health Care Needs, Delayed Egress Secured Perimeter Homes, and Supportive Living Homes. For the information on residential care facilities (page 4-20) the number of allowable beds/individuals served has reduced from 6 to 4. CVRC is able provide information on the specifics for Limited versus General care facilities. Member Flores stated that accessible low-income homes are a great need within the community at large. There was general discussion regarding the zoning for special needs housing. Pagoulatos referred the commission to page 5-8, program 2.1.12. It was noted that on page 2-15 there is a reference to the Center for Independent Living which has undergone a name change and is now known City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final February 9, 2016 Commission as Resources for Independence Central Valley. Vice Chair Schleef asked that the Deaf and Hard of Hearing Service Center be added as a resource on that page; Member Flores asked that Exceptional Parents Unlimited be added as a resources as well. A question was posed as to the use of the term "Special Housing Needs." Pagoulatos stated that this is a term as defined by the State. It was noted that person first language should be used throughout the document, such as “People/Individuals/Persons with disabilities” rather than "disabled people" and “Households that included individuals with disabilities” rather than “households supporting disabled persons”. It was suggested that “Older adults” or “seniors/senior citizens” be used rather than “elderly.” Pagoulatos asked about the inclusion of local Autism resources. California Autism Center and Learning Group, Families for Early Autism Treatment (FEAT), and The Sequoia Area Board were suggested. Member Flores stated that she can be contacted directly for additional information or resources. Vice Chair Schleep opened the floor to comments from the public; no public comments. 7. Subcommittee Reports 7-A. Outreach Subcommittee Appointed to this subcommittee are Chair Pitt, Member Reyes Acosta, Member Flores, and community member Gabriel Diaz. Member Reyes Acosta reported that Chair Pitt and member Diaz have developed an outline for the media guide to assist local Community Benefit Organization in getting their word out via print, electronic and standard media outlets. Diaz is working on the introduction pages. They are hopeful to have a draft by May and are looking to find a media partner. 7-B. Transportation Subcommittee Appointed to this subcommittee are Member Duarte, Member Reyes Acosta, FAX Assistant Director Schaad, FAX Operations Manager Elizabeth Watlington, Handy Ride Operations Manager Noella Rios, Community Member Bill Hyatt, and Community Member Edward LaComb. City of Fresno ***Subject to Mayoral Veto Page 5 Disability Advisory Meeting Minutes - Final February 9, 2016 Commission Member Duarte and Reyes Acosta reviewed the information about the Fresno-Clovis transit interconnectivity that was presented in the 8:30am Subcommittee meeting. Member Potter asked if Clovis has an advisory committee; Mulhall responded in the affirmative. Potter suggested that it might be worthwhile to investigate the possibility of an interagency collaborative conversation. Mulhall will send information to the commissioners about the upcoming Clovis ADA Advisory Committee meeting. Member Hyatt shared that the Council on Governments (COG) is holding their annual unmet transportation needs forums on 2/16 at 5pm at the Manchester Center in Fresno, on 2/17 at 5:30pm in Kerman, and on 2/18 at 5:30pm in Parlier. Comments regarding the regions unmet transportation needs can also be sent via email until June to BHyatt@cvrc.org. The commission indicated an interest in discussing at the next meeting items to include in a letter from the DAC.
