Mulhall Tuesday, April 11, 2017 10:00 AM City Hall 2600 Fresno Street Regular Meeting 1. Call To Order The meeting was called to order at 10:00 am by Chair Reyes Acosta. Present 3 - Chairperson Frances Reyes Acosta, Board Member (ex officio) Carlos Duarte, and Board Member Ken Elvington Excused 5 - Vice Chair Tiffany Potter, Board Member Heather Flores, Board Member Dr. Jenelle Pitt, Board Member Mary Beth Randall, and Board Member Kyra Schleef 2. Approval of Minutes ID17-542 Approval of the Disability Advisory Commission Minutes from March 14, 2017 As there was no quorum, no action was taken on this item. 3. Member Reports and Comments Chair Reyes Acosta extended congratulations to Sarah Harris for her appointment as a board member to the state California Council for the Blind. Reyes Acosta announced that Resources for Independence Central Valley is holding their second annual golf tournament on May 1 at Eagle Golf course. For more information visit www.ricv.org 4. Secretary's Report City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final April 11, 2017 Commission Secretary Mulhall presented on the following items. The previous week Mulhall presented at the California Commission on Disability Access in Sacramento regarding the needs of ADA Coordinators around the state and CCDA's goal to provide statewide ADA Coordination. CCDA has vacancies on the board and does not currently have representation from the Central Valley. Interested individuals should reach out to CCDA. The police department is moving forward on their efforts to develop tips for law enforcement interacting with individuals with intellectual and developmental disabilities. City hall accessibility improvements are underway, as are improvements at Holmes and Romain community centers. 5. Unscheduled Communication / Public Comments Sara Harris, President of the local chapter of the California Council of the Blind, addressed the commission to announce that they won chapter of the year. CCB is hosting a fundraiser at Applebee's at Shaw/Marty on May 20. Thickets are $10 and half of the proceeds will go to CCB. They are also selling raffle tickets for $3. Reva Guimont addressed the commission to share that she has been contracting with Central Valley Regional Center since January providing Person Centered Planning. In March they were able to bring Michael Small, Chairperson of the International Community of Person Centered Practices for a two-day training for managers at CVRC. In the future there will be additional training for providers, families, and the community. Chair Reyes Acosta requested a presentation on the topic of Person-Centered Practices at a future DAC meeting. Yonas Paulos addressed the commission to share that he is continuing to advocate for homeless and veterans. He expressed gratitude to FAX and Gregory Barfield for the bus tokens that they provided to support his efforts. The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 7. Presentations 7-A. ID17-543 Presentation: Information and Communication Technology (ICT) Accessibility Mulhall presented on the Information and Communication Technology (ICT) refresh which updates section 508 and 255 and will be effective January 2018 as well as the steps that the City is taking toward ICT accessibility and compliance. Chair Reyes Acosta asked how we are getting the word out about all of this. Mulhall responded that the Access Board and ADA Network provides national webinars monthly to get the word out about the rull changes. On the City side of things outreach on this topic has been limited to the DAC meetings. Individually, Mulhall is connecting with people at Bitwise with the idea of trying to create a Meet Up on the topic of ICT accessibility. Chair Reyes Acosta suggested that this Powerpoint be posted online along with audio and that we consider doing a press release. She noted that this is an important step in the equal access arena and that the next steps should include reaching out to the public to give presentations on this topic. Member Duarte stated that these efforts will create more opportunity for equality in the workplace, making accessible technology the norm. The floor was opened for comments from the public. Sarah Harris expressed that the Powerpoint for this presentation was accessible. She further shared that there is a mobile application called City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final April 11, 2017 Commission access-buddy that can be used to report inaccessible ICT. Reva Guimont asked if this presentation could be given at the next Community of Practice meeting. Mulhall will coordinate with her. Tommy Tahami asked why the utility bills could not be automated by the City like other utilities do. Mulhall responded that she will look into this and get back to him. 8. Subcommittee Reports 8-A. Outreach Subcommittee Chair Reyes Acosta reported that work on the project continues. 8-B. Transportation Subcommittee Member Duarte reported that they recently held a meeting at Resources for Independence Central Valley to talk about the accessibility features of the fareboxes. There was a suggestion to create an accessible PDF that explains some tips for having an accessible experience. These suggestions have been shared with the appropriate staff. Sarah Harris asked about the rumor that May 1 would be the start date for the extended service hours. Member Duarte indicated that this is the target goal. Harris further asked if this would be on weekends as well. Duarte indicated it would not be. 9. Task Forces 9-A. Police Department Policy Task Force Report Member Elvington reported that the review was important and meaningful. With no further work to be completed, this task force is closed. 9-B. Website Review Task Force The review of the main City website has been completed. Mulhall asked for a two month extension on this task force for the purpose of reviewing the Fresno Airports new website, which is soon to be launched. Chair Reyes Acosta extended the task force for two more months.
