By motion from member Flores and second by member Randall, the commission voted unanimously to adjust the agenda was rearranged to hear item 6-A before item 5. Member Reports and Comments Member Flores reported the that Central Valley Regional Center recently hosted visitors from South Korea. They are looking at models of employment for individuals with intellectual and developmental disabilities here and in San Francisco. Flores further reported that CVRC staff have been doing Person Centered Planning training and shared an example of one of the activities that they conducted. Chair Reyes Acosta reported that SB649 is in the Senate, which relates to communication and cell towers. This will change regulations so that companies have more control over where towers are located as well as other considerations rather than under the control of the City or county. Reyes Acosta encourages all to become familiar with the issues surrounding Net Neutrality, stating that FCC is open for comments on this topic. 4. Secretary's Report Secretary Mulhall shared announcements regarding the Elder Care Symposium, Parks Master Plan meetings, Best Buddies Event, and the Council on Governments Environmental Justice Subcommittee search for members. City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final May 9, 2017 Commission Mulhall reported that the ADA Self Evaluation Update has been approved operationally through the City Manager's Office. The first quarterly update was completed and departments are making reasonable progress. Items from the facilities transition plan have been included in the budget proposals which will go before council in June. The City and County will be launching a Joint Access and Functional Needs (AFN) Work Group this month. Interested individuals can contact Mulhall for more information. The next meeting is scheduled for June 13. 5. Unscheduled Communication / Public Comments Sarah Harris of the California Council for the Blind addressed the commission to state the CCB is hosting a fundraiser at Applebee's on Shaw/Marty on 5/20. Tickets are $10 and there are raffle tickets available as well. Glenna Gammel addressed the commission stating that at 1pm on the same day there will be a workshop at the Deaf and Hard of Hearing Service Center discussing health insurance. The next Disability Advocacy Team meeting will be held on 5/19 1pm - 3pm at Resources for Independence Central Valley. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on informationpresented in unscheduled communication until subsequent meetings. 6. Presentations ID17-681 DARM Parking Division Updates Del Estabrooke, Parking Manager, presented updates related to parking to the commission. Estabrooke shared that in the last year the city issued City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final May 9, 2017 Commission 2,500 tickets for misuse of accessible parking and 500 to date this year. Regularly the city works in conjunction with the Department of Motor Vehicles to do sweeps to identify accessible parking placard abuse. Estabrooke outlined the process for enforcement and shared that in their last sweep typically one in five contacts exposed misuse. Member Duarte expressed gratitude for the efforts to monitor these issues. Member Flores asked if the city is planning to update the parking meters downtown, and if so if kiosks would be used. Estabrooke stated that the city has budgeted to update the meters, which will cost about $1500 each. They are currently going through the purchasing process for a piggyback contract. They had previously tested out the concept of a central parking kiosk which revealed that people in Fresno don't want to walk to pay for their parking, but would rather a single head parking meter. Chair Reyes Acosta asked what people should do when they see a car without placards/plates in an accessible stall? Estabrooke stated that calling the One Call Center (559-621-CITY) is the fastest means for reporting currently. He further shared that they are beta testing internally using FresGo, but there are challenges with dispatching immediately through that system. Member Potter shared that she has had negative experiences with people confronting her because they don't believe that she looks disabled. Chair Reyes Acosta asked about the requirement for the number of parking stalls. Secretary Mulhall stated that in general it is around one accessible staff per 25, but that there are other specific criteria. The planning division approves the permits and plans for new or altered parking lots. Chair Reyes Acosta asked what a person can do if a business does not have enough parking. Mulhall responded that they can engage in advocacy, a direct lawsuit, or file City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final May 9, 2017 Commission a grievance with the Department of Justice. Estabrooke stated that they can also ask code enforcement to check the conditional use permit. The floor was opened for public comment. Alicia White asked about the 3x5 card that Estabrooke mentioned. Estabrooke responded that it is the placard registration which is required to be with the car. Bill Hyatt asked if this department also deals with vehicles parked in the access aisle? Estabrooke responded that yes they would investigate that as well. Member Flores asked if there was enforcement related to grocery carts in the access aisle. Estabrooke responded that they only enforce for vehicles, but typically they will just move the cart. Alicia White asked if education on accessible parking was available, rather than always focusing on punitive measures. Mulhall shared that RICV has produced a video that provides information about accessible parking. Estabrooke shared that since these are parking regulations, they should be included in the drivers education that young adults receive. Veronica Hernandez asked what happens during the enforcement sweeps when a person has the placard for a child. Estabrooke stated that the sworn officer makes the deciding call and they tend to err on the side of caution if there is no registration for the accessible placard. If a placard is seized but is legitimate a person will still need to reapply for the accessible parking designation. ID17-682 Soul Injury Symposium & Alzheimer's and Brain Awareness Month Liz Zemke presented to the commission on this item. She shared that the Soul Injury conference would be held on June 6. Member Potter asked how they will handle trigger warnings during the conference? Zemke responded that she is unsure, but that will be done by City of Fresno ***Subject to Mayoral Veto Page 5 Disability Advisory Meeting Minutes - Final May 9, 2017 Commission the presenter. She further asked if the Soul Injury conference will include issues related to living with a life-long disability. Zemke responded in the affirmative, stating that all people with disabilities are impacted by this in some degree. Potter suggested that there be a specific discussion around this concept for people with disabilities. Zemke shared that June is Alzheimer awareness month. People can support the awareness effort by putting up purple and fielding questions about alzheimer's and on June 21, the longest day of the year, people are asked to wear purple. 7. Subcommittee Reports 7-A. Outreach Subcommittee Chair Reyes Acosta reported that work on the booklet continues. Secretary Mulhall opened a discussion regarding the social media pages, stating that maintenance is becoming an issue and that the city is currently working on a social media policy that will restrict the number of city social media sites as well as who is allowed to post to them. Mulhall requesting that the DAC consider discontinuing the facebook and twitter pages. Discussion included having a post stating that posts will be discontinued and directing people to where they can get information. Discussion on this item will be continued next meeting. 7-B. Transportation Subcommittee Member Duarte presented on the new extended FAX hours and the comparable Handy Ride services, which start May 1. Community member Sarah Harris asked for clarification on the following scenario: If she goes to a place in the service area, then needs to be brought home outside of the service area during the later hours, would Handy Ride be able ot take her home. Duarte responded in the negative. Community Member Jan Carmichael asked for verification that only those in the service area can travel within the service area during the extended hours. Duarte responded in the affirmative. Duarte further explained that the grant funding only allowed for extending hours within that service area. Duarte responded that it will be on the phone line, there are printouts of the map available at the meeting and that the new route information will be send out to users. 8. Task Forces 8-A. Website Review Task Force Sarah Harris reported that she had an opportunity to review the new Airports website and was pleased with the outcome. Mulhall stated that they had also reviewed the website using an automated testing tool. This task force is now complete.
