Approval of Agenda On motion of Vice Chair Randall, seconded by Board Member Pitt, the above item was approved. Approval of Minutes City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final April 10, 2018 Commission ID18-0483 Approval of the Disability Advisory Commission Minutes from March 13, 2018 On motion of Board Member Coulter, seconded by Vice Chair Randall, that the above Action Item be approved. The motion carried by the following vote: Aye: 6 - Chairperson Reyes Acosta, Board Member (ex officio) Duarte, Board Member Flores, Board Member Pitt, Vice Chair Randall, Board Member Coulter and Board Member Norwood Absent: 1 - Board Member Elvington 4. Member Reports and Comments Member Norwood reported that he has been using the FresGo app with success, noting the fast response of staff. He encouraged the public to use this tool. Member Flores stated that April is national Autism Awareness month. She reported that recently a German delegate visited Fresno to learn some of our program models to bring back home. Member Pitt reported that Fresno State rehabilitation and mental health counseling program has partnered with DOR and will have a job fair on 5/3. She further announced that FSU programs Advisory Board has vacancies. She can be emailed by those who are interested in learning more. FSU counseling program will have a booth at Vintage Days April 20 - 22. Chair Reyes Acosta stated that FCC will host an online workshop on 4/13 about communication needs during disasters. She further stated that the community can continue to comment to FCC about Net Neutrality. CA has two bills in response to Net Neutrality rulings. Reyes Acosta encouraged the community to check out and advocate agains HR 620. On 4/21 RICV Bridges program will have a fundraiser breakfast. 5. Secretary's Report Secretary Mulhall reported that the Accessible Fresno Small Business City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final April 10, 2018 Commission Initiative application period is open. Please encourage businesses to apply to participate. The next workshop will be on 4/24 at 9am at SCORE Central Valley. On 5/3 at 4pm the City of Fresno Police Department will team up with the State Council on Developmental Disabilities to provide training at CVRC geared at teaching how to have a safe interactions between law enforcement and people with Intellectual or Developmental Disabilities. 4/25 at 10am will be the County-City Joint Access and Functional Needs meeting. Anyone interested in participating can contact Mulhall to get the details. There has been a request for commissioners to share emails with each other. Mulhall will send out an email list; she reminded the commission about the Brown Act restrictions on email meetings. Mulhall will also schedule time for a Brown Act refresher training. 6. Unscheduled Communication / Public Comments Liz Zemke, RN, addressed the commission to share that April is Limb Loss Awareness month. The Gait and Mobility Clinic will be at FSU on 4/14. The Children's Hospital fun day prosthetic clinic will be on 4/20. Larry Wanger, Executive Director for RICV addressed the commission. He stated that HR 620 looks to be dead in the Senate, as they do not have consensus. Wanger stated that the existing paratransit service contract expires in November. He reminded the commission that it is in a unique roll and encouraged them to have representation in the contract renewal process and selection. This will be added to a future subcommittee agenda for discussion. Tommy Tahami addressed the commission, encouraging the city to develop a one-day transportation pass. Jerry Zuniga from Habitat for Humanity addressed the commission to share City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final April 10, 2018 Commission information about the senior paint program they are administering on behalf of the City of Fresno. July 1 they hope to launch a minor emergency repair program that would include access construction such as ramps and bathroom modifications. They engage volunteers year round and would welcome them. The commission requested that Habitat for Humanity provides a presentation at a future meeting. Yonas Paulos, Homeless Veterans advocate, address the commission to state that he recently met with H. Spees in the Mayor's office and is making many connections on these issues. He provided information and fliers from the Housing Authority meetings, which he is still attending. On 4/28 will be a special event honoring Vietnam Veterans at the Grizzlies game. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Presentations 7-A. ID18-0484 Parks, After School, Recreation, and Community Services (PARCS) Department Update New PARCS Department Director Parvin Neloms provided an overview of his experience and his goals for the PARCS programs. As part of the work they are doing he is hoping to expand the inclusion services and do more adaptive sports programs as well as to expand Older Adult participation in programs. He shared that they are working on creating jobs and training programs in partnership with FCC and FSU, such as a landscaping program. They are also working internally to create a mobile application to better inform the public about programs and activities. Chair Reyes Acosta asked about the progress on transportation to City of Fresno ***Subject to Mayoral Veto Page 4 Disability Advisory Meeting Minutes - Final April 10, 2018 Commission Inspiration Park. Neloms responded that they are still working on it. Reyes Acosta asked if PARCS has been able to replace the wheelchair swing at that park. Neloms stated that he thinks it has been replaced, but will check into it. Reyes Acosta inquired about the initiative to have a new parks tax. Neloms stated that he is not directly involved in that effort, which is being lead by the Central Valley Regional Foundation. 7-B. ID18-0485 California Senior Legislature Minerva Garcia provided a presentation about the California Senior Legislature (CSL). She was appointed the CLA to represet Fresno Madera Area Agency on Aging (FMAAA), as she is also a member of their advisory council. CSL has been in existance since 1979. They have their annual sessions in October. Garcia stated that there is a need for more representation in both groups. there are seats for 80 appointed representative for the Assembly and 40 for the Senate. There are currently 33 representatives for the full state. As part of their objectives they write proposals for laws and conduct a senior rally. Some of the issues they provide comment on include financial constraints, health, and disaster services for seniors. They regularly provide planning and service area reports on activities. Garcia invited members of the public who are 55+ to attend the Senior Rally in Sacramento on 5/8. There will be bus transportation from Fresno and lunch provided to attendees. 8. Subcommittee Reports 8-A. Outreach Subcommittee Member Pitt reported that members of the public may send the DAC any topics or questions that want answered in the media resource guide. 8-B. Transportation Subcommittee The next transportation subcommittee meeting will be on May 8 at 8:30am.
