4. Presentations
ID18-0596 Public Works Landscape Division SVS Contract
Landscape Maintenance manager Aaron Aguirre and Social Vocational
Service program coordinator Peter Abetia presented to the commission
about the Public Works Landscape Division Contract with Social Vocational
Service. Aguirre indicated that this contract should be expanding to include
PARCS in the future. Abetia and program participants shared about the work
experience.
Chair Reyes Acosta asked about the pay scale of the employees. Abetia
responded that they provide sub minimum wage as allowed based on skills.
5. Member Reports and Comments
Member Coulter presented that the Deaf and Hard of Hearing Service
Center recently met with Sgt. Serrano of the Police Department Domestic
Violence unit to discuss ways to collaborate and brainstorm ways to
improve services to Deaf/Hard of Hearing victims. Coulter further reported
that the Sacramento Deaf Services office is changing and there are
proposed budget cuts that would impact their funding. The DHHSC
Executive Director is continuing to advocate at the capital and all are
encouraged to send letters to support funding for Deaf programming. Lastly,
Coulter reported that she is collaborating with the Fresno Airport regarding
communications with Deaf/Hard of Hearing in the terminal.
Member Elvington shared that service dog users should be aware that Delta
airlines is requiring rabies vaccination verification and a form from the
doctor. He encouraged service dog users check with airlines in advance of
travel for any changed requirements.
Member Flores shared that the State Council on Developmental Disabilities

and the Fresno Police Department recently conducted a successful training
at Central Valley Regional Center "Law Enforcement and Me" with over 50
people in attendance. Flores reported that Central Valley Regional Center
now has eight certified person-centered trainers, including Reva Guimont
who has worked diligently for year to make this happen.
Chair Reyes Acosta stated that TDDP is working on regulations and will
have hearing to better understand the needs of the community in regards to
communications and internet access. She stated that HB 620 is currently
being heard in the Senate having already passed the house. She stated that
A-Z Home Medical equipment is interested in supporting non-profits that
need supplies, food, and water.
6. Secretary's Report
Secretary Mulhall reported that in June the Achievement Awards nomination
period will open. She reported that Accessible Fresno Small Business
Initiative is working on developing an outreach team of interns to assist with
getting the word out about the program and signing businesses up to
participate. The next business training is scheduled for June 28 at 9am.
7. Unscheduled Communication / Public
Comments
Sarah Harris from RICV and CCB addressed the commission. Sign-ups for
the bus to Disability Capital Action Day in Sacramento close this Thursday.
The BRIDGES summer program is open for applicants; the recent fundraiser
earned $800. The CCB fundraiser breakfast will be on 7/14 8am - 10am.
Veronica Hernandez from CCB addressed the commission. She stated that
Eaton Elementary has a program for parents of blind children; need more
participation.
Yonas Paulos addressed the commission. He shared a story of a Veteran
who was able to be housed within one day. On 5/28 will be a Veterans event
in Calwa, he plans to have a booth. Paulos expressed concern about the
deportation of Veterans.

8. Subcommittee Reports
8-A. Outreach Subcommittee
Member Pitt reported that they are still seeking feedback on the media
resource guide. The commission asked for the first draft to be sent to them;
feedback can be emailed to Secretary Mulhall.
8-B. Transportation Subcommittee
Member Duarte reported that they are instituting new driver shifts. There are
16 new vehicles in June. He stated that the subcommittee had requested
monthly statistics for review. FAX has a new mobile application for use.
Handy Ride contract with Keolis has an extension through next February
and they may qualify for an additional year after that, then there will be an
RFP open for bidders. Chair Reyes Acosta asked if people with disabilities
can be involved in the selection process.
There was a discussion about the transportation to Inspiration Park.
Member Elvington suggested some kind of shuttle bus from Manchester to
the Park on an hourly basis. Vice Chair Randall suggested that the city
consider using ride shares in addition to the system.
Yonas Paulos addressed the commission to thank FAX for going to the
Veteran's home the day before. He noted that there is still a need for
sidewalks there as well.
