Member Reports and Comments Member Pitt shared that there is a Fresno Unified School District Advisory meeting on Thursday October 4 at 5:30pm at the Parent Resource Center. Food and childcare will be provided for attendees. Vice Chair Reyes Acosta reported that the Resources for Independence Central Valley Annual Dinner will be this friday at Pardinis. Tickets and raffle tickets are still available. RICV will hold their self Advocacy Conference in October. The "Be About it " Youth program is on September 7 at 5:30pm. Reyes Acosta further reported that the Deaf and Disabled Telecommunications Program currently has vacant seats available for people who have hearing disabilities. Member Coulter reported that Deaf and Hard of Hearing Service Center and their sister agencies successfully received the funding increase in the governor's budget. They expressed gratitude for the presence and letters, which made a difference for the funding. 5. Secretary's Report Secretary Mulhall announced that Carlos Duarte has retired. He expressed his gratitude to the commissioners and the members of the public. The DAC received an invitation to have a booth at the Fresno City College Disabled Students Celebration of Disability Awareness month. If members are interested in staffing a booth let Mulhall know. Grants Administrator expressed gratitude for the letters of support from the DAC and members of the community for their grant applications. 6. Unscheduled Communication / Public Comments City of Fresno ***Subject to Mayoral Veto Page 2 Disability Advisory Meeting Minutes - Final August 14, 2018 Commission Sarah Harris, RICV BRIDGES Counselor and president of the California Council for the Blind addressed the commission. She stated that RICV will be hosting an Energy Upgrade CA workshop on August 30, 2pm - 4pm. The workshop will be on reducing the carbon footprint. Harris further reported that the statewide CCB conference will be held in Fresno June 5, 2019 - June 10, 2019 at the Doubletree. Glenna Gammel addressed the commission asking that Member Pitt repeat the information about the FUSD advisory committee meeting. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Presentations 7-A. ID18-0955 FresGo Reporting System Director TJ Miller and Community OUtreach Specialist Miguel Ramirez provided an overview of the FresGo Reporting system, including a demonstration on how to report issues and discussion of the data that has been collected from reports. Vice Chair Reyes Acosta asked how many people they anticipate will use or download the program. Miller responded that their goal is 75,000 users, but that they will be celebrating at each 25,000 mark. Reyes Acosta asked if FresGo can be used for reporting sidewalk lifts. Miller responded in the affirmative. Member Norwood stated that he is a big supporter of the FresGo system. He asked if people can submit multiple issues. Miller responded in the affirmative, stating that the issues are able to be routed to the appropriate division internally. Norwood asked if there are plans to expand to cover the City of Fresno ***Subject to Mayoral Veto Page 3 Disability Advisory Meeting Minutes - Final August 14, 2018 Commission Fresno County islands within the City. Miller responded that currently it is only for city issues, but will typically provide the appropriate contact issue for a County representative. In the future there is a hope to coordinate. He further asked if the same held true for the ponding basins. Miller responded in the affirmative. Member Reyes Acosta indicated that she has had a great experience using this system and referring it to others. Chair Randall expressed that this would be beneficial information for Homeowners Associations. Ramirez offered to present to any group that would like to know more about the program. Member Norwood asked if videos can be uploaded. Miller responded in the negative, that this would take too much bandwidth. The floor was opened for public comment. Yonas Paulos addressed the commission asking what would be the cost to clean up graffiti that is reported through FresGo. Miller indicated that she was unsure, but that it is a pre-existing line item in the budget. Larry Wanger asked if FresGo could be used to report concerns for transportation and schedules. Miller responded that they are currently expanding the options for FAX but need to work through the union for the complaint portion. Ramirez also indicated that there is a new FAX mobile application. Tristan Kelly addressed the commission to express kudos for the graffiti efforts. He indicated that he is concerned about report times and the escalation process. He cited as an example the issues that his community faced with a late operation clean up pick up. Ramirez provided information about the Operation Clean Up program and some of the possible alternative solutions, but noted that operation clean up is not part of the reporting system. 7-B. ID18-0956 Brown Act Refresher Training On motion of Vice Chair Reyes Acosta, seconded by Board Member Norwood, that the above Action Item be continued. Subcommittee Reports 8-A. Outreach Subcommittee Member Reyes Acosta stated that the subcommittee is waiting for the Humanic program interns to proceed with work. 8-B. Transportation Subcommittee 9. Task Forces Member Reyes Acosta reported that there was great input this morning in the transportation subcommittee. There are new representatives from FAX and Handyride available to respond to complaints. The subcommittee voted to have meetings every two months, beginning in February 2019. The next meeting will be in December. She further noted that Keolis, the Handy Ride contractor, is looking for input when they plan next year's community day and health fair. FAX is currently in design phase for their median island bus stop project, and the subcommittee was able to have a presentation about that project. Member Elvington stated that bus stops are currently not very standard and those without benches can be hard to identify. Member Norwood suggested that there could be some kind of tactile method to identify. Secretary Mulhall mentioned a crowdsourcing application that the Perkins school for the blind has put together that helps with this. ID18-0953 DAC Achievement Awards Chair Randall and Member Norwood are assigned to this task force. They have scheduled a time to meet to narrow down the nominees and present to the commission next month. Secretary Mulhall stated that the tentative celebration date will be September 27.
