Call To Order Chair Randall called the meeting to order at 10:03am and asked for a moment of silence in rememberance of September 11. As there was no quorum, no action could be taken on agenda items. Present 3 - Chairperson Mary Beth Randall, Vice Chair Frances Reyes Acosta, and Board Member Susan Coulter Excused 4 - Board Member (ex officio) Ken Elvington, Board Member (ex officio) Heather Flores, Board Member Norman Norwood, and Chairperson Jenelle Pitt Absent 1 - Board Member (ex officio) Carlos Duarte 2. Approval of Agenda As there was no quorum, no action could be taken. 3. Approval of Minutes As there was no quorum, no action could be taken. ID18-1063 Approval of the Disability Advisory Commission Minutes from August 14, 2018 As there was no quorum, no action could be taken. 4. Member Reports and Comments Vice Chair Reyes Acosta expressed appreciation for community members who got involved with and attended the Resources for Independence Central Valley annual dinner. She noted that Member Coulter attended to receive the recognition of the Deaf and Hard of Hearing Service Center. On September 25 RICV will hold a community comments evening at DHHSC; City of Fresno ***Subject to Mayoral Veto Page 1 Disability Advisory Meeting Minutes - Final September 11, 2018 Commission all are invited to attend. Reyes Acosta further reported that the Deaf and Disabled Telecommunications Program is advocating for wifi and mobility devices to be covered, as currently only hard wired devices are covered by the program. Member Coulter reported that the Valley Deaf Festival will be held on November 17 at the Fresno Fair Grounds. The event will have a Star Wards Theme and will include a performance by a famous Deaf entertainer. Next week is Deaf Awareness week and DHHSC has events every night. 5. Secretary's Report Secretary Mulhall reported that Public Works has submitted Highway Safety Improvement PRoject (HSIP) grants for HAWK signals and countdown pedestrian signal heads. The city is currently in design phase to install Accessible Pedestrian Signals and new countdown pedestrian signal heads along the Q corridor of Blackstone Avenue and Kings Canyon; estimated construction will be 2020. Recently APS were installed at Palm/Shaw and at Shaw/First in response to community requests. The California Commission on Disability Access will host a Restaurant Forum on November 14, 8am - 1pm at the Falls Event Center; all are encouraged to RSVP to attend. Thank you to commissioners and community members who provided input to the CCDA on their Restaurant Topic Guide. Mulhall stated that Carlos Duarte has retired; she will reach out to staff who have disabilities to see if there are any who have interest in becoming ex officio members of the DAC. Vice Chair Reyes Acosta stressed the importance of having representation from the Transportation department at every meeting; Mulhall will reach out to FAX to make the request. Mulhall reported that the city is moving forward with the CASp assessments for businesses in the Accessible Fresno program. Next month there will be a presentation on the Blackstone plan as well as the Annual ADA Report. Unscheduled Communication / Public Comments Christine Martinez Santana addressed the commission, stating that she is concerned about the distance that she has to walk to get to the bus stops. She is also concerned that many stops do not have covers or seats, which is challenging for people who cannot stand outside very long. She stated that many people are too embarrassed to speak up. Glenna Gammel addressed the commission to ask about resources for addressing concerns that they have with her ILS worker. Mulhall indicated that ILS is a county program and will provide Gammel with the contact information for Fresno County. Yonas Paulos addressed the commission to share that he continues to work independently without an organization to help homeless veterans. She shared a success story of nine veterans attending an event at Betty Rodrigues library. He stated that September 17 and September 18 will be the Stand up/Stand Down events for Female and Male Veterans (respectively), which assist central valley veterans with connecting with services and provides a veterans court. This portion of the meeting is reserved for persons desiring to address the DAC on any matter not on this agenda (presentation are limited to 3 minutes per person). The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 7. Task Forces ID18-1062 DAC Achievement Awards As there was no quorum, no action could be taken on this item. Subcommittee Reports 8-A. Outreach Subcommittee Vice Chair Reyes Acosta reported that they will start work on this project once the Fresno State Humanics students are assigned to the project. 8-B. Transportation Subcommittee The commission discussed the importance the the paratransit role that is now vacant with Duarte's retirement; concern that it will remain vacant was expressed. Chair Randall volunteered to draft a letter from the DAC stating the importance of a specialist who understands disability and can be available to address concerns individually. This will be brought forth at either the special meeting or the October meeting. Christine Chavez addressed the commission, stating that since the last meeting she has had more trouble with Handy Ride, specifically the length of ride time and missing appointments despite a pick up time 2.5 hours in advance of the appointment. She had to cancel her return pick up, but the bus still came. She is concerned that the dispatchers may be retaliating. The commission encouraged Chavez to file a written complaint. She indicated that she doesn't read or write well. Mulhall responded that FAX personnel can make accommodations and assist her with the complaint. The commission requested a presentation at the December Transportation subcommittee meeting about trip duration. Yonas Paulos addressed the commission, stating that he has had issues with the ticket vending machines. He advised others that sometimes you have to wait longer to get the ticket. Chavez stated that she had and incident where she received too many tickets from the machines.
