The meeting was called to order by 2nd Vice Chair Palma at 5:10 P.M. ID19-11105 Special Meeting Notice 2. Roll Call (* indicates a Voting Seat) Present: 8 – 2nd Vice Chair Citlali Palma* (CD 6), Secretary Gabriela Martinez (CD 6), Commissioner McKay Duran* (Mayor's Office), Commissioner Jesus Lopez (Mayor’s Office), Commissioner Daniel Galvan* (CD 3), Commissioner Alyssa Villegas* (CD 4), Commissioner Luis Guzman (CD 4), and Commissioner Adriana Reyes* (CD 5) Absent: 0 – None Vacancies: 8 – Voting seats and alternate seats for CD 1, CD 2, and CD 7; alternate seats for CD 3, and CD 5 If a voting member is absent, the alternate counterpart exercises motion and voting rignts during that period of absence. CD = Council District 3. Review & Approve Agenda On motion of Commissioner Galvan, seconded by Commissioner Villegas, that the agenda for August 2, 2019 be approved. Ice Breaker / Team Builder / Capacity Building Training Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza welcomed McKay Duran to the commission. McKay is the voting member for the Mayor's Office. Program Coordinator Espinoza asked the commissioners to share the highlight of their summer or what they were looking forward to this summer. The commissioners shared their highlights and goals for the summer. 5. Commissioners / Staff - Reports and Comments No reports or comments made. 6. Review & Approve Minutes ID19-11104 Minutes for June 14, 2019 and July 12, 2019 City Clerk's Office Coordinator Marco Martinez advised the commission that the July 12, 2019 minutes were not ready for approval. On motion of Commissioner Galvan, seconded by Commissioner Reyes, that the minutes for June 14, 2019 be approved. Presentations / Workshops / Action Items ID19-11106 Discussion and actions establishing the Fresno Youth Commission Meeting Schedule for the remainder of the year The commissioners discussed possible meeting dates and times for the remainder of the year. The dates selected are: 8/16/19, 9/6/19, 9/27/19, 10/11/19, 10/25/19, 11/4/19, 11/18/19, and 12/2/19. On motion of Commissioner Reyes, seconded by Commissioner Villegas, that the above Fresno Youth Commission meeting schedule be approved. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Palma, Reyes, and Villegas Noes - 0: None Absent - 0: None ID19-11107 Discussion and actions pertaining to the Fresno Youth Commission (overview) and its bylaws Coordinator Martinez showed the commissioners how to access the commission's agenda, agenda items, and item reports on the City's website. He briefly spoke about the commission's duties under the ordinance that created the commission, which is mainly to advise City Council and the Mayor's Office in regards to issues affecting youth. He also spoke about the requirements the commission had to comply with as a Brown Act abiding body and stated that there would be a more comprehensive training session in regards to the Brown Act at a future meeting. He advised the commissioners in regards to the commission's bylaws and asked that the commissioners read the bylaws; and to bring forth any amendments to the bylaws (as a future agenda item) as they saw fit. ID19-11108 Discussion and actions pertaining to the selection of officer positions for the Fresno Youth Commission Coordinator Martinez announced the open officer positions. He advised that if a member currently occupying an officer position obtained a different officer position, then the previously occupied position would be open for election. He also stated that under the current bylaws, only voting members could occupy the Chair position. Program Coordinator Espinoza gave an overview in regards to the roles and responsibilities of the officer positions. 2nd Vice Chair Palma called for nominations for Sergeant of Arms. Commissioner Guzman nominated Commissioner Lopez. Commissioner Lopez accepted the nomination. There was no opposition to the nomination and Commissioner Lopez was elected as Sergeant of Arms. Commissioner Guzman nominated himself to the position. There was no opposition to the nomination and Commissioner Guzman was elected as 1st Vice Chair. 2nd Vice Chair Palma called for nominations for Chair. She nominated herself to the position. There was no opposition to the nomination and 2nd Vice Chair Palma was elected to the position of Chair. The position of 2nd Vice Chair became open for nominations. Chair Palma called for nominations for 2nd Vice Chair. Secretary Martinez nominated herself to the position. There was no opposition to the nomination and Secretary Martinez was elected to the position of 2nd Vice Chair. The position of Secretary became open for nominations. Chair Palma called for nominations for Secretary. There were no nominations for the position. Coordinator Martinez advised that he was also taking notes during the meetings and that if there wasn't interest in the Secretary position at this time, that the position could be filled at a later date. The position of Secretary is vacant. On motion of Commissioner Villegas, seconded by Commissioner Galvan, that the above elected officer positions are certified and effective at the time of their election. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Palma, Reyes, and Villegas Noes - 0: None Absent - 0: None ID19-11109 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Program Coordinator Espinoza stated that he had sent the commission approved letter to City officials, including the councilmembers, mayor, and city manager. He said that councilmembers and the mayor had expressed gratitude for hosting a space for youth to express their thoughts in regards to the selection of the new police chief. He added that the City would create a City of Fresno ***Subject to Mayoral Veto Page 5 Fresno Youth Commission Meeting Minutes - Final August 2, 2019 committee to assist in the selection of the new police chief and that he would advise the commission if there was any youth seats on the committee. ID19-11110 Discussion and actions pertaining to alcohol advertising in the City of Fresno Program Coordinator Espinoza gave a summary in regards to the previous Friday Night Live presentation. He suggested that the commission think about adding language regarding alcohol to the Responsible Neighborhood Market Ordinance (RNMO) that the commission supported at City Council. Through consensus, the commissioners agreed to work on anti-alcohol advertising language at a future meeting. ID19-11111 Discussion and actions pertaining to the Civic Learning Partnership’s civic engagement award Program Coordinator Espinoza spoke in regards to his meeting with John Minkler of the Civic Learning Partnership (CLP). He stated that the CLP is seeking to get City Council to create an award to recognize three organizations that are involved with civic engagement. The CLP would like the Fresno Youth Commission to petition the City Council to pass a resolution creating this award. Program Coordinator Espinoza also gave examples of civic-minded organization, including Friday Night Live, which has been picking tobacco at parks to collect as evidence to pass a state-wide proposal to prohibit tobacco products in parks. Commissioner Duran asked for the amount of the award. Program Coordinator Espinoza responded that the award would probably be a plaque. There was further discussion as to the fomation of an ad-hoc committee to work with the CLP on the resolution's language. Chair Palma, 1st Vice Chair Guzman, 2nd Vice Chair Martinez, and Commissioner Duran volunteered to be part of the ad-hoc committee. On motion of Commissioner Galvan, seconded by Commissioner Reyes, that the Civic Learning Partnership Ad-Hoc Committee be formed to work City of Fresno ***Subject to Mayoral Veto Page 6 Fresno Youth Commission Meeting Minutes - Final August 2, 2019 with the CLP on language for a resolution to present to City Council to create an award for civic-minded organizations. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Palma, Reyes, and Villegas Noes - 0: None Absent - 0: None ID19-11112 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Program Coordinator Espinoza stated that he was still waiting to hear when the final version of the ordinance would go back to City Council for final approval. 8. Program Coordinator Espinoza asked for another commissioner to join Civic Engagement Task Force. 1st Vice Chair Guzman volunteered and was appointed to the task force by Chair Palma. 1st Vice Chair Guzman left the meeting at 6:22 P.M. and returned at 6:25 P.M. 2. Social Media Committee. No reports made. 3. Youth Jobs Task Force. Program Coordinator Espinoza gave a brief summary about the creation of the task force. Sergeant of Arms Lopez volunteered to be join the task force. Chair Palma appointed him to said task force. 4. Other Committee Reports. No reports made. 9. Calendar Items Program Coordinator Espinoza invited the commissioners to attend the YLI City of Fresno ***Subject to Mayoral Veto Page 7 Fresno Youth Commission Meeting Minutes - Final August 2, 2019 retreat at Fresno State which would feature YLI trainings. He also invited the commissioners to attend the First Gen Conference at Edison High School, which is being hosted by Evelyn Reyes from the University of Michigan in regards to motivating first generation students to attend college. 10. Public Comments Rafael Ramos addressed the Fresno Youth Commission in regards to parks. He suggested that the City create programs to hire youth to clean parks. The commissioners were open to the idea of asking the PARCS Department to present in regards to the paks clean-up programs at a future meeting. Members of the public may address the Fresno Youth Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Fresno Youth Commission. Each person is limited to a three (3) minute presentation. Anyone wishing to be placed on an agenda for a specified topic should contact the City Clerk’s Office at least five (5) days prior to the desired date. Fresno Youth Commission action on unscheduled items, if any, shall be limited to referring the item to staff and possible scheduling on a future Fresno Youth Commission agenda. 11.
