The agenda and related staff reports are available at www.fresno.gov, as well as in the Office of the City Clerk. 1. 5:30 P.M. - Call to Order The Fresno Youth Commission met in regular session on Friday, August 16, 2019 at the Bitwise "Bee Hive" building. The meeting was called to order by 1st Vice Chair Guzman at 6:03 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 6 – 1st Vice Chair Luis Guzman (CD 4), 2nd Vice Chair Gabriela Martinez (CD 6), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Daniel Galvan* (CD 3), and Commissioner Adriana Reyes* (CD 5) Absent: 1 – Commissioner Alyssa Villegas* (CD 4) Vacancies: 9 – Voting seats and alternate seats for CD 1, CD 2, and CD 7; Voting seat for CD 6; and alternate seats for CD 3, and CD 5 In the absence of Commissioner Villegas, 1st Vice Chair Guzman exercised motion and voting rights during the meeting. Given that the voting seat for CD 6 is vacant, 2nd Vice Chair Martinez exercised motion and voting rights. If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda City Clerk's Office Coordinator, Marco Martinez announced that the title of item ID 19-11242 should be "Minutes for August 16, 2019," and not "Minutes City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final September 6, 2019 for August 2, 2019." On motion of Commissioner Galvan, seconded by 1st Vice Chair Guzman, that the agenda for September 6, 2019 be approved as amended. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Guzman, Martinez, and Reyes Noes - 0: None Absent - 0: None 4. Election of Officers ID19-11243 Discussion and actions pertaining to the selection of officer positions for the Fresno Youth Commission Coordinator Martinez announced that the resignation of Chair Citlali Palma created a vacancy in the officer position of Chair, and that any subsequent vacancies for other officer positions could be filled during the meeting through nominations and an election. 1st Vice Chair Guzman opened nominations. 1st Vice Chair Guzman nominated himself to the officer position of Chair. There were no other nominations. This created a vacancy for the officer position of 1st Vice Chair. 2nd Vice Chair Martinez nominated herself to the officer position of 1st Vice Chair. There were no other nominations. This created a vacancy for the officer position of 2nd Vice Chair. Commissioner Galvan nominated himself to the officer position of 2nd Vice Chair. There were no other nominations. There were no nominations for the officer position of Secretary. On motion of Commissioner Reyes, seconded by Commissioner Duran, that nominated members be elected to their respective officer positions. Ice Breaker / Team Builder Youth Leadership Institute (YLI) Program Coordinator, Jose Espinoza led the youth commissioners in a "rock, paper, scissors" activity. 6. Review & Approve Minutes ID19-11242 Minutes for August 16, 2019 On motion of 1st Vice Chair Martinez, seconded by 2nd Vice Chair Guzman, that the minutes for August 16, 2019 be approved. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Guzman, Martinez, and Reyes Noes - 0: None Absent - 0: None 8. Presentations / Workshops / Action Items ID19-11245 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Program Coordinator Espinoza said the City had decided to hire a police chief who was not part of the group of interview finalists. He elaborated that various community partners had expressed frustration as to the hiring process. Sergeant of Arms Lopez gave a summary of the interview process and the frustration he had trying to make it to the new police chief conference, as the City changed the location at the last minute. Commissioner Duran asked questions about the new police chief's role in the selection of a future police chief. 1st Vice Chair Martinez inquired as to the City Manager's expectations for police chief candidates. The youth commissioners discussed the best ways to ensure youth input in City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final September 6, 2019 the selection of a future police chief. The commissioners decided to create the Police Chief Selection Partnership Ad-Hoc Committee and to invite the Mayor and City Manager to discuss the concerns of the youth commission in regards to the selection of the new police chief. On motion of 1st Vice Chair Martinez, seconded by 2nd Vice Chair Galvan, that the Police Chief Selection Partnership Ad-Hoc Committee be formed, with Commissioners Duran, Guzman, Lopez and Martinez as committee members. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Guzman, Martinez, and Reyes Noes - 0: None Absent - 0: None ID19-11246 Discussion and actions pertaining to alcohol advertising in the City of Fresno Program Coordinator Espinoza stated that the Friday Night Live (FNL) presenters could not make it to the meeting and requested that the item be taken up at a future meeting. Through consensus the item was moved to a future meeting. ID19-11248 Discussion and actions pertaining to the civic engagement award/resolution 1st Vice Chair Martinez read the rough draft of the civic engagement award resolution. Program Coordinator Espinoza offered an overview of the resolution drafting process. Commissioner Duran and 1st Vice Chair Martinez spoke about the changes they made to the resolution during their ad-hoc committee meeting. Commissioner Duran spoke about the possible categories for the awards (either project-based or age groups). Coordinator Martinez stated that the commissioners could attach an exhibit to the resolution with the award guidelines. The ad-hoc committee members expressed that they would bring back an updated resolution to the next meeting. ID19-11249 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) City of Fresno ***Subject to Mayoral Veto Page 5 Fresno Youth Commission Meeting Minutes - Final September 6, 2019 Program Coordinator Espinoza expressed that he was still waiting to hear back from Councilmember Nelson Esparza in regards to the City's next steps for the RNMO. There was no further discussion. ID19-11251 Discussion and actions pertaining to community service opportunities (research opportunities for the Fresno Youth Commission) Program Coordinator Espinoza offered the youth commissioners the opportunity to engage in a community service opportunity that the Youth Commission could officially adopt as a "day of service." This would serve to engage the youth in the community and create broader community partnerships, as well as to "market" the Youth Commission to other youth. He asked the youth commissioners to think about possible community service activities that they would like to engage in, and to bring ideas to the next meeting. 9. Calendar Items Program Coordinator Espinoza spoke about the upcoming events and asked for volunteers for Constitution Day. 11. Public Comments No public comments made. Members of the public may address the Fresno Youth Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Fresno Youth Commission. Each person is limited to a three (3) minute presentation. Anyone wishing to be placed on an agenda for a specified topic should contact the City Clerk’s Office at least five (5) days prior to the desired date. Fresno Youth Commission action on unscheduled items, if any, shall be limited to referring the item to staff and possible scheduling on a future Fresno Youth Commission agenda. 12.
