The agenda and related staff reports are available at www.fresno.gov, as well as in the Office of the City Clerk. 1. 5:30 P.M. - Call to Order The Fresno Youth Commission met in regular session on Friday, August 16, 2019. The meeting was called to order by 1st Vice Chair Guzman at 6:03 P.M. 2. Roll Call (* indicates a Voting Seat) Present: 7 – 1st Vice Chair Luis Guzman (CD 4), 2nd Vice Chair Gabriela Martinez (CD 6), Sergeant of Arms Jesus Lopez (Mayor's Office), Commissioner McKay Duran* (Mayor's Office), Commissioner Daniel Galvan* (CD 3), Commissioner Alyssa Villegas* (CD 4), and Commissioner Adriana Reyes* (CD 5) Absent: 0 – None Vacancies: 9 – Voting seats and alternate seats for CD 1, CD 2, and CD 7; Voting seat for CD 6; and alternate seats for CD 3, and CD 5 It was announced that Chair Palma had resigned from the Fresno Youth Commission, effective August 15, 2019. As the corresponding alternate, 2nd Vice Chair Martinez will exercise motion and voting rights until Chair Palma's seat is filled by Councilmember Garry Bredefeld. If a voting member is absent, the alternate counterpart exercises motion and voting rights during that period of absence. CD = Council District 3. Review & Approve Agenda City of Fresno ***Subject to Mayoral Veto Page 2 Fresno Youth Commission Meeting Minutes - Final August 16, 2019 Youth Leadership Institute (YLI) Program Coordinator Jose Espinoza stated that the June 7, 2019 minutes were also included for approval. He also requested that item ID 19-11155 be heard first in order to accommodate the guest presenter. On motion of 2nd Vice Chair Martinez, seconded by Commissioner Villegas, that the agenda for August 16, 2019 be approved as amended. The motion carried by the following vote: Ayes - 5: Duran, Galvan, Martinez, Reyes, and Villegas Noes - 0: None Absent - 0: None 4. Ice Breaker / Team Builder / Capacity Building Training Coordinator Espinoza asked the commissioners to share their thoughts on the first week of school or what they were looking forward to as summer ends. The commissioners shared their experiences in regards to school and their goals. The overall theme and goal was time management in regards to school and work. Sergeant of Arms Lopez joined the meeting at 6:14 P.M. 5. Commissioners / Staff - Reports and Comments Program Coordinator Espinoza announced that last year the Fresno Youth Commission was recognized by the California League of Cities for engaging youth in city government. He added that this year, the Fresno Youth Commission was recognized and showcased by Western City magazine for all the work and engagement that the Fresno Youth Commission has done. He said he had received emails from other cities interested in forming their own youth commission. 6. Review & Approve Minutes ID19-11151 Minutes for July 12, 2019, and August 2, 2019 The minutes of June 7, 2019 were added to this item. On motion of Commissioner Duran, seconded by 2nd Vice Chair Martinez, that the minutes of June 7, 2019, July 12, 2019, and August 2, 2019 be City of Fresno ***Subject to Mayoral Veto Page 3 Fresno Youth Commission Meeting Minutes - Final August 16, 2019 approved. Presentations / Workshops / Action Items ID19-11155 Discussion and actions pertaining to the Civic Learning Partnership’s civic engagement award Chief Executive Officer (CEO) Stephen Morris of the Civic Learning Partnership, and Civic Education Center made a presentation to the commission. He urged the commission to develop the award and stated that his organizations were ready to provide assistance to the commission. He added that every student and student group in the city would eligible to apply for the award. He said that students involved with the Civic Education Center had developed over 135 projects in the past year, including programs dealing with animal abuse, homelessness, domestic violence, and human trafficking. He cited other examples of student-led projects, including: the Peace Bridge Program at Terronez Middle School which surveyed the students and staff to determine that social media was the primary trigger for fights. The students developed a seven step program for students to mediate issues without involving the school administration. Also, a grief counseling program at Fresno Unified was created when a student was unable to obtain counseling services after the death of the student's mother. 2nd Vice Chair Martinez and Commissioner Duran spoke in regards to the Civic Learning Partnership Committee's work in developing the award. 2nd Vice Chair Martinez discussed the idea of having a wall of fame at City Hall with pictures of the award winners. She also stated the committee had discussed deadlines for applying for the award and that perhaps the application be opened only to high school students, at least initially. Commissioner Duran spoke about possibly meeting with each councilmember, and providing a gift in addition to the award, and lastly of bringing forth a resolution to council in September or October. He also stated that H. Spees of the Mayor's Office liked the award idea. City of Fresno ***Subject to Mayoral Veto Page 4 Fresno Youth Commission Meeting Minutes - Final August 16, 2019 Commissioner Villegas suggested that awards should be given based on three age categories (elementary, middle school, and high school and beyond). CEO Morris clarified that potential recipients could attend schools outside of Fresno, but had to live within the City of Fresno. 1st Vice Chair Guzman inquired if there were other similar recognition programs. CEO Morris replied that none existed on the scale that the new program would implement. YLI Associate Director Cynthia Rocha Sapien recommended and CEO Morris concurred, that the award could be given on behalf of the commission and City Council. Coordinator Espinoza concluded the presentation and said that a draft resolution would be presented to the commission in September. City Clerk's Office coordinator Marco Martinez stated that he would inquire with the city attorney as to any potential conflicts in regards to a gift of funds as part of the award. ID19-11152 Update, discussion and actions pertaining to selection of the new City of Fresno police chief Coordinator Espinoza announced Mayor Brand had selected Sergeant of Arms Lopez to be part of the committee created to interview the police chief candidates. He stated the last time the city had selected a police chief was eighteen years ago. Sergeant of Arms Lopez stated that the selection committee had already met and interviewed candidates. He said he tried to select a candidate that was youth-oriented and had asked potential candidates how they would improve the condition of gang violence in the city. He added that the next step would be for candidates to be interviewed formally by the mayor, city manager, and the current police chief. ID19-11153 Parks Ad-Hoc Committee update, discussion, and actions pertaining to the identification of a parks issue to present to City Council There were no updates in regards to this item. ID19-11154 Discussion and actions pertaining to alcohol advertising in the City of Fresno City of Fresno ***Subject to Mayoral Veto Page 5 Fresno Youth Commission Meeting Minutes - Final August 16, 2019 Student Leaders Nicole Lee and Christina Garcia of the organization Friday Night Live (FNL) gave a presentation and requested that the Fresno Youth Commission create a policy related to, but separate from the Responsible Neighborhoods Market Ordinance, that focuses specifically on billboard advertising. Student Leader Garcia suggested that there should be no alcohol billboards within a one mile radius from youth sensitive areas. 2nd Vice Chair Martinez asked for clarification about youth sensitive areas. Student Leader Garcia responded that those areas included daycares, parks, schools, and youth centers. 1st Vice Chair Guzman asked if alcohol related billboards could be replaced with billboards showcasing local area high school students. Associate Director Rocha Sapien clarified that if restrictions on where alcohol related advertising can be placed is codified into the municipal code, then it would guarantee that the advertisement would be anything other than alcohol. She stated that the municipal code currently provides restrictions on advertising in sensitive use areas, as well as providing definitions for those areas. Associate Director Rocha Sapien and the members of FNL will research the municipal code and provide an update to the commission at a future meeting. ID19-11156 Update, discussion and actions pertaining to the Responsible Neighborhood Market Ordinance (RNMO) Coordinator Espinoza stated that Councilmember Esparza's office is spearheading the RNMO item at City Council and that he is still awaiting on committee meeting dates. Social Media Committee. 2nd Vice Chair Martinez stated there was no meeting date set. Coordinator Espinoza stated he would provide the committee members with social media training. He added that only Facebook and Instagram accounts would be created. 3. Youth Jobs Task Force. No reports or updates. 4. Civic Learning Partnership Committee. 1st Vice Chair Guzman stated that the committee would meet on August 27, 2019. 5. Other Committee Reports. No reports or updates. 9. Calendar Items 1st Vice Chair Guzman reminded the commission about the First Gen Conference and Constitution Day. Coordinator Espinoza said that he would lead a "four-corners" training at the First Gen Conference. He also said one of the topics at Constitution Day would be about race. 10. Public Comments No public comments made. Members of the public may address the Fresno Youth Commission regarding items that are not listed on the agenda and within the subject matter jurisdiction of the Fresno Youth Commission. Each person is limited to a three (3) minute presentation. Anyone wishing to be placed on an agenda for a specified topic should contact the City Clerk’s Office at least five (5) days prior to the desired date. Fresno Youth Commission action on unscheduled items, if any, shall be limited to referring the item to staff and possible scheduling on a future Fresno Youth Commission agenda. 11.
