Member Reports and Comments Vice Chair Reyes Acosta stated that RICV will be moving into their new location on September 1, on First street, north of Shields. Member Coulter shared that DHHSC is getting more involved with committees. Yesterday attended the Infectious disease committee, discussion TB and mosquito issues, if others are interested in this committee she can connect. Has also been on the Voters committee to learn more about Voters Choice Act that will be implemented next year. Also on the Census committee, educating about ways to be inclusive of people with disabilities, in particular for the blind and Deaf Blind. Tomorrow will be the Deaf Blind Support Group and will show the Braille trash can lids tomorrow at the meeting. 5. Secretary's Report Secretary Mulhall shared that DAC was invited to have a booth at the Fresno City College Disability Awareness Day in October. Commissioners expressed interest in attending, and inviting FAX to share the booth FAX is currently undergoing their Title VI update; members of the public are invited to attend the public meeting and provide feedback. 6. Unscheduled Communication / Public Comments Rain Chamberlain addressed the commission. Requested a future agenda item to address City of Fresno Employment requirements and applications. Many positions that could benefit from having a person with disability may have requirements that are not essential to the job. The DAC is generally legally prohibited from taking any action on information presented in unscheduled communication until subsequent meetings. 8. Presentations ID19-11121 Housing Division Attachments: Housing Presentation DAC 08-19.pdf Tom Morgan from Housing Division presented on the Analysis of Impediments to Fair Housing (AI) and Con Plan. Requested participation from the disabled community. Can add people with disabilities to the list for emails about the updates. Chair Randall Developed a Housing Task Force. Members Flores (Vice Chair Reyes Acosta alternate) and Member Coulter were appointed. Community members Vidal Medina, Yonas Paulos, and Rain Chamberlain were appointed. If Member Flores is unavailable, she will be asked to have CVRC representation on the task force. The floor was opened for Public Comment. Yonas Paulos homeless Veterans advocate is interested in getting involved with this efforts. Veronica Hernandez addressed the commission. She stated that she applied about three years ago and had issues with accessing the Housing Authority and HUD website. Has asked for accommodations in Braille or digital formats, but still received paper notifications, missing opportunities for housing. In the past has denied service animal in housing options. Vidal Medina, RICV Systems Change Advocate addressed the commission. He looks forward to involvement with the Task Force. He was involved in both speaking with Fiona Ma about this issue and that more money is needed in accessible housing. Affordable housing is not always accessible, integrated housing. The availability of accessible housing is not here in Fresno and connected to transportation. Tax credits are available for builders of affordable housing, but they are not building units that are affordable to the population served, particularly people on SSI. 7. Action Items ID19-11119 Selection of DAC Chair for Fiscal Year 2020 On motion of Chairperson Randall, seconded by Board Member Coulter, that Frances Reyes Acosta serve as Chair for FY2020. Subcommittee Reports 9-A. Outreach Subcommittee No report. Meeting will be scheduled in the next month or two. Discussion focused on Paratransit RFP for new provider. Survey on paratransit is currently available. Also will be updating their Title VI plan. Future meetings will discuss Paratransit application and the paratransit scheduling system. Veronica Hernandez, CCB, Addressed the commission asking if there will be public meetings. Vice chair Reyes-Acosta stated that they will be doing an RFP with involvement of people this disabilities. 10.
